呼和浩特市公立醫(yī)院醫(yī)療衛(wèi)生公共服務(wù)研究

【摘要】:醫(yī)療衛(wèi)生公共服務(wù)是每個公民都密切相關(guān)的一項民生問題,黨和國家歷來十分重視。伴隨物質(zhì)生活和精神生活的滿足,在追求生活質(zhì)量的基礎(chǔ)上,人們也越來越重視醫(yī)療衛(wèi)生服務(wù)的供給水平。呼和浩特市的醫(yī)療衛(wèi)生公共服務(wù)體系是相對健全完善的,作為省會城市,在自治區(qū)十二個盟市中處于領(lǐng)先地位。因為人們對醫(yī)療公共衛(wèi)生服務(wù)的需求在數(shù)量上和質(zhì)量上的要求越來越多,呼市地區(qū)的現(xiàn)狀與百姓和社會發(fā)展的多樣化需求存在差距。本文通過描述呼和浩特地域內(nèi)公立醫(yī)院的醫(yī)療衛(wèi)生公共服務(wù)的現(xiàn)狀,應(yīng)用公共管理的理論分析問題和原因,提出改進(jìn)的對策。公共管理理論中醫(yī)療衛(wèi)生公共服務(wù)在性質(zhì)上屬于公共物品,本文應(yīng)用描述法、實地調(diào)研法、問卷調(diào)查法等方法,以政府提供公共物品的視角,重點從政府提供醫(yī)療衛(wèi)生公共服務(wù)過程中職能的發(fā)揮、醫(yī)療衛(wèi)生資源的提供、公立醫(yī)院現(xiàn)狀、醫(yī)療衛(wèi)生管理體制等方面進(jìn)行分析,借鑒先進(jìn)地區(qū)的先進(jìn)做法,針對呼市地區(qū)現(xiàn)狀提出對策。提升醫(yī)療衛(wèi)生公共服務(wù),政府要發(fā)揮好主導(dǎo)作用,合理配置區(qū)域內(nèi)資源、轉(zhuǎn)變財政支出的結(jié)構(gòu)、引入更多的社會力量提供醫(yī)療衛(wèi)生公共服務(wù)、在蒙醫(yī)藥發(fā)展上投入更多力量。提升醫(yī)療衛(wèi)生公共服務(wù),要整合醫(yī)療信息,搭建公共服務(wù)平臺、可以科學(xué)實施預(yù)約診療、拓展信息平臺服務(wù)范圍、提供信息化結(jié)算支付方式。提升醫(yī)療衛(wèi)生公共服務(wù),要細(xì)化公立醫(yī)院的管理,靈活調(diào)配院內(nèi)醫(yī)療資源、為社區(qū)居民配備家庭醫(yī)生、推動醫(yī)生多點執(zhí)業(yè)、合理設(shè)置三級醫(yī)院的學(xué)科、提供良好的就醫(yī)環(huán)境。提升醫(yī)療衛(wèi)生公共服務(wù),要建立有激勵作用的人才管理機(jī)制,調(diào)整醫(yī)療技術(shù)人員的收入結(jié)構(gòu)、優(yōu)化人才培養(yǎng)和管理、合理配置醫(yī)療技術(shù)人員、實施有效的激勵措施。提升醫(yī)療衛(wèi)生公共服務(wù),要向深層次推動醫(yī)藥衛(wèi)生體制改革,突破公立醫(yī)院原有的管理機(jī)制、落實績效考核制度、提供安全的藥事管理保障、建立上級醫(yī)院和下級醫(yī)院相配合的連續(xù)診療流程。
[Abstract]:Public health service is a problem of people's livelihood is closely related to every citizen, the party and the country has always attached great importance. With the material and spiritual life satisfaction, based on the pursuit of quality of life, people pay more and more attention to the health service supply level. Public health service system in Hohhot city is relatively perfect as the capital city, is in the leading position in the twelve cities of the autonomous region. Because of the growing demand in quantity and quality of the demand for medical and public health services, there is a gap in Hohhot is with the people and social development of the diverse needs. This paper described the present situation of public health service in Hohhot region in public hospitals, the theoretical analysis of the problems and causes the application of public management, put forward the improvement countermeasures. Public management theory public health Total service belongs to the public goods in nature, using the description method, field survey method, questionnaire survey method, to provide public goods from the perspective of government functions, the focus from government provide public health service in the course of the play, to provide medical and health resources, public hospitals, health management system etc. The analysis, draw lessons from the advanced area, puts forward the countermeasures against the status quo. Hohhot enhance public health service, the government should play the leading role, the rational allocation of resources within the region, changes in the structure of fiscal expenditure, the introduction of more social forces to provide public health services, to put more power in the development of Mongolian medicine to improve health. The public service, to integrate medical information public service platform, the scientific implementation of reservation, expand the scope of service information platform to provide information. Is the mode of payment. To enhance public health service, to refine the public hospital management, flexible allocation of medical resources in hospitals, community residents with a family doctor, doctor to promote more practice, a reasonable set of three hospital discipline, provide a good environment for medical treatment. Improve public health services, to establish a talent management incentive mechanism the role of income structure adjustment of medical technical personnel and management personnel training, optimization, rational allocation of medical technical personnel, the implementation of effective incentive measures. Improve public health services, to promote the deep reform of the medical and health system, break the original management mechanism of public hospitals, the implementation of the performance appraisal system, to provide security for the pharmacy management security, continuous treatment process to establish hospital and lower hospital matched.
