【摘要】:近幾年,中國對外大型公共投資項(xiàng)目風(fēng)險事件頻發(fā),引起了國內(nèi)外的廣泛關(guān)注。而對于中國對外公共投資項(xiàng)目風(fēng)險研究主要從經(jīng)濟(jì)風(fēng)險角度展開,對社會責(zé)任風(fēng)險關(guān)注較少。并且國內(nèi)對社會責(zé)任風(fēng)險評價主要基于企業(yè)視角,對中國對外公共投資項(xiàng)目評價相對較少。根據(jù)ISO26000《社會責(zé)任指南》國際標(biāo)準(zhǔn)對中國對外公共投資項(xiàng)目社會責(zé)任風(fēng)險研究更是少之又少,缺乏系統(tǒng)的評價研究,依據(jù)ISO26000《社會責(zé)任指南》國際標(biāo)準(zhǔn)六大因素對中國對外公共投資項(xiàng)目社會責(zé)任風(fēng)險的定量分析更是幾乎沒有。本文依據(jù)ISO26000《社會責(zé)任指南》標(biāo)準(zhǔn)中人權(quán)、勞工實(shí)踐、環(huán)境、公平運(yùn)行實(shí)踐、消費(fèi)者問題、社區(qū)參與和發(fā)展等六大主題對中國對外公共投資項(xiàng)目社會責(zé)任風(fēng)險的定量分析進(jìn)行了探索與嘗試。本文研究的主要內(nèi)容:第一,從國內(nèi)外有關(guān)公共投資風(fēng)險、對外公共投資項(xiàng)目社會責(zé)任風(fēng)險理論基礎(chǔ)以及對外公共投資項(xiàng)目社會責(zé)任評價等三個方面展開文獻(xiàn)歸納與理論梳理,對中國對外公共投資項(xiàng)目風(fēng)險的理論與實(shí)踐發(fā)展動態(tài)進(jìn)行述評,為開展中國對外公共投資項(xiàng)目社會責(zé)任風(fēng)險研究奠定基礎(chǔ)。第二,基于六大主題設(shè)計公共投資項(xiàng)目社會責(zé)任風(fēng)險問卷調(diào)查,開展中國對外公共投資項(xiàng)目社會責(zé)任風(fēng)險影響因素實(shí)證研究。主要從ISO26000《社會責(zé)任指南》標(biāo)準(zhǔn)中人權(quán)、勞工實(shí)踐、環(huán)境、公平運(yùn)行實(shí)踐、消費(fèi)者問題、社區(qū)參與和發(fā)展六大主題圍繞組織治理,通過OLS模型、Logit模型、Probit模型三個模型,基于對189個中國對外公共投資項(xiàng)目社會責(zé)任風(fēng)險的調(diào)查問卷展開了中國對外公共投資項(xiàng)目社會責(zé)任風(fēng)險影響因素的實(shí)證研究。第三,基于ISO26000中國對外公共投資項(xiàng)目社會責(zé)任風(fēng)險評價研究;谥袊鴮ν夤餐顿Y項(xiàng)目社會責(zé)任風(fēng)險影響因素實(shí)證研究的結(jié)果,將顯著或者比較顯著的指標(biāo)納入到評價指標(biāo)體系中,基于ISO26000《社會責(zé)任指南》標(biāo)準(zhǔn),構(gòu)建了包括項(xiàng)目選擇、項(xiàng)目實(shí)施、項(xiàng)目后續(xù)三個一級指標(biāo),國際協(xié)作共同開發(fā),東道國國內(nèi)政治環(huán)境,東道國地域政治環(huán)境等9個二級指標(biāo);人權(quán)風(fēng)險指標(biāo)、處理申訴指標(biāo)、弱勢群體指標(biāo)、政治權(quán)利指標(biāo)等21個三級指標(biāo)的中國對外公共投資項(xiàng)目社會責(zé)任風(fēng)險評價指標(biāo)體系,并運(yùn)用專家打分與層次分析法計算各一、二、三級指標(biāo)相對于總目標(biāo)的權(quán)重。第四,中國對外公共投資項(xiàng)目社會責(zé)任風(fēng)險雙案例評價與比較研究。依據(jù)上一部分構(gòu)建的中國對外公共投資項(xiàng)目社會責(zé)任風(fēng)險評價指標(biāo)體系,基于多層次模糊綜合評價法,以三峽集團(tuán)競標(biāo)巴西水電站與柬埔寨甘再水電站項(xiàng)目為例驗(yàn)證了中國對外公共投資項(xiàng)目社會責(zé)任風(fēng)險評價指標(biāo)體系的科學(xué)性與合理性。本文得到以下主要研究結(jié)論:第一,運(yùn)用了OLS模型、Logit模型、Probit模型三個模型驗(yàn)證了ISO26000《社會責(zé)任指南》標(biāo)準(zhǔn)中人權(quán)、勞工實(shí)踐、環(huán)境、公平運(yùn)行實(shí)踐、消費(fèi)者問題、社區(qū)參與和發(fā)展六大因素中21個變量顯著的對中國對外公共投資項(xiàng)目社會責(zé)任風(fēng)險產(chǎn)生重要影響的一致結(jié)論。第二,依據(jù)ISO26000《社會責(zé)任指南》標(biāo)準(zhǔn)人權(quán)、勞工實(shí)踐、環(huán)境、公平運(yùn)行實(shí)踐、消費(fèi)者問題、社區(qū)參與和發(fā)展六大主題35個二級議題,構(gòu)建了對外公共投資項(xiàng)目社會責(zé)任風(fēng)險評價指標(biāo)體系,評價結(jié)果顯示:一級指標(biāo)權(quán)重從大到小依次是項(xiàng)目選擇指標(biāo)(0.4777)、項(xiàng)目后續(xù)指標(biāo)(0.3166)、項(xiàng)目實(shí)施指標(biāo)(0.2057);三級指標(biāo)權(quán)重前五位的依次是國際協(xié)作共同開發(fā)指標(biāo)(0.1691)、東道國地域政治環(huán)境指標(biāo)(0.1551)、東道國國內(nèi)政治環(huán)境指標(biāo)(0.1535)、爭議處理指標(biāo)(0.0759)、社區(qū)環(huán)境指標(biāo)(0.0577)。第三,依據(jù)本文構(gòu)建的中國對外公共投資項(xiàng)目社會責(zé)任風(fēng)險評價指標(biāo)體系,通過對中國對外公共投資項(xiàng)目三峽集團(tuán)競標(biāo)巴西水電站與柬埔寨甘再水電站項(xiàng)目為例進(jìn)行了案例研究;诙鄬哟位疑:C合評價法,雙案例評價結(jié)論驗(yàn)證了中國對外公共投資項(xiàng)目社會責(zé)任風(fēng)險評價指標(biāo)體系的科學(xué)性與合理性。