【摘要】：贛江作為江西的母親河,幾乎流經(jīng)江西全境,其流域生態(tài)保護(hù)對江西經(jīng)濟(jì)社會可持續(xù)發(fā)展和中部崛起戰(zhàn)略的實(shí)現(xiàn)起到關(guān)鍵性作用。完善贛江流域生態(tài)補(bǔ)償機(jī)制不僅是貫徹生態(tài)文明建設(shè)理念和落實(shí)科學(xué)發(fā)展觀要求的重要舉措,也是保護(hù)贛江流域生態(tài)環(huán)境和建設(shè)江西省生態(tài)文明先行示范區(qū)的具體要求,同時(shí)對提升人民群眾的生活水平與幸福感,維護(hù)社會公平公正與和諧穩(wěn)定起到積極的推動與促進(jìn)作用。因此,在生態(tài)文明背景下,以贛江流域作為案例進(jìn)行研究,具有非常重要的經(jīng)濟(jì)與社會價(jià)值,并且具有重要的政治意義。本文以理論依據(jù)為切入點(diǎn),結(jié)合生態(tài)文明發(fā)展理念,對生態(tài)補(bǔ)償?shù)幕靖拍钆c流域生態(tài)補(bǔ)償機(jī)制的常規(guī)性問題進(jìn)行系統(tǒng)介紹,從贛江流域?qū)嶋H情況出發(fā),分析贛江流域現(xiàn)行生態(tài)補(bǔ)償機(jī)制存在問題及成因,研究完善贛江流域生態(tài)補(bǔ)償機(jī)制的現(xiàn)實(shí)背景和基礎(chǔ),總結(jié)國內(nèi)外典型流域生態(tài)補(bǔ)償機(jī)制的經(jīng)驗(yàn),以機(jī)制運(yùn)行高效合理為目標(biāo),從明確基本原則、加強(qiáng)法制保障、確立科學(xué)合理的標(biāo)準(zhǔn)、完善管理機(jī)構(gòu)及運(yùn)行機(jī)制、優(yōu)化財(cái)稅政策及資金保障與使用方式、構(gòu)建多方監(jiān)督機(jī)制和構(gòu)建政府--社會相結(jié)合的生態(tài)補(bǔ)償模式等方面提出全方位針對性的完善建議。以期為贛江流域生態(tài)補(bǔ)償機(jī)制完善提供理論參考和實(shí)踐方向。
[Abstract]:As the mother river of Jiangxi, Ganjiang River almost flows through the whole territory of Jiangxi Province. Its ecological protection plays a key role in the sustainable development of Jiangxi economy and society and the realization of the strategy of rising up in the central part of Jiangxi Province. Perfecting the ecological compensation mechanism of Ganjiang River basin is not only an important measure to carry out the concept of ecological civilization construction and the requirement of scientific development view, but also a concrete requirement to protect the ecological environment of Ganjiang River basin and to build a demonstration area of ecological civilization in Jiangxi Province. At the same time, it plays a positive role in promoting the people's living standard and happiness, maintaining social fairness, justice and harmony and stability. Therefore, under the background of ecological civilization, taking Ganjiang River Basin as a case study has very important economic and social value, and has important political significance. Based on the theoretical basis and the concept of ecological civilization development, this paper systematically introduces the basic concept of ecological compensation and the conventional problem of ecological compensation mechanism in the basin, starting from the actual situation of Ganjiang River Basin. This paper analyzes the existing problems and causes of the current ecological compensation mechanism in the Ganjiang River Basin, studies the realistic background and foundation of perfecting the ecological compensation mechanism of the Ganjiang River Basin, summarizes the experience of the typical watershed ecological compensation mechanism at home and abroad, and aims at the efficient and reasonable operation of the mechanism. In order to clarify the basic principles, strengthen the legal system, establish scientific and reasonable standards, perfect the management and operation mechanism, optimize the fiscal and taxation policies, and guarantee and use the funds, Some suggestions are put forward in this paper, such as constructing the multi-party supervision mechanism and constructing the ecological compensation model of the combination of government and society. In order to provide theoretical reference and practical direction for the improvement of ecological compensation mechanism in Ganjiang River Basin.
