【摘要】：網(wǎng)絡(luò)社會(huì)和風(fēng)險(xiǎn)社會(huì)都是當(dāng)下中國(guó)社會(huì)的結(jié)構(gòu)性存在,網(wǎng)絡(luò)輿情是網(wǎng)絡(luò)社會(huì)和風(fēng)險(xiǎn)社會(huì)的同構(gòu)性產(chǎn)物,并是其間的重要關(guān)聯(lián)管道。網(wǎng)絡(luò)社會(huì)和風(fēng)險(xiǎn)社會(huì)的勾連,主要緣于網(wǎng)絡(luò)輿情在一定程度上對(duì)社會(huì)秩序、社會(huì)心理乃至社會(huì)結(jié)構(gòu)構(gòu)成的外部沖擊,改變了風(fēng)險(xiǎn)社會(huì)中風(fēng)險(xiǎn)的轉(zhuǎn)移、分配和呈現(xiàn)邏輯。借助經(jīng)典傳播學(xué)理論對(duì)網(wǎng)絡(luò)輿情所引發(fā)社會(huì)風(fēng)險(xiǎn)的模式進(jìn)行觀照,可以更好地把握網(wǎng)絡(luò)輿情與社會(huì)風(fēng)險(xiǎn)之間的關(guān)聯(lián),強(qiáng)化對(duì)網(wǎng)絡(luò)輿情是導(dǎo)致社會(huì)風(fēng)險(xiǎn)的一種重要變量的認(rèn)知,并賦予這些經(jīng)典理論新的意義和價(jià)值。蝴蝶效應(yīng)理論直接作用于網(wǎng)絡(luò)輿情生成,是社會(huì)風(fēng)險(xiǎn)的觸發(fā)機(jī)制；沉默螺旋現(xiàn)象始終存在于網(wǎng)絡(luò)輿情傳播中,暗合社會(huì)風(fēng)險(xiǎn)傳播機(jī)理；議程設(shè)置理論可以指導(dǎo)網(wǎng)絡(luò)輿情引導(dǎo)工作,實(shí)現(xiàn)社會(huì)風(fēng)險(xiǎn)的媒介阻斷；公共領(lǐng)域理論有助于我們更好地理解網(wǎng)絡(luò)輿情生態(tài),把握社會(huì)風(fēng)險(xiǎn)生成場(chǎng)域；群體極化理論說(shuō)明了網(wǎng)絡(luò)輿情對(duì)群體事件的催化效用,是社會(huì)風(fēng)險(xiǎn)的心理動(dòng)力之源。網(wǎng)絡(luò)社會(huì)是一種全新的社會(huì)形態(tài)。網(wǎng)絡(luò)輿情主體的固有特性和載體的不斷變化揭示了網(wǎng)絡(luò)輿情本身是一個(gè)復(fù)雜的自成系統(tǒng)的獨(dú)立場(chǎng)域。對(duì)網(wǎng)絡(luò)輿情的功能或價(jià)值進(jìn)行考察,不難發(fā)現(xiàn)網(wǎng)絡(luò)輿情作為一種制衡機(jī)制、預(yù)警機(jī)制、協(xié)商機(jī)制和撫慰機(jī)制,在現(xiàn)代社會(huì)建構(gòu)中擔(dān)當(dāng)重要角色、發(fā)揮獨(dú)特作用。網(wǎng)絡(luò)輿情和社會(huì)風(fēng)險(xiǎn)在同一時(shí)空呈現(xiàn)、交織,彼此互為表里和因果。通過對(duì)網(wǎng)絡(luò)輿情在當(dāng)下中國(guó)多個(gè)向度的價(jià)值估量,不難發(fā)現(xiàn)網(wǎng)絡(luò)輿情是一把“雙刃劍”,既可能加劇風(fēng)險(xiǎn),成為一種“軟風(fēng)險(xiǎn)”；也可能消解社會(huì)風(fēng)險(xiǎn),成為一種“軟實(shí)力”。網(wǎng)絡(luò)輿情的中國(guó)在地化基本特征一是網(wǎng)絡(luò)輿論流動(dòng)過剩、網(wǎng)絡(luò)謠言大行其道帶來(lái)的網(wǎng)絡(luò)輿情畸形繁榮,二是政府對(duì)網(wǎng)絡(luò)輿情的管制素有傳統(tǒng)并展現(xiàn)了強(qiáng)大力量。當(dāng)代中國(guó)社會(huì)因急劇轉(zhuǎn)型正步入高風(fēng)險(xiǎn)社會(huì),中國(guó)社會(huì)當(dāng)下面臨著的是歷時(shí)性、疊加性和多樣性相統(tǒng)一的復(fù)雜性風(fēng)險(xiǎn)。此外,中國(guó)社會(huì)呈整體性焦慮狀態(tài)并且社會(huì)信任度持續(xù)走低。這些特質(zhì)隱喻了網(wǎng)絡(luò)輿情是中國(guó)社會(huì)風(fēng)險(xiǎn)的重要變量。網(wǎng)絡(luò)熱點(diǎn)事件是網(wǎng)絡(luò)輿情和社會(huì)風(fēng)險(xiǎn)在現(xiàn)實(shí)社會(huì)的關(guān)聯(lián)點(diǎn)。對(duì)2013年第二季度的相關(guān)輿情數(shù)據(jù)進(jìn)行橫截面探查和實(shí)證分析,對(duì)風(fēng)險(xiǎn)社會(huì)情境下的網(wǎng)絡(luò)輿情以及網(wǎng)絡(luò)輿情背后的社會(huì)風(fēng)險(xiǎn)有更立體、更深刻、更真切的把握。從風(fēng)險(xiǎn)社會(huì)的視角為中國(guó)網(wǎng)絡(luò)輿情治理提供解決方案。鑒于轉(zhuǎn)型期中國(guó)社會(huì)利益格局的深刻變化、復(fù)雜外部環(huán)境的整體變遷,中國(guó)傳統(tǒng)控制型的社會(huì)治理模式必須予以摒棄。以化解社會(huì)風(fēng)險(xiǎn)為基本訴求,努力創(chuàng)新網(wǎng)絡(luò)輿情的治理模式,提升網(wǎng)絡(luò)輿情治理能力和水平。當(dāng)下中國(guó)網(wǎng)絡(luò)輿情有效治理的最大缺失是觀念的落后和偏差,努力實(shí)現(xiàn)網(wǎng)絡(luò)輿情治理觀念從管制到引導(dǎo),從線上到線下,從權(quán)力到權(quán)利的轉(zhuǎn)向是實(shí)現(xiàn)網(wǎng)絡(luò)輿情有效治理的關(guān)鍵所在。不斷創(chuàng)新治理主體,實(shí)現(xiàn)政府有限治理、社會(huì)自行治理、法律剛性治理和科學(xué)技術(shù)治理的協(xié)同推進(jìn),建構(gòu)優(yōu)勢(shì)互補(bǔ)、良性互動(dòng)的治理格局是重要的路徑選擇。
