【摘要】：2015年4月16日,國(guó)務(wù)院針對(duì)當(dāng)前水污染日益嚴(yán)重的現(xiàn)實(shí),計(jì)劃以“水十條”為基本標(biāo)準(zhǔn),明確提出鼓勵(lì)社會(huì)資本加入到污水治理的工作中,以推動(dòng)污水治理工作的進(jìn)一步優(yōu)化。而在新的發(fā)展時(shí)期,利用PPP模式進(jìn)行污水處理工作,與現(xiàn)有市場(chǎng)經(jīng)濟(jì)體制發(fā)展?fàn)顩r和政府工作要求,能夠保證不斷提升污水處理公司的項(xiàng)目運(yùn)營(yíng)能力,強(qiáng)化企業(yè)的社會(huì)責(zé)任感,以便幫助企業(yè)樹(shù)立更好的社會(huì)形象,提升企業(yè)綜合競(jìng)爭(zhēng)實(shí)力,更為社會(huì)創(chuàng)造更多財(cái)富。本文利用PPP模式的相關(guān)理論,從CUE公司污水處理項(xiàng)目的研究出發(fā),結(jié)合該公司的市場(chǎng)能力,公司在參與PPP模式的污水處理工作中的項(xiàng)目實(shí)施能力,公司對(duì)于該項(xiàng)目的投資能力以及風(fēng)險(xiǎn)管理能力,確定項(xiàng)目實(shí)施的可行性及項(xiàng)目實(shí)施可能產(chǎn)生的影響。本文第一章主要介紹文章的背景,研究PPP模式下CUE公司污水處理項(xiàng)目建設(shè)的意義以及污水處理項(xiàng)目建設(shè)過(guò)程中PPP模式的應(yīng)用現(xiàn)狀。第二章則從PPP模式的研究出發(fā),通過(guò)對(duì)PPP模式的定義、基本特點(diǎn)、現(xiàn)有發(fā)展分類(lèi)、架構(gòu)模式、運(yùn)營(yíng)模式以及項(xiàng)目運(yùn)作可行性研究的相關(guān)理論等的分析,確定PPP模式的基本內(nèi)涵具體的應(yīng)用方式等。第三章到第五章則分別從CUE公司PPP模式下污水處理項(xiàng)目的市場(chǎng)可行性、實(shí)施可行性以及經(jīng)濟(jì)評(píng)價(jià)等角度入手,綜合CUE公司市場(chǎng)發(fā)展需求和發(fā)展戰(zhàn)略、項(xiàng)目競(jìng)爭(zhēng)能力、項(xiàng)目經(jīng)營(yíng)能力、現(xiàn)有技術(shù)能力、人力資源狀況以及投資能力和財(cái)務(wù)盈利能力等,確定該公司現(xiàn)有水平是否能夠支撐PPP模式下污水處理項(xiàng)目的建設(shè)和運(yùn)營(yíng)。第六章以PPP模式污水處理項(xiàng)目的風(fēng)險(xiǎn)識(shí)別和風(fēng)險(xiǎn)應(yīng)對(duì)策略入手,確定該公司建設(shè)和運(yùn)營(yíng)PPP模式下污水處理項(xiàng)目可能面臨的風(fēng)險(xiǎn)以及面對(duì)風(fēng)險(xiǎn)需要采取的各項(xiàng)措施,以期為公司項(xiàng)目運(yùn)營(yíng)提供更加全面可行的建議。
[Abstract]:On April 16, 2015, the State Council, in view of the fact that water pollution is becoming increasingly serious, plans to take "ten articles of water" as the basic standard, and clearly propose to encourage social capital to join in the work of sewage treatment, in order to promote the further optimization of sewage treatment work. In the new development period, the use of the PPP model for sewage treatment, with the existing market economic system development and government work requirements, can ensure that the sewage treatment company's project operation capacity is constantly enhanced, and strengthen the social responsibility of the enterprise. In order to help enterprises to establish a better social image, enhance the comprehensive competitiveness of enterprises, more social wealth. In this paper, based on the research of the sewage treatment project of CUE Company and the market capability of the company, the project implementation ability of the company participating in the sewage treatment of the PPP mode is studied by using the relevant theory of PPP mode. The company's ability to invest in the project and risk management ability to determine the feasibility of project implementation and the impact of project implementation. The first chapter of this paper mainly introduces the background of the article, studies the significance of CUE sewage treatment project construction under the PPP mode and the application status of PPP mode in the process of sewage treatment project construction. The second chapter is based on the study of PPP model, through the definition of PPP mode, basic characteristics, existing development classification, architecture model, operation model and project feasibility study related theory analysis, etc. Determine the basic connotation of the PPP model and specific application methods. The third to fifth chapters start with the market feasibility, implementation feasibility and economic evaluation of the sewage treatment project under the PPP mode of CUE Company, synthesizing the market development demand and development strategy of CUE Company, and the competitive ability of the project. In order to determine whether the company's current level can support the construction and operation of sewage treatment projects under the PPP model, the project management capability, existing technical capability, human resource status, investment capacity and financial profitability are determined. The sixth chapter starts with the risk identification and risk response strategy of PPP sewage treatment project, and determines the possible risks and measures to be taken by the company in the construction and operation of the sewage treatment project under PPP mode. In order to provide more comprehensive and feasible suggestions for the company project operation.
