【摘要】：隨著市場(chǎng)經(jīng)濟(jì)的快速發(fā)展,礦業(yè)權(quán)價(jià)款評(píng)估業(yè)務(wù)數(shù)量不斷增長(zhǎng),我國(guó)現(xiàn)行的礦業(yè)權(quán)價(jià)款評(píng)估管理制度因操作細(xì)則不夠完善,給本溪市的礦業(yè)權(quán)價(jià)款評(píng)估管理工作帶來(lái)了一些值得關(guān)注的問(wèn)題。開展本文研究的目的就是為了能夠及時(shí)解決這些問(wèn)題,即滿足本溪市礦業(yè)權(quán)價(jià)款評(píng)估管理的實(shí)際需要,又響應(yīng)國(guó)家審計(jì)署2015年對(duì)遼寧省礦產(chǎn)資源專項(xiàng)審計(jì)時(shí)提出的“需進(jìn)一步加強(qiáng)礦業(yè)權(quán)價(jià)款評(píng)估管理”的建議。本文首先對(duì)礦業(yè)權(quán)價(jià)款評(píng)估發(fā)展歷史沿革進(jìn)行分析,同時(shí)梳理了本溪市礦產(chǎn)資源的特點(diǎn)和礦業(yè)權(quán)價(jià)款評(píng)估管理過(guò)程中每個(gè)時(shí)間節(jié)點(diǎn)的管理情況及主要做法,作為查找本溪市礦業(yè)權(quán)價(jià)款評(píng)估管理問(wèn)題的基礎(chǔ)。其次,從本溪市礦業(yè)權(quán)價(jià)款評(píng)估管理組織實(shí)施過(guò)程開始查找存在的問(wèn)題。再次,通過(guò)發(fā)放問(wèn)卷的形式,對(duì)本溪市礦業(yè)權(quán)價(jià)款評(píng)估管理情況進(jìn)行了進(jìn)一步了解,用文獻(xiàn)研究法、調(diào)查研究法和統(tǒng)計(jì)分析法分析問(wèn)題和原因。最后,對(duì)如何擇優(yōu)選擇礦業(yè)權(quán)價(jià)款評(píng)估機(jī)構(gòu)、礦業(yè)權(quán)價(jià)款評(píng)估報(bào)告驗(yàn)收和價(jià)款收繳等環(huán)節(jié)開展研究,結(jié)合該單位的實(shí)際,提出了改進(jìn)本溪市國(guó)土資源局礦業(yè)權(quán)價(jià)款評(píng)估管理的對(duì)策:一是加強(qiáng)理論學(xué)習(xí),提高對(duì)礦業(yè)權(quán)價(jià)款的認(rèn)識(shí);二是提出了完善適合本溪市礦業(yè)權(quán)價(jià)款評(píng)估管理的對(duì)策。三是提出進(jìn)一步規(guī)范本溪市礦業(yè)權(quán)價(jià)款評(píng)估管理事項(xiàng)的操作建議。
[Abstract]:With the rapid development of market economy, the number of mining right price evaluation business is increasing, the current mining right price evaluation management system in China is not perfect because of the operating rules. It brings some problems to Benxi mine price evaluation and management. The purpose of this study is to solve these problems in time, that is, to meet the actual needs of the evaluation and management of mining right price in Benxi. It also responds to the suggestion made by the State Audit Office in 2015 on the special audit of mineral resources in Liaoning Province that "further strengthening the evaluation and management of mining right price". This paper firstly analyzes the history and evolution of mining right price evaluation, and at the same time combs the characteristics of mineral resources in Benxi city and the management situation and main methods of each time node in the process of mining right price evaluation and management. As a basis for finding out the price of mining rights in Benxi City. Secondly, from Benxi mining right price evaluation management organization implementation process to find out the existing problems. Thirdly, through the form of questionnaire, the paper makes a further understanding of the evaluation and management of mining right price in Benxi city, and analyzes the problems and reasons by literature research, investigation and statistical analysis. Finally, how to select the best mining right price evaluation organization, mining right price evaluation report acceptance and price collection and other links to carry out research, combined with the actual situation of the unit, The paper puts forward the countermeasures to improve the evaluation and management of mining right price in Benxi Land and Resources Bureau: first, to strengthen the theoretical study and raise the understanding of the mining right price; second, to put forward the countermeasures to perfect the evaluation and management of the mining right price in Benxi City. The third is to further standardize Benxi mining right price evaluation management items.
