【摘要】:建國(guó)以來(lái),尤其是近幾十年,我國(guó)科技事業(yè)取得了快速發(fā)展,創(chuàng)新能力顯著增強(qiáng)。然而,隨著科技的發(fā)展,一些隱性層次的問(wèn)題逐漸暴露出來(lái)?萍汲晒┙o與經(jīng)濟(jì)發(fā)展需求出現(xiàn)結(jié)構(gòu)性錯(cuò)位發(fā)展?萍汲晒糜诖龠M(jìn)經(jīng)濟(jì)發(fā)展和社會(huì)進(jìn)步方面明顯低于發(fā)達(dá)國(guó)家水平,科技成果轉(zhuǎn)化率低且動(dòng)力不足已成為不爭(zhēng)事實(shí)。上個(gè)世紀(jì)八九十年代,世界各國(guó)通過(guò)構(gòu)建國(guó)家創(chuàng)新體系,出臺(tái)創(chuàng)新政策來(lái)系統(tǒng)化配置創(chuàng)新要素,提升創(chuàng)新體系的整體功效。事實(shí)上,據(jù)OECD的監(jiān)測(cè),絕大多數(shù)國(guó)家并未實(shí)現(xiàn)既定目標(biāo),出現(xiàn)了創(chuàng)新主體爭(zhēng)奪資源、創(chuàng)新政策問(wèn)的斷鏈甚至對(duì)立、資源配置效率低等問(wèn)題,產(chǎn)生了“系統(tǒng)失靈”。我國(guó)也通過(guò)構(gòu)建國(guó)家創(chuàng)新體系激發(fā)創(chuàng)新潛能,提升創(chuàng)新體系的整體效能,結(jié)果面臨相似的狀況,創(chuàng)新體系更多停留在各創(chuàng)新主體的功能疊加上,未形成系統(tǒng)功效。在深入分析創(chuàng)新體系的“失靈態(tài)”誘因時(shí),發(fā)現(xiàn)創(chuàng)新體系多元主體未能有效參與創(chuàng)新體系的治理,政府一元管理模式和現(xiàn)有科技體制在一定程度上阻礙了創(chuàng)新體系的發(fā)展。通過(guò)拓展公共管理理論在創(chuàng)新體系中的運(yùn)用,用治理的理念、理論和方法對(duì)創(chuàng)新體系進(jìn)行管理,正成為發(fā)達(dá)國(guó)家理論研究上的熱點(diǎn),從科技創(chuàng)新管理向創(chuàng)新體系治理轉(zhuǎn)型成為發(fā)展主流。論文按照提出問(wèn)題、分析問(wèn)題、解決問(wèn)題的研究框架和思路。即創(chuàng)新體系的治理是什么,為何要進(jìn)行創(chuàng)新體系的治理,國(guó)家和區(qū)域的創(chuàng)新體系如何治理,依靠什么治理,區(qū)域創(chuàng)新體系的治理現(xiàn)狀和治理能力如何,治理效果如何,治理的走向在哪?具體來(lái)說(shuō),首先梳理了創(chuàng)新體系的概念和內(nèi)涵,綜述了文獻(xiàn)關(guān)于國(guó)家和區(qū)域創(chuàng)新體系的建設(shè)和發(fā)展,創(chuàng)新體系治理的研究等。隨后,在第三章論述了從科技管理到創(chuàng)新治理的發(fā)展演化,回答了創(chuàng)新治理的必要性,闡述了從科技管理向創(chuàng)新治理轉(zhuǎn)變的發(fā)展必然性,即創(chuàng)新體系為什么要治理。比較分析了科技管理與創(chuàng)新治理的理念、結(jié)構(gòu)、工具、模式和機(jī)制,研究了創(chuàng)新治理主體的驅(qū)動(dòng)機(jī)制,從動(dòng)力層面提出了創(chuàng)新治理的路徑選擇。第四章研究了我國(guó)創(chuàng)新體系的治理與創(chuàng)新治理體系建設(shè)。著重解答的是國(guó)家創(chuàng)新體系如何治理,提出了一個(gè)創(chuàng)新體系治理的理論分析框架。通過(guò)結(jié)合創(chuàng)新治理理論和國(guó)外的創(chuàng)新治理實(shí)踐經(jīng)驗(yàn),框架性地提出了我國(guó)創(chuàng)新治理體系的建設(shè)與發(fā)展建議。第五章研究了創(chuàng)新體系治理的重要工具即創(chuàng)新政策(創(chuàng)新決策),構(gòu)建了多元?jiǎng)?chuàng)新主體的決策參與矩陣分析框架。解答了創(chuàng)新體系依靠什么治理如何實(shí)現(xiàn)治理參與,即在治理語(yǔ)境下創(chuàng)新體系的治理規(guī)則或主體的決策參與。第六章論述了區(qū)域創(chuàng)新治理體系建設(shè)與治理能力現(xiàn)代化,研究了區(qū)域創(chuàng)新體系如何治理及治理走向。總結(jié)分析了我國(guó)區(qū)域創(chuàng)新治理體系建設(shè)的發(fā)展和不足,分析了區(qū)域創(chuàng)新治理體系現(xiàn)代化的影響因素,研究了區(qū)域創(chuàng)新治理體系建設(shè)和現(xiàn)代化的路徑。第七章對(duì)區(qū)域創(chuàng)新治理能力結(jié)構(gòu)特征與發(fā)展演化進(jìn)行了組合評(píng)價(jià)研究,系統(tǒng)研究了區(qū)域創(chuàng)新治理的能力和水平。結(jié)論表明:我國(guó)區(qū)域創(chuàng)新體系治理能力總體偏弱,且發(fā)展不平衡,兩級(jí)分化較為嚴(yán)重;創(chuàng)新體系治理能力與區(qū)域的科技、經(jīng)濟(jì)發(fā)展水平具有較強(qiáng)的正向關(guān)聯(lián)性;創(chuàng)新治理是一個(gè)復(fù)雜的動(dòng)態(tài)系統(tǒng),推動(dòng)系統(tǒng)演化需要有內(nèi)外因共同作用;創(chuàng)新體系治理能力的“四力”結(jié)構(gòu)與治理能力出現(xiàn)非同步演化特征,“四力”的強(qiáng)弱發(fā)展不均衡。第八章以兩種視角下的實(shí)證研究了區(qū)域創(chuàng)新體系治理的效果。本章以創(chuàng)新體系的創(chuàng)新能力與經(jīng)濟(jì)發(fā)展的視角和公共科技服務(wù)績(jī)效水平的視角,從兩個(gè)方面實(shí)證研究了區(qū)域創(chuàng)新體系的治理效果。最后,對(duì)全文進(jìn)行了總結(jié)和回顧,提出了研究的發(fā)展展望。
[Abstract]:Since the founding of the people's Republic of China, especially in recent decades, China's scientific and technological undertakings have made rapid development, and the ability to innovate has been significantly enhanced. However, with the development of science and technology, the problems of some hidden levels have been gradually exposed. The supply of scientific and technological achievements and the demand for economic development have a structural dislocation. The achievement of scientific and technological achievements is obviously lower than that of developed countries in promoting economic development and social progress. The conversion rate of scientific and technological achievements is low and power is insufficient. It has become an indisputable fact. In the 80s and 90s of last century, all countries in the world set up innovative policies to systematize the elements of innovation by building the national innovation system and improve the overall effectiveness of the innovation system. In fact, according to OECD monitoring, most of the countries failed to achieve the established goals, and there were problems of innovation and competition, such as chain breaking, even antagonism, low efficiency of resource allocation, and so on. Our country has also constructed the national innovation system to stimulate the potential of innovation and improve the overall efficiency of the innovation system. The result is similar to the situation. The innovation system mostly stays on the superposition of the main body of innovation, and does not form systematic effectiveness. When we analyze the causes of the failure of the innovation system, we find that the multiple subjects of the innovation system fail to participate in