俄羅斯城市可持續(xù)發(fā)展及其對中國城市的啟示研究

城市可持續(xù)發(fā)展是我們地球繁榮未來的一個重要方面。根據(jù)2005年聯(lián)合國世界峰會的成果,可持續(xù)發(fā)展的概念包含三個基本要素:社會、經(jīng)濟和環(huán)境。社會經(jīng)濟發(fā)展問題是國家政策的核心。從方法和途徑到解決（具體）問題的方案取決于國家的繁榮和國民的經(jīng)濟生活水平。面對嚴峻的全球競爭,城市居住模式的管理以及尋求組織和管理人力、國土和生產(chǎn)資源的最佳解決方案是社會經(jīng)濟發(fā)展的途徑之一。目前國家最高一級的國土開發(fā)規(guī)劃和管理流程的演變正在進行,并與其他各級政府的規(guī)劃系統(tǒng)進行協(xié)調(diào)。根據(jù)在2017年5月8日至12日舉行的聯(lián)合國人類住區(qū)規(guī)劃署理事會第二十六屆會議的報告,這是在城市（市政）層面提高國家政策執(zhí)行效率和改善城市環(huán)境質(zhì)量的關(guān)鍵要求之一。國家政策發(fā)展的另一個重要要求是將傳統(tǒng)經(jīng)濟轉(zhuǎn)變?yōu)橹R經(jīng)濟,并帶領(lǐng)該國走向世界技術(shù)領(lǐng)先,這是最可持續(xù)的經(jīng)濟發(fā)展方式。建立國家的創(chuàng)新基礎(chǔ)設(shè)施是實現(xiàn)這些任務(wù)的必要條件之一。在此背景下,對世界上最大的兩個國家（俄羅斯和中國）的城市發(fā)展經(jīng)驗的研究正在成為城市規(guī)劃、設(shè)計和建筑廣闊領(lǐng)域?qū)＜业膶氋F知識來源。本文的研究目標是明確俄羅斯和中國社會經(jīng)濟政策的優(yōu)先事項并對其在國土和城市規(guī)劃層面的實施機制進行比...
