吉林省人力資源服務體系建設研究

【摘要】:我國是人力資源大國,但不是人力資源強國,人力資源的優(yōu)勢還遠沒有得到充分發(fā)揮,這直接影響到整個經(jīng)濟社會的健康、協(xié)調(diào)、快速發(fā)展。而人力資源服務正是以促進人力資源充分利用與開發(fā)為目標的服務。加快人力資源服務體系建設,充分發(fā)揮政府的職能作用、市場的促進作用以及社會組織的積極作用,為各類人員發(fā)揮聰明才智、建功立業(yè)提供優(yōu)質(zhì)高效服務,這既是實踐部門需要不斷努力的方向,更是學術(shù)界需要深入研究的課題。人力資源服務體系研究亟需引入系統(tǒng)思維,緊迫的實踐課題需要理論研究加以突破。目前有關(guān)人力資源服務的研究大多從業(yè)態(tài)發(fā)展的角度出發(fā),就事論事,沒有形成系統(tǒng)全面的解決方案。破解實踐難題,加快人力資源強國建設,亟需打破人力資源服務研究的條塊分割,這就需要引入系統(tǒng)思維,加強頂層設計,突出全局意識,提出綜合策略。為此,本文試圖從“體系”這個較為新穎的角度切入,運用新公共管理理論與治理理論,以吉林省為個案,對組成人力資源服務體系的政策法規(guī)體系、組織體系、人才隊伍體系、監(jiān)督體系和技術(shù)體系進行系統(tǒng)研究,力圖找到人力資源服務體系發(fā)展的規(guī)律,提出促進人力資源服務體系健康發(fā)展的對策建議。吉林省在人力資源服務體系建設方面有成就,也有不足,需要運用系統(tǒng)思維綜合施策。新中國成立以來,吉林省人力資源服務體系從無到有、逐步完善,歷經(jīng)出現(xiàn)與探索、形成與壯大、深化改革與繼續(xù)發(fā)展三個主要階段,取得了積極成效,積累了豐富經(jīng)驗。為了取得完整翔實的實證材料,筆者深入到省內(nèi)多個城市、縣鄉(xiāng)、街道和社區(qū)進行實地調(diào)研,通過發(fā)放調(diào)研問卷、訪談、座談等形式,全方位搜集相關(guān)資料。通過理論分析和實證調(diào)研,筆者發(fā)現(xiàn),吉林省人力資源服務體系建設取得了積極成效,政策法規(guī)體系建設得到強化、組織體系建設初步形成、人才隊伍建設初見規(guī)模、監(jiān)管體系建設愈加完善、技術(shù)體系建設更新升級。同時,也存在著一些問題,比如:政策法規(guī)供給不足亟待強化、公共與私營機構(gòu)的發(fā)展失衡、城鄉(xiāng)發(fā)展失衡、人力資源服務的供給與需求失衡、從業(yè)人員素質(zhì)不高、監(jiān)督呈現(xiàn)碎片化、技術(shù)創(chuàng)新與服務需求相脫節(jié),等等。究其根源,經(jīng)濟社會發(fā)展緩慢導致觀念落后,政府尚未擺脫計劃經(jīng)濟思維的束縛,強調(diào)“管理”多了一些,強調(diào)“治理”和服務少了一些;民眾囿于“熟人社會”的行動邏輯,不能很好適應市場經(jīng)濟條件下的人力資源調(diào)整等。在調(diào)研的基礎上,筆者運用實證研究與理論研究相結(jié)合的方法,提出順應時代發(fā)展潮流,推進吉林省人力資源服務體系建設:一要健全人力資源服務體系的政策法規(guī),尤其是要制定體現(xiàn)地域特點的政策措施;二要促進多元主體共同發(fā)展,突出人力資源服務企業(yè)的市場主體作用,鼓勵非營利組織參與提供人力資源服務;三要積極培育、吸納專業(yè)人才;四要搭建全方位監(jiān)督體系,加大政府監(jiān)督強度、發(fā)揮行業(yè)協(xié)會作用、擴大社會監(jiān)督范圍;五要進行技術(shù)創(chuàng)新,更新理念,學習運用新技術(shù)、整合資源打破“信息孤島”、提升創(chuàng)新能力。立足吉林,放眼全國,進一步推進人力資源服務體系建設。人力資源是國家發(fā)展的第一資源,人力資源服務體系作為人力資源開發(fā)與使用的載體和平臺,對經(jīng)濟社會的發(fā)展具有引導作用。雖然在中國地域經(jīng)濟、社會發(fā)展不平衡的客觀條件下,各地的人力資源服務體系建設各有長短,人力資源服務體系的建設很難套用一個或幾個簡單模式,但是吉林省人力資源服務體系建設的發(fā)展歷程表明,人力資源服務體系建設是有規(guī)律可循的,這些規(guī)律對其他省份的人力資源建設是有借鑒意義的。立足吉林,放眼全國,進一步推進人力資源服務體系建設,必須要遵循如下規(guī)律:先進的理論和觀念是人力資源服務體系建設的內(nèi)在動力、政府治理體系和治理能力現(xiàn)代化是人力資源服務體系建設的根本指針、經(jīng)濟結(jié)構(gòu)的調(diào)整是人力資源服務體系建設的發(fā)展基礎。唯有把握規(guī)律,將宏觀總體性視角與微觀可操作標準有機結(jié)合,才能真正促進我國人力資源服務體系的可持續(xù)發(fā)展。
[Abstract]:China is a big country of human resources, but not the power of human resources, human resources advantage is still far from being fully, which directly affect the whole economic and social health, coordination, rapid development. Human resource service is to promote human resources utilization and development for the target service to accelerate the construction of human resources service system. And give full play to the functions of government, market promotion and social organizations play a positive role, ability and cleverness for all types of personnel, make contributions to provide quality and efficient services, this is the practice departments need to continue efforts in the direction of more academic research topic of human resources service system. To study the introduction of system thinking, urgent practice subject to need the theoretical breakthrough. Current research on human resources services are mostly from the perspective of the development of industry, business, No system of comprehensive solutions. To solve the problems in practice, to speed up the building of human resources, research on human resource service to break the compartmentalization, it is necessary to introduce the system of thinking, strengthen top-level design, highlighting the global consciousness, put forward a comprehensive strategy. Therefore, this paper attempts from the perspective of "the more novel angle, using the system" the new public management theory and governance theory, taking Jilin Province as a case, the composition of the human resources service system, policy system, organization system, personnel system, system of supervision system and technical system, trying to find the law of development of human resources service system, puts forward some countermeasures and suggestions to promote the healthy development of the human resources service system in Jilin. Province has achievements in the construction of human resources service system, is also insufficient, need to use the system thinking of comprehensive measures. Since the establishment of Jilin China. Human resources service system has gradually improved, after emergence and