【摘要】:云南省地處我國(guó)西南邊陲,糧食生產(chǎn)條件復(fù)雜,表現(xiàn)出特殊的資源稟賦情況。云南適宜糧食生產(chǎn)的平壩面積較少,且主要分布在滇中、滇西和滇東地區(qū)。其中,滇中地區(qū)的代表為昆明、楚雄,滇西地區(qū)的代表為大理、保山,滇東地區(qū)為曲靖等,糧食生產(chǎn)效率高,但種植比例較小。滇東北地區(qū)(昭通)、滇西北地區(qū)(麗江、迪慶、怒江)地勢(shì)較高,土地貧瘠,種植的糧食品種少、產(chǎn)量低,糧食生產(chǎn)效率極低。滇東南地區(qū)(玉溪、文山)、滇西地區(qū)(德宏、臨滄)、滇南地區(qū)(普洱、紅河、西雙版納)具有典型的熱帶、亞熱帶氣候特征,雨熱充足,土地肥沃,種植經(jīng)濟(jì)作物效益遠(yuǎn)遠(yuǎn)高于糧食生產(chǎn),使得上述地區(qū)糧食生產(chǎn)面積不斷被經(jīng)濟(jì)作物擠壓;谏鲜龇治,在國(guó)家提出"藏糧于地、藏糧于技"下保證糧食安全,本文認(rèn)為分析云南糧食生產(chǎn)效率具有重要的現(xiàn)實(shí)意義。本文主要內(nèi)容如下:第一,分析云南糧食生產(chǎn)效率,通過數(shù)據(jù)包絡(luò)法的非經(jīng)向SBM模型,測(cè)算出云南省糧食生產(chǎn)效率,并與其它省份糧食生產(chǎn)效率比較。第二,云南省糧食生產(chǎn)全要素生產(chǎn)率指數(shù)分解分析,通過DEA-Malmquist生產(chǎn)率指數(shù)對(duì)云南省糧食生產(chǎn)規(guī)模效率、純技術(shù)效率、技術(shù)效率變化進(jìn)行測(cè)算和分析。第三,云南糧食生產(chǎn)效率空間集聚效應(yīng)分析,通過DEA-Moran' s I指數(shù)分析法,運(yùn)用空間計(jì)量經(jīng)濟(jì)模型,對(duì)云南省各市州糧食生產(chǎn)效率空間收斂、功能劃分分析。第四,云南糧食生產(chǎn)環(huán)境效率分析,通過建立糧食生產(chǎn)環(huán)境DEA窗口模型,對(duì)云南糧食生產(chǎn)環(huán)境效率進(jìn)行測(cè)算和分析。第五,云南糧食生產(chǎn)效率的影響因素分析,通過構(gòu)建影響云南糧食生產(chǎn)效率的Tobit回歸模型,找出云南糧食生產(chǎn)效率的顯著影響因素,從生產(chǎn)要素投入角度找到提高云南糧食生產(chǎn)效率的方法和途徑。通過本文數(shù)據(jù)分析和模型估計(jì),得到的主要結(jié)論如下:第一,2014年云南省糧食生產(chǎn)效率遠(yuǎn)低于全國(guó)大多數(shù)省份,表現(xiàn)出糧食生產(chǎn)的無(wú)效率,在與國(guó)內(nèi)其他糧食生產(chǎn)有效率省份的比較中,云南省應(yīng)該向吉林省借鑒和學(xué)習(xí)有關(guān)糧食生產(chǎn)的經(jīng)驗(yàn)。第二,云南省糧食全要素生產(chǎn)率增長(zhǎng)中,技術(shù)進(jìn)步帶來(lái)的增長(zhǎng)效應(yīng)大于技術(shù)效率帶來(lái)的水平效應(yīng)。云南省糧食生產(chǎn)的先進(jìn)技術(shù)成為提升糧食全要素生產(chǎn)率的主要來(lái)源,說明云南省糧食生產(chǎn)日益重視技術(shù)進(jìn)步,科技成為云南省糧食增產(chǎn)的主要手段和方式,且存在顯著的地區(qū)差異。第三,云南糧食生產(chǎn)效率集群由省會(huì)城市昆明向邊緣空間擴(kuò)散,由漢族地區(qū)向少數(shù)民族地區(qū)擴(kuò)散,在空間上存在顯著的集聚現(xiàn)象。第四,云南省北部糧食生產(chǎn)環(huán)境效率較高,主要分布為高寒高原地區(qū),生產(chǎn)要素如化肥、農(nóng)藥、機(jī)械投入較少,所以非期望產(chǎn)出(碳排放量)較少;而云南省南部糧食生產(chǎn)中環(huán)境效率較低,多數(shù)是熱帶亞熱帶氣候,糧食生產(chǎn)對(duì)化肥、農(nóng)藥需求旺盛,投入的化肥、農(nóng)藥等生產(chǎn)要素較多,使得糧食生產(chǎn)非期望產(chǎn)出(碳排放量)較多。第五,糧食播種面積和糧食生產(chǎn)機(jī)械總動(dòng)力對(duì)云南糧食生產(chǎn)效率具有顯著的負(fù)相關(guān)關(guān)系,糧食生產(chǎn)從業(yè)人數(shù)對(duì)云南糧食生產(chǎn)具有顯著的正相關(guān)關(guān)系,糧食生產(chǎn)化肥施用量對(duì)糧食生產(chǎn)不具有顯著的相關(guān)關(guān)系。最后,根據(jù)研究結(jié)論提出相應(yīng)的政策建議。
[Abstract]:Yunnan province is located in the southwest of China, grain production conditions are complex, showing special resources. The Yunnan area is less suitable Pingba grain production, and is mainly distributed in Yunnan, Western and eastern Yunnan. Among them, on behalf of Yunnan area for Kunming, Chuxiong, on behalf of the western Yunnan area for Dali, Baoshan, Yunnan in Qujing, the grain production efficiency is high, but the planting proportion is smaller. Northeast Yunnan (Zhaotong), Northwest Yunnan (Lijiang, Diqing, Nu River) higher, barren land, planted grain less varieties, low yield, grain production efficiency is very low. The Southeast Yunnan Province (Yuxi, Wenshan), western Yunnan (Dehong, Lincang), southern Yunnan (Puer tea, red river, Xishuangbanna) is a typical tropical, subtropical climate, rain hot enough, fertile land, planting crops benefit is far higher than the grain production, the area of grain production area By economic crops extrusion. Based on the above analysis, the state proposed for grain storage, grain storage technology to "ensure food security, it has important practical significance to analysis of the efficiency of grain production in Yunnan. The main contents of this paper are as follows: first, analysis of the efficiency of grain production in Yunnan, through data envelopment analysis to non SBM model and calculate the efficiency of grain production in Yunnan