【摘要】：當前,我國政府提出創(chuàng)新驅(qū)動發(fā)展戰(zhàn)略,協(xié)同創(chuàng)新日益成為學術(shù)界與產(chǎn)業(yè)界共同關(guān)注的焦點。協(xié)同創(chuàng)新的提出進一步強調(diào)了創(chuàng)新主體之間應建立相應的合作機制,提升合作創(chuàng)新的效率,產(chǎn)生總體上的協(xié)同創(chuàng)新效應。我國大學-產(chǎn)業(yè)合作組織經(jīng)歷了多年的發(fā)展,逐步成為國家創(chuàng)新系統(tǒng)的中堅力量。大學-產(chǎn)業(yè)合作體系建設(shè)經(jīng)歷了由產(chǎn)學研簡單聯(lián)合,到產(chǎn)學研項目結(jié)合,再到產(chǎn)學研用緊密結(jié)合的三個階段。從早期的校辦企業(yè)到大學衍生企業(yè),高校科技產(chǎn)業(yè)逐漸走向成熟,被市場所接受;從校企聯(lián)合培養(yǎng)、合作共建實驗室到當前大學與地方政府共建產(chǎn)業(yè)技術(shù)研究院,合作共建的組織模式逐漸發(fā)展為多元化的合作平臺。不論是企業(yè)還是研究機構(gòu),大學-產(chǎn)業(yè)合作組織已成為引導產(chǎn)學研合作創(chuàng)新體系發(fā)展方向的重要角色。當前,如何促進合作組織產(chǎn)生協(xié)同創(chuàng)新效應是提升創(chuàng)新效率的關(guān)鍵。從協(xié)同創(chuàng)新視角探討大學-產(chǎn)業(yè)合作組織的構(gòu)建與運行成為本文研究的主要問題。研究大學-產(chǎn)業(yè)合作組織如何進行協(xié)同創(chuàng)新,能夠豐富和發(fā)展協(xié)同創(chuàng)新理論體系,在實踐層面促進我國大學-產(chǎn)業(yè)合作組織的建設(shè),推動大學與產(chǎn)業(yè)間的持續(xù)互動,為新時期大學-產(chǎn)業(yè)合作組織建設(shè)與發(fā)展提供治理策略與對策建議。本研究以交易成本理論、技術(shù)創(chuàng)新理論、組織學習理論、制度變遷理論及協(xié)同學理論為基礎(chǔ),綜合運用邏輯推演、案例分析及實證分析等研究方法對大學-產(chǎn)業(yè)合作組織的交易成本、制度安排及效應路徑等問題進行研究,分析協(xié)同創(chuàng)新背景下大學-產(chǎn)業(yè)合作組織的構(gòu)建與運行、創(chuàng)新要素的協(xié)同過程及協(xié)同創(chuàng)新效應的產(chǎn)生路徑。在大學-產(chǎn)業(yè)合作組織的構(gòu)建過程的研究中,本文以交易成本視角分析了大學-產(chǎn)業(yè)合作過程中的交易成本類型、測量角度與變化過程,總結(jié)了大學-產(chǎn)業(yè)合作協(xié)同模式下的交易成本分擔結(jié)構(gòu)。首先,分析了大學-產(chǎn)業(yè)合作的交易形式與交易市場,界定了合作交易過程中的溝通成本、談判成本、履約成本和風險成本;其次,分析了大學-產(chǎn)業(yè)合作中交易成本的影響因素,以產(chǎn)品專用性、交易復雜性及不確定性三個衡量標準分別探討了組織結(jié)構(gòu)、治理結(jié)構(gòu)及政府參與對交易成本的影響;再次,通過不同模式進行靜態(tài)與動態(tài)的比較分析,依次分析了上述因素影響下的交易成本變化過程;最后,將交易成本因素引入到大學-產(chǎn)業(yè)合作組織演化博弈的模型中,探討了交易成本對合作組織協(xié)同創(chuàng)新策略選擇的影響。在大學-產(chǎn)業(yè)合作組織協(xié)同過程的研究中,本文以創(chuàng)新要素聚集、流動和結(jié)合為視角深化和拓展了大學-產(chǎn)業(yè)合作組織中技術(shù)與資本、管理及政策等創(chuàng)新要素的協(xié)同過程。首先,引入?yún)f(xié)同學分析框架分析了大學-產(chǎn)業(yè)合作組織中創(chuàng)新要素的匯聚、選擇和結(jié)合過程,探討了要素完備度、流動性及結(jié)構(gòu)化等協(xié)同特征;其次,建立“關(guān)系-績效”分析框架展開跨案例分析,通過多案例比較研究從動態(tài)維度探討了協(xié)同度對創(chuàng)新績效的影響;最后,總結(jié)了大學-產(chǎn)業(yè)合作組織的制度安排,提煉了激勵制度、產(chǎn)權(quán)制度、投融資制度以及人才制度在創(chuàng)新要素結(jié)合過程中的制度架構(gòu)。在大學-產(chǎn)業(yè)合作組織協(xié)同路徑的研究中,本文通過建立組織因素與制度因素對協(xié)同創(chuàng)新效應的概念模型,分析協(xié)同創(chuàng)新效應的產(chǎn)生路徑。首先,將制度創(chuàng)新與組織學習作為協(xié)同創(chuàng)新效應產(chǎn)生的外生性與內(nèi)生性要素,進一步對各要素進行細分,建立了大學-產(chǎn)業(yè)合作組織的“制度-組織-效應”路徑模型;其次,通過問卷的數(shù)據(jù)進行實證研究與檢驗,對協(xié)同路徑進行驗證性分析,證實了路徑的有效性;最后,揭示了組織學習在制度創(chuàng)新影響協(xié)同創(chuàng)新效應的過程中起到的中介作用。綜上,從大學-產(chǎn)業(yè)合作組織的治理角度,本文分別從組織機制、制度架構(gòu)及網(wǎng)絡(luò)治理方面提出我國大學-產(chǎn)業(yè)合作組織的治理策略。論證了促進大學-產(chǎn)業(yè)合作組織協(xié)同創(chuàng)新的必要性和可行性,提出了大學-產(chǎn)業(yè)合作組織首先應從制度架構(gòu)、管理創(chuàng)新及機制設(shè)計等三個方面采取相應的措施,解決大學-產(chǎn)業(yè)合作組織發(fā)展面臨的問題;在組織層面,要營造創(chuàng)新環(huán)境、加強網(wǎng)絡(luò)溝通與培育學習能力;在具體操作層面,要完善創(chuàng)新要素的結(jié)構(gòu)化、促進流動性與提升互補性。

The industrial cooperation organization in our country University experience after years of development, has gradually become the backbone of the national innovation system. The construction of university industry research cooperation system experienced by the simple combination, to research projects with three stages to research closely. At present, how to promote the cooperation organization produce synergy innovation effect is the key to enhance the efficiency of innovation. Construction has become the main problem of this study and operation of university industry cooperation organization from the perspective of collaborative innovation. The research on transaction cost theory, technology innovation theory, organizational learning theory, institutional change theory and collaborative learning theory Based on the comprehensive use of logical deduction, case analysis method and empirical analysis of the transaction cost of university industry cooperation organization, research institution and effect path problems, analysis of the construction and operation of Industrial Cooperation Organization - university collaborative innovation under the background of the generated path process of collaborative innovation elements and collaborative innovation in effect.