本文創(chuàng)新之處主要體現(xiàn)在以下三個方面:第一,率先從國際社會責(zé)任角度探討中國對外公共投資項(xiàng)目風(fēng)險問題。當(dāng)前研究主要還是從傳統(tǒng)的經(jīng)濟(jì)風(fēng)險角度考察對外公共投資項(xiàng)目風(fēng)險問題,而本文從中國對外公共投資項(xiàng)目社會責(zé)任風(fēng)險的起始點(diǎn)視角展開研究,基于中國對外公共投資項(xiàng)目選擇風(fēng)險、實(shí)施風(fēng)險、后續(xù)風(fēng)險等全過程的社會責(zé)任風(fēng)險展開研究,基于ISO26000《社會責(zé)任指南》標(biāo)準(zhǔn)來進(jìn)行綜合評價。第二,在國內(nèi)率先提出了依據(jù)ISO26000《社會責(zé)任指南》標(biāo)準(zhǔn)六大主題設(shè)計了中國對外公共投資項(xiàng)目社會責(zé)任風(fēng)險評價指標(biāo)體系,具備包括:項(xiàng)目選擇指標(biāo)、項(xiàng)目實(shí)施指標(biāo)、項(xiàng)目后續(xù)指標(biāo)等3個一級指標(biāo);國際協(xié)作共同開發(fā),東道國國內(nèi)政治環(huán)境,東道國地域政治環(huán)境等9個二級指標(biāo);人權(quán)風(fēng)險指標(biāo)、處理申訴指標(biāo)、弱勢群體指標(biāo)、政治權(quán)利指標(biāo)等21個三級指標(biāo)。第三,率先基于ISO26000《社會責(zé)任指南》標(biāo)準(zhǔn)六大主題對中國對外公共投資項(xiàng)目社會責(zé)任風(fēng)險綜合評價定量分析進(jìn)行了探索與嘗試。
[Abstract]:In recent years, the risk events of China's large public investment projects have occurred frequently, causing widespread concern at home and abroad. The risk of China's foreign public investment projects is mainly from the perspective of economic risk and less concerned about the risk of social responsibility. The evaluation of public investment projects is relatively small. According to the ISO26000< social responsibility Guide > the international standards for the study of the social responsibility risk of public investment projects in China, there are few and few research. The social responsibility risk of China's foreign public investment projects is based on the six major factors of ISO26000< social responsibility Guide > international standards. The quantitative analysis of quantitative analysis is almost not. This paper explores and tries the quantitative analysis of the social responsibility risk of Chinese public investment projects in accordance with the ISO26000< social responsibility Guide > standards for human rights, labor practice, environment, fair operation practice, consumer issues, community participation and development. The main contents of this paper are: ISO26000< First, from the three aspects of public investment risk at home and abroad, the theoretical basis of social responsibility risk for foreign public investment projects and the evaluation of social responsibility for foreign public investment projects, this paper reviews and reviews the theory and practice of China's foreign public investment project risk, in order to carry out China's foreign investment The research of social responsibility risk of public investment project lays the foundation. Second, based on the six major topics, design the social responsibility risk questionnaire of public investment projects, to carry out an empirical study on the factors