the governance of the innovation system effectively. The government's one yuan management mode and the existing technology system have hindered the development of the innovation system to a certain extent. By expanding the application of public management theory in the innovation system, the management of innovation system with governance concepts, theories and methods is becoming a hot topic in the theoretical research of developed countries, and the transformation from technological innovation management to innovation system governance has become the mainstream of development. The paper is based on the research framework and ideas to solve problems, analyze problems and solve problems. What is the innovation of governance system, governance why innovation system, how to manage the national and regional innovation system, relying on what governance, how to control the situation and management ability of the regional innovation system, governance effect, governance to where? Specifically, first introduces the concept and connotation of innovation system construction. And the development of literature on national and regional innovation system are summarized, the research of management innovation system. Then, in the third chapter, the evolution of technology management to innovation governance is discussed, and the necessity of innovation governance is answered. The necessity of transformation from technology management to innovation governance is discussed, namely, why should we innovate governance system. The concept, structure, tools, modes and mechanisms of technology management and innovation governance are compared and analyzed. The driving mechanism of innovation governance is studied, and the path of innovation governance is put forward from the dynamic level. The fourth chapter studies the governance and innovation system construction of the innovation system in China. The solution is how to govern the national innovation system and put forward a theoretical analysis framework for the governance of the innovation system. By combining the theory of innovation governance and the experience of innovation governance in foreign countries, the suggestions for the construction and development of the innovation governance system in China are put forward. The fifth chapter studies the important tools of innovation system governance, namely, innovation policy (innovation decision), and constructs the decision participation matrix analysis framework of multiple innovation subjects. The solution of the innovation system depends on what governance is based on how to achieve governance participation, that is, the governance rules of the innovation system in the context of governance or the decision-making participation of the main body. The sixth chapter discusses the construction of regional innovation management system and the modernization of governance capability, and studies how to govern and govern the regional innovation system. This paper summarizes and analyzes the development and deficiency of regional innovation governance system in China, analyzes the factors influencing the modernization of regional innovation governance system, and studies the path of the construction and modernization of regional innovation governance system. The seventh chapter carries out a combination evaluation study on the structural characteristics and development evolution of regional innovation governance, and systematically studies the ability and level of regional innovation governance. The conclusion is: China regional innovation system of governance capacity is weak and unbalanced development, two levels of differentiation is more serious; the level of economic development, science and technology innovation system and regional governance ability has the positive correlation of strong innovation; governance is a complex dynamic system, promote system evolution requires both internal and external causes; innovation the system of "four force" governance structure and governance ability of non synchronous evolution, "four force" the strength of the development is not balanced. The eighth chapter studies the effect of the governance of regional innovation system in two perspectives. Based on the perspective of innovation system and the perspective of economic development and the level of public technology service performance, this chapter empirically studies the governance effect of regional innovation system from two aspects. Finally, the full text is summarized and reviewed, and the development prospect of the research is put forward.
