【摘要】:功能完善的農(nóng)地市場(chǎng)在調(diào)節(jié)土地資源配置,提高土地利用效率和社會(huì)福利水平等方面具有積極意義,但受制于城鄉(xiāng)二元土地制度與產(chǎn)權(quán)關(guān)系模糊性,實(shí)現(xiàn)農(nóng)地城市流轉(zhuǎn)和非農(nóng)化的市場(chǎng)調(diào)節(jié)任重而道遠(yuǎn)。為更好地發(fā)揮市場(chǎng)配置土地資源的作用,就有必要對(duì)農(nóng)地非農(nóng)化與土地市場(chǎng)化間的邏輯關(guān)系和影響作用展開研究。論文基于近年來我國(guó)城鎮(zhèn)化加速推進(jìn)的背景,在城鎮(zhèn)化對(duì)于農(nóng)地非農(nóng)化強(qiáng)烈需求的形勢(shì)下,從農(nóng)地非農(nóng)化與土地市場(chǎng)化的關(guān)系入手,探索兩者間的作用機(jī)制,著重分析土地市場(chǎng)化對(duì)于農(nóng)地非農(nóng)化的影響途徑,為農(nóng)地非農(nóng)化的市場(chǎng)調(diào)控方式提供了思路和依據(jù)。本文首先構(gòu)建了農(nóng)地非農(nóng)化行為和農(nóng)地非農(nóng)化市場(chǎng)調(diào)控的經(jīng)濟(jì)學(xué)理論模型,認(rèn)為農(nóng)地非農(nóng)化進(jìn)程中的市場(chǎng)調(diào)節(jié)一方面體現(xiàn)在土地出讓價(jià)格和利益分配,另一方面是對(duì)于土地交易的數(shù)量調(diào)控。以理論模型為基礎(chǔ),結(jié)合農(nóng)地非農(nóng)化與土地市場(chǎng)化的政策演變與改革進(jìn)程,我國(guó)農(nóng)地非農(nóng)化進(jìn)程體現(xiàn)了強(qiáng)制性制度變遷與誘導(dǎo)性制度變遷的結(jié)合,并帶有市場(chǎng)邏輯。這種市場(chǎng)邏輯從政策突破、基層實(shí)踐、利益主體博弈行為以及土地隱形市場(chǎng)發(fā)育等方面均得到體現(xiàn)。為證實(shí)農(nóng)地非農(nóng)化和土地市場(chǎng)化間的關(guān)系,通過國(guó)有土地出讓的招拍掛比重加權(quán)測(cè)度了土地市場(chǎng)化水平,采用向量自回歸(VAR)模型對(duì)于全國(guó)層面的關(guān)系進(jìn)行分析,得出兩者間關(guān)系以土地市場(chǎng)化對(duì)于農(nóng)地非農(nóng)化水平的作用為主,并且存在時(shí)滯作用。進(jìn)一步結(jié)合城鎮(zhèn)化和農(nóng)地非農(nóng)化進(jìn)程,通過面板數(shù)據(jù)的雙向固定效應(yīng)模型與脈沖分析,得出對(duì)于拉動(dòng)擴(kuò)張型(PE)、穩(wěn)定擴(kuò)張型(SE)和后發(fā)擴(kuò)張型(LE)三類地區(qū),土地市場(chǎng)化對(duì)于農(nóng)地非農(nóng)化的長(zhǎng)期影響表現(xiàn)為降低或者制約作用。為深入發(fā)掘土地市場(chǎng)化對(duì)于農(nóng)地非農(nóng)化的影響,引入收斂性分析方法,得出農(nóng)地非農(nóng)化在全國(guó)和分地區(qū)層面均存在條件收斂,并且土地市場(chǎng)化水平加速了非農(nóng)化的收斂趨勢(shì)。采用門檻效應(yīng)模型,考察土地市場(chǎng)化在不同出讓價(jià)格變化區(qū)間的影響程度。結(jié)果表明全國(guó)和三類地區(qū)都存在三個(gè)門檻值,土地市場(chǎng)化對(duì)于農(nóng)地非農(nóng)化的影響是分不同價(jià)格區(qū)間變化的。但無論是全國(guó)還是地區(qū)內(nèi)部,在城鎮(zhèn)化進(jìn)程中隨著市場(chǎng)出讓價(jià)格的提高,土地市場(chǎng)的逐步健全和完善,都產(chǎn)生了對(duì)于農(nóng)地非農(nóng)化水平的抑制作用。但由于不同地區(qū)的價(jià)格區(qū)間并不相同,會(huì)出現(xiàn)“高價(jià)位陷阱”的現(xiàn)象,即在市場(chǎng)化相對(duì)完善的地區(qū),處于門檻值以下存在較高的價(jià)格區(qū)間,在該出讓價(jià)格區(qū)間下土地市場(chǎng)化對(duì)于農(nóng)地非農(nóng)化產(chǎn)生促進(jìn)作用,甚至導(dǎo)致農(nóng)地的過度非農(nóng)化,這是土地市場(chǎng)化水平較高地區(qū)在城鎮(zhèn)化進(jìn)程中應(yīng)避免的。以天津市作為案例,通過分析農(nóng)地非農(nóng)化和出讓價(jià)格的時(shí)間序列和脈沖關(guān)系,證實(shí)了全國(guó)層面門檻效應(yīng)模型的正確性,進(jìn)一步驗(yàn)證了“高價(jià)位陷阱”的觀點(diǎn)。未來土地制度改革方向應(yīng)盡可能彌補(bǔ)目前土地市場(chǎng)機(jī)制的缺失,在農(nóng)地非農(nóng)化進(jìn)程中通過探索農(nóng)地入市、產(chǎn)權(quán)抵押、提高補(bǔ)償?shù)确绞桨l(fā)揮市場(chǎng)作用,在資源配置真實(shí)價(jià)格的指導(dǎo)下,有效控制和約束農(nóng)地非農(nóng)化水平,使其回歸至合理區(qū)間,不斷優(yōu)化土地制度績(jī)效和釋放制度潛力。本文研究結(jié)論為農(nóng)地制度設(shè)計(jì)提供了有啟示意義的參考,并從農(nóng)地非農(nóng)化控制與土地市場(chǎng)化體系構(gòu)建兩方面提出政策建議,有助于創(chuàng)新政府主導(dǎo)下的土地市場(chǎng)化改革思路。
