【摘要】:當(dāng)前,我國(guó)政府提出創(chuàng)新驅(qū)動(dòng)發(fā)展戰(zhàn)略,協(xié)同創(chuàng)新日益成為學(xué)術(shù)界與產(chǎn)業(yè)界共同關(guān)注的焦點(diǎn)。協(xié)同創(chuàng)新的提出進(jìn)一步強(qiáng)調(diào)了創(chuàng)新主體之間應(yīng)建立相應(yīng)的合作機(jī)制,提升合作創(chuàng)新的效率,產(chǎn)生總體上的協(xié)同創(chuàng)新效應(yīng)。我國(guó)大學(xué)-產(chǎn)業(yè)合作組織經(jīng)歷了多年的發(fā)展,逐步成為國(guó)家創(chuàng)新系統(tǒng)的中堅(jiān)力量。大學(xué)-產(chǎn)業(yè)合作體系建設(shè)經(jīng)歷了由產(chǎn)學(xué)研簡(jiǎn)單聯(lián)合,到產(chǎn)學(xué)研項(xiàng)目結(jié)合,再到產(chǎn)學(xué)研用緊密結(jié)合的三個(gè)階段。從早期的校辦企業(yè)到大學(xué)衍生企業(yè),高校科技產(chǎn)業(yè)逐漸走向成熟,被市場(chǎng)所接受;從校企聯(lián)合培養(yǎng)、合作共建實(shí)驗(yàn)室到當(dāng)前大學(xué)與地方政府共建產(chǎn)業(yè)技術(shù)研究院,合作共建的組織模式逐漸發(fā)展為多元化的合作平臺(tái)。不論是企業(yè)還是研究機(jī)構(gòu),大學(xué)-產(chǎn)業(yè)合作組織已成為引導(dǎo)產(chǎn)學(xué)研合作創(chuàng)新體系發(fā)展方向的重要角色。當(dāng)前,如何促進(jìn)合作組織產(chǎn)生協(xié)同創(chuàng)新效應(yīng)是提升創(chuàng)新效率的關(guān)鍵。從協(xié)同創(chuàng)新視角探討大學(xué)-產(chǎn)業(yè)合作組織的構(gòu)建與運(yùn)行成為本文研究的主要問(wèn)題。研究大學(xué)-產(chǎn)業(yè)合作組織如何進(jìn)行協(xié)同創(chuàng)新,能夠豐富和發(fā)展協(xié)同創(chuàng)新理論體系,在實(shí)踐層面促進(jìn)我國(guó)大學(xué)-產(chǎn)業(yè)合作組織的建設(shè),推動(dòng)大學(xué)與產(chǎn)業(yè)間的持續(xù)互動(dòng),為新時(shí)期大學(xué)-產(chǎn)業(yè)合作組織建設(shè)與發(fā)展提供治理策略與對(duì)策建議。本研究以交易成本理論、技術(shù)創(chuàng)新理論、組織學(xué)習(xí)理論、制度變遷理論及協(xié)同學(xué)理論為基礎(chǔ),綜合運(yùn)用邏輯推演、案例分析及實(shí)證分析等研究方法對(duì)大學(xué)-產(chǎn)業(yè)合作組織的交易成本、制度安排及效應(yīng)路徑等問(wèn)題進(jìn)行研究,分析協(xié)同創(chuàng)新背景下大學(xué)-產(chǎn)業(yè)合作組織的構(gòu)建與運(yùn)行、創(chuàng)新要素的協(xié)同過(guò)程及協(xié)同創(chuàng)新效應(yīng)的產(chǎn)生路徑。在大學(xué)-產(chǎn)業(yè)合作組織的構(gòu)建過(guò)程的研究中,本文以交易成本視角分析了大學(xué)-產(chǎn)業(yè)合作過(guò)程中的交易成本類型、測(cè)量角度與變化過(guò)程,總結(jié)了大學(xué)-產(chǎn)業(yè)合作協(xié)同模式下的交易成本分擔(dān)結(jié)構(gòu)。首先,分析了大學(xué)-產(chǎn)業(yè)合作的交易形式與交易市場(chǎng),界定了合作交易過(guò)程中的溝通成本、談判成本、履約成本和風(fēng)險(xiǎn)成本;其次,分析了大學(xué)-產(chǎn)業(yè)合作中交易成本的影響因素,以產(chǎn)品專用性、交易復(fù)雜性及不確定性三個(gè)衡量標(biāo)準(zhǔn)分別探討了組織結(jié)構(gòu)、治理結(jié)構(gòu)及政府參與對(duì)交易成本的影響;再次,通過(guò)不同模式進(jìn)行靜態(tài)與動(dòng)態(tài)的比較分析,依次分析了上述因素影響下的交易成本變化過(guò)程;最后,將交易成本因素引入到大學(xué)-產(chǎn)業(yè)合作組織演化博弈的模型中,探討了交易成本對(duì)合作組織協(xié)同創(chuàng)新策略選擇的影響。在大學(xué)-產(chǎn)業(yè)合作組織協(xié)同過(guò)程的研究中,本文以創(chuàng)新要素聚集、流動(dòng)和結(jié)合為視角深化和拓展了大學(xué)-產(chǎn)業(yè)合作組織中技術(shù)與資本、管理及政策等創(chuàng)新要素的協(xié)同過(guò)程。