exploration, formation and growth, deepening reform and continue to develop three main stages, achieved positive results, accumulated rich experience. In order to obtain complete detailed empirical materials, the author to a city, province, county, streets and communities to conduct field research and through the issuance of the questionnaire, interviews, seminars and other forms of full collection of relevant information. Through theoretical analysis and empirical research, the author found that the construction of human resources service system in Jilin province has achieved positive results, the construction of the system of policies and regulations have been strengthened, the initial formation of the organization system construction, personnel construction initial scale, the construction of supervision system more perfect technical system upgrade. At the same time, there are also some problems, such as: policies and regulations to strengthen the supply shortage, the development of public and private sector The imbalance, the imbalance between urban and rural development, human resources services supply and demand imbalance, the quality of employees is not high, the supervision is fragmented, technological innovation and service demands, and so on. The reason is that slow economic and social development leads to the concept behind the plan, the government has not got rid of shackles of economic thinking, emphasizing the "management". Some emphasis on "governance" and the service less; people confined to action logic of "acquaintance society", can not well adapt to the adjustment of human resources under the condition of market economy. On the basis of investigation, the author uses the method of empirical research and combination of theoretical research, put forward the development trend of the times, to promote the construction of human resource service system in Jilin Province: a human resources service system to improve the policies and regulations, especially to formulate policies and measures to reflect the regional characteristics; two to promote the common development of multi subject, prominent The main role of the market of human resources service enterprises, encourage the non-profit organizations to participate in providing human resources services; three to actively cultivate professional talents; four, to build a comprehensive supervision system, increase government supervision strength, play the role of industry associations, expand social supervision scope; to carry out technological innovation, renew the idea, learning to use new technology the integration of resources, to break the "information island", to improve the ability of innovation. Based in Jilin, looking to the country, to further promote the construction of human resources service system. The human resource is the first resource for national development, human resources service system as the carrier and platform of human resource development and use, has a guiding role to the economic and social development. Although in China the objective conditions of regional economy, unbalanced social development, human resources service system construction around the length of each construction, human resources service system It is difficult to apply one or several simple models, but the development of the construction of human resources service system in Jilin province showed that the construction of human resources service system is to follow the law, the law of other provinces in the construction of human resources is of great significance. Based in Jilin, look nationwide, to further promote the construction of human resources service system. You must follow the following rules: the advanced theory and the concept of intrinsic motivation is the construction of human resources service system, government governance systems and governance capacity modernization is the fundamental guiding principle of the construction of human resources service system, the adjustment of economic structure is the foundation for the development of the construction of human resources service system. Only to grasp the law, the macro perspective and micro the operation standard of organic combination, can really promote the sustainable development of China's human resources service system.
