【摘要】：中小企業(yè)是影響一國(guó)經(jīng)濟(jì)增長(zhǎng)和勞動(dòng)力市場(chǎng)穩(wěn)定的最重要的因素之一,在一國(guó)的經(jīng)濟(jì)和社會(huì)的發(fā)展中都占有舉足輕重的地位。一國(guó)在制定經(jīng)濟(jì)發(fā)展政策和優(yōu)化經(jīng)濟(jì)結(jié)構(gòu)時(shí)應(yīng)充分考慮對(duì)中小企業(yè)的影響,應(yīng)對(duì)資源配置加以引導(dǎo),推動(dòng)金融體系更好地滿足中小企業(yè)的融資需求、激發(fā)中小企業(yè)的活力,進(jìn)而實(shí)現(xiàn)國(guó)民經(jīng)濟(jì)的健康、穩(wěn)定增長(zhǎng)。德國(guó)是世界第四大經(jīng)濟(jì)體,擁有數(shù)量眾多的中小企業(yè),德國(guó)的中小企業(yè)不僅在全球市場(chǎng)上擁有極強(qiáng)的競(jìng)爭(zhēng)力,而且其高效的經(jīng)營(yíng)和充滿活力的創(chuàng)新活動(dòng)促進(jìn)了德國(guó)經(jīng)濟(jì)的持續(xù)健康發(fā)展,德國(guó)金融體系高效的資金供給對(duì)此功不可沒(méi)。德國(guó)實(shí)施了一系列措施推動(dòng)中小企業(yè)融資體系的構(gòu)建,引導(dǎo)資金流向中小企業(yè)。德國(guó)政府對(duì)中小企業(yè)融資的制度安排不僅改善了市場(chǎng)運(yùn)行中的市場(chǎng)失靈問(wèn)題,同時(shí)提高了儲(chǔ)蓄—投資轉(zhuǎn)化過(guò)程中的資源配置效率,真正體現(xiàn)了金融服務(wù)于實(shí)體經(jīng)濟(jì)發(fā)展的本質(zhì)。德國(guó)依靠發(fā)達(dá)的銀行體系,在秉承德國(guó)商業(yè)銀行的長(zhǎng)期穩(wěn)定的資源配置的基礎(chǔ)上,構(gòu)建了以商業(yè)銀行體系為核心,資助銀行、擔(dān)保銀行以及社會(huì)信用信息體系為補(bǔ)充的中小企業(yè)融資供給體系。通過(guò)一系列行之有效的制度安排,德國(guó)充分發(fā)揮了幾個(gè)子體系的差異化作用和互補(bǔ)功能,加強(qiáng)了各子體系內(nèi)部的協(xié)調(diào)整合,完善了資金供給的暢通渠道,提高了德國(guó)中小企業(yè)應(yīng)對(duì)宏觀經(jīng)濟(jì)形勢(shì)的不利變動(dòng)的能力。本文從德國(guó)金融體系的實(shí)際情況角度出發(fā),對(duì)德國(guó)中小企業(yè)融資體系進(jìn)行分析,研究德國(guó)政府在德國(guó)中小企業(yè)融資中發(fā)揮的作用,為一國(guó)如何解決中小企業(yè)融資難題,進(jìn)而促進(jìn)中小企業(yè)健康發(fā)展提供借鑒。
[Abstract]:Small and medium-sized enterprises (SMEs) are one of the most important factors that affect the economic growth and the stability of labor market in a country, and play an important role in the economic and social development of a country. When formulating economic development policies and optimizing the economic structure, a country should take full account of the impact on SMEs, guide the allocation of resources, promote the financial system to better meet the financing needs of SMEs, and stimulate the vitality of SMEs. Then realize the health of national economy, steady growth. Germany is the fourth largest economy in the world, with a large number of small and medium-sized enterprises. German SMEs are not only highly competitive in the global market. Moreover, its efficient operation and vigorous innovation have promoted the sustained and healthy development of the German economy, and the efficient supply of funds in the German financial system has contributed to this. Germany has implemented a series of measures to promote the construction of SME financing system and guide the flow of funds to SMEs. The German government's institutional arrangement for SME financing not only improves the market failure in market operation, but also improves the efficiency of resource allocation in the process of saving-investment transformation, which truly reflects the essence of financial services in the development of real economy. Relying on the developed banking system, Germany, on the basis of the long-term and stable allocation of resources of the German commercial banks, built a commercial banking system as the core to finance the banks. The guarantee bank and the social credit information system are supplemented by the small and medium-sized enterprises financing supply system. Through a series of effective institutional arrangements, Germany has brought into full play the differential and complementary functions of several sub-systems, strengthened the coordination and integration within each sub-system, and improved the smooth channels of capital supply. Improved the German small and medium-sized enterprises to deal with the macroeconomic situation unfavorable change ability. From the point of view of the actual situation of German financial system, this paper analyzes the financing system of small and medium-sized enterprises in Germany, studies the role of German government in the financing of small and medium-sized enterprises in Germany, and how to solve the financing problems of small and medium-sized enterprises in a country. And then promote the healthy development of small and medium-sized enterprises to provide reference.