首先,引入?yún)f(xié)同學(xué)分析框架分析了大學(xué)-產(chǎn)業(yè)合作組織中創(chuàng)新要素的匯聚、選擇和結(jié)合過(guò)程,探討了要素完備度、流動(dòng)性及結(jié)構(gòu)化等協(xié)同特征;其次,建立“關(guān)系-績(jī)效”分析框架展開跨案例分析,通過(guò)多案例比較研究從動(dòng)態(tài)維度探討了協(xié)同度對(duì)創(chuàng)新績(jī)效的影響;最后,總結(jié)了大學(xué)-產(chǎn)業(yè)合作組織的制度安排,提煉了激勵(lì)制度、產(chǎn)權(quán)制度、投融資制度以及人才制度在創(chuàng)新要素結(jié)合過(guò)程中的制度架構(gòu)。在大學(xué)-產(chǎn)業(yè)合作組織協(xié)同路徑的研究中,本文通過(guò)建立組織因素與制度因素對(duì)協(xié)同創(chuàng)新效應(yīng)的概念模型,分析協(xié)同創(chuàng)新效應(yīng)的產(chǎn)生路徑。首先,將制度創(chuàng)新與組織學(xué)習(xí)作為協(xié)同創(chuàng)新效應(yīng)產(chǎn)生的外生性與內(nèi)生性要素,進(jìn)一步對(duì)各要素進(jìn)行細(xì)分,建立了大學(xué)-產(chǎn)業(yè)合作組織的“制度-組織-效應(yīng)”路徑模型;其次,通過(guò)問(wèn)卷的數(shù)據(jù)進(jìn)行實(shí)證研究與檢驗(yàn),對(duì)協(xié)同路徑進(jìn)行驗(yàn)證性分析,證實(shí)了路徑的有效性;最后,揭示了組織學(xué)習(xí)在制度創(chuàng)新影響協(xié)同創(chuàng)新效應(yīng)的過(guò)程中起到的中介作用。綜上,從大學(xué)-產(chǎn)業(yè)合作組織的治理角度,本文分別從組織機(jī)制、制度架構(gòu)及網(wǎng)絡(luò)治理方面提出我國(guó)大學(xué)-產(chǎn)業(yè)合作組織的治理策略。論證了促進(jìn)大學(xué)-產(chǎn)業(yè)合作組織協(xié)同創(chuàng)新的必要性和可行性,提出了大學(xué)-產(chǎn)業(yè)合作組織首先應(yīng)從制度架構(gòu)、管理創(chuàng)新及機(jī)制設(shè)計(jì)等三個(gè)方面采取相應(yīng)的措施,解決大學(xué)-產(chǎn)業(yè)合作組織發(fā)展面臨的問(wèn)題;在組織層面,要營(yíng)造創(chuàng)新環(huán)境、加強(qiáng)網(wǎng)絡(luò)溝通與培育學(xué)習(xí)能力;在具體操作層面,要完善創(chuàng)新要素的結(jié)構(gòu)化、促進(jìn)流動(dòng)性與提升互補(bǔ)性。

This further emphasizes the collaborative innovation between innovation subjects should establish relevant cooperation mechanisms, improve the efficiency of cooperative innovation, synergy innovation effect on the whole. The industrial cooperation organization in our country University experience after years of development, has gradually become the backbone of the national innovation system. The construction of university industry research cooperation system experienced by the simple combination, to research projects with three stages to research closely. The research on transaction cost theory, technology innovation theory, organizational learning theory, institutional change theory and collaborative learning theory Based on the comprehensive use of logical deduction, case analysis method and empirical analysis of the transaction cost of university industry cooperation organization, research institution and effect path problems, analysis of the construction and operation of Industrial Cooperation Organization - university collaborative innovation under the background of the generated path process of collaborative innovation elements and collaborative innovation in effect.