affecting the social responsibility risk of Chinese public investment projects. The main factors are human rights, labor practice, environment and fair operation in the standard of ISO26000< social responsibility. The six major themes of practice, consumer problems, community participation and development around the organizational governance, through the OLS model, the Logit model, and the Probit model three models, based on the questionnaire on the social responsibility risk of 189 Chinese foreign public investment projects, an empirical study on the factors affecting the risk of social responsibility of the public investment items in China. Third, Based on the ISO26000 China external public investment project social responsibility risk assessment research. Based on the results of the empirical research on the impact factors of the social responsibility risk of China's foreign public investment project, the significant or more significant indicators are incorporated into the evaluation index system. Fourth, China's foreign public investment project social responsibility risk double case evaluation and comparative study. Based on the first part of China's foreign public investment item social responsibility risk evaluation index system, based on multi layer The sub fuzzy comprehensive evaluation method, taking the Brazil hydropower station and Kampuchea Gump hydropower station project of the Three Gorges group as an example, validates the scientificity and rationality of the social responsibility risk evaluation index system of China's foreign public investment project. The following main research conclusions are obtained: first, three models of OLS model, Logit model and Probit model are used. A case study is carried out on the project of Brazil hydropower station and Kampuchea Gan re hydropower station by the bidding of the Three Gorges project group of China's foreign public investment project. Based on the multi-level grey fuzzy comprehensive evaluation method, the double case evaluation results verify that the social responsibility risk assessment of the external public investment project in China refers to the risk assessment. The innovation of this article is mainly embodied in the following three aspects: first, it is the first to explore the risk of China's foreign public investment project from the perspective of international social responsibility. The current research is mainly from the perspective of the traditional economic risk. The research on the starting point of the social responsibility risk of the co investment project is based on the study of the social responsibility risk in the whole process of selecting risk, carrying out risk, following risk and so on, based on the ISO26000< social responsibility Guide > standard.