Province, and compared with other provinces in food production efficiency. Second, total factor productivity index decomposition analysis of production of grain in Yunnan Province, through the DEA-Malmquist productivity index of Yunnan province grain production scale efficiency, pure technical efficiency, technical efficiency change calculation and analysis. Third, analysis of the efficiency of spatial agglomeration of Yunnan grain production the effect of DEA-Moran's, through the I index analysis method, using spatial econometric model, the cities of Yunnan Province, the grain production efficiency of spatial convergence, functional analysis. Fourth, analysis of the environmental efficiency of Yunnan grain production, grain production environment through the establishment of DEA window model, calculating and analyzing the environmental efficiency of grain production in Yunnan. Fifth, analysis of the factors affecting the efficiency of food production in Yunnan, affecting the efficiency of grain production in Yunnan by constructing the Tobit regression model, and find out the factors significantly affecting the efficiency of Yunnan grain production, from production the input factors to find ways to improve the efficiency of grain production in Yunnan. Through the data analysis and model estimation, the main conclusions are as follows: first, in 2014 the Yunnan province grain production efficiency is much lower than most of the provinces in the country, showing no food production efficiency, in comparison with other domestic provinces and the efficiency of grain production in Yunnan to the Jilin province should learn from the experience of grain production. In second, Yunnan province grain total factor productivity growth, The growth effect caused by the technological progress is greater than the level effect. Technical efficiency has become a major source of food to enhance the total factor productivity of advanced technology of grain production in Yunnan Province, shows that grain production in Yunnan province increasing emphasis on technological progress, science and technology has become the main means of grain yield in Yunnan Province, and there are significant regional differences. Third clusters in Yunnan the grain production efficiency from the provincial capital city of Kunming to the edge of space diffusion, diffusion from the Han areas to minority regions, there is a significant agglomeration phenomenon in space. In fourth, the northern part of Yunnan province food environment of high production efficiency, mainly for alpine plateau, factors of production such as chemical fertilizers, pesticides, machinery costs less, so undesirableoutputs (carbon emissions) less; and in southern Yunnan province of grain production in the environment of low efficiency, mostly tropical and subtropical climate, grain production of chemical fertilizer, Pesticide demand, input of chemical fertilizers, pesticides and other factors of production more, the grain production undesirableoutputs (carbon emissions). Fifth more, the total power of grain planting area and grain production machinery has a significant negative correlation between the efficiency of Yunnan grain production, grain production has a significant positive correlation between the number of employees of food in Yunnan the amount of chemical fertilizer production, food production is not significant correlation between the grain production. Finally, put forward the corresponding policy recommendations according to the conclusion of the study.
