【摘要】：改革開放以來,我國經(jīng)濟(jì)、社會發(fā)展成果顯著,城市化進(jìn)場不斷加快,居民生活水平不斷提高,生活垃圾產(chǎn)生量也不斷增加,垃圾圍城的困擾日漸突出。生活垃圾處置不當(dāng)會對土壤、大氣和地下水造成污染,浪費(fèi)資源,直接影響城市生態(tài)、社會和經(jīng)濟(jì)等的可持續(xù)發(fā)展。實(shí)施生活垃圾分類治理,有效減少生活垃圾產(chǎn)生量,實(shí)現(xiàn)可回收生活垃圾的資源化回收利用,促進(jìn)生活垃圾的無害化處置是當(dāng)前城市發(fā)展的當(dāng)務(wù)之急。武漢市東西湖區(qū)的生活垃圾分類治理試點(diǎn)工作剛剛起步,結(jié)合東西湖區(qū)生活垃圾分類治理的現(xiàn)實(shí)情況,找出東西湖區(qū)生活垃圾分類治理中存在的問題及原因,研究出相應(yīng)的對策,是目前武漢市東西湖區(qū)城市管理者需要認(rèn)真思考和解決的問題。本論文通過閱讀大量文獻(xiàn)、對比分析法和調(diào)查研究法等研究方法,客觀分析了武漢市東西湖區(qū)生活垃圾分類治理現(xiàn)狀、存在問題及原因,在研究國內(nèi)外生活垃圾分類治理的現(xiàn)狀、總結(jié)國內(nèi)外生活垃圾分類治理的經(jīng)驗(yàn)的基礎(chǔ)上,運(yùn)用公共物品理論、外部效應(yīng)理論、新公共管理理論和循環(huán)經(jīng)濟(jì)理論等相關(guān)理論,力圖提出有針對性、可操作的具體對策,推進(jìn)武漢市東西湖區(qū)生活垃圾分類治理工作的進(jìn)一步發(fā)展。
[Abstract]:Since the reform and opening up, China's economic and social development has achieved remarkable results, urbanization has been accelerating, the living standards of residents have been continuously improved, the amount of domestic garbage production has also been increasing, and the problem of garbage siege has become increasingly prominent. Improper disposal of domestic waste will pollute soil, atmosphere and groundwater, waste resources and directly affect the sustainable development of urban ecology, society and economy. It is urgent for the city to carry out classified treatment of domestic waste, reduce the amount of domestic waste production, realize the recycling and utilization of recyclable domestic waste, and promote the harmless disposal of domestic waste. The pilot work of classified treatment of domestic waste in Dongxi Lake District of Wuhan City has just started. According to the actual situation of classified treatment of domestic waste in Dongxi Lake District, the problems and reasons in classified treatment of domestic refuse in Dongxi Lake District are found out. To study the corresponding countermeasures is the problem that the city managers of Dongxi Lake District of Wuhan need to seriously consider and solve. Through reading a large number of documents, comparative analysis and investigation and research methods, this paper objectively analyzes the current situation, problems and causes of classified treatment of domestic waste in Dongxi Lake District, Wuhan City. On the basis of studying the current situation of domestic and foreign classified treatment of domestic and international domestic and foreign garbage classified treatment experience, using the public goods theory, external effect theory, new public management theory and circular economy theory and other related theories. This paper tries to put forward specific countermeasures to promote the further development of classified treatment of domestic waste in Dongxi Lake District of Wuhan City.
