長江經(jīng)濟(jì)帶霧霾污染的省域異質(zhì)性與空間溢出效應(yīng)研究

【摘要】:“依托黃金水道,建設(shè)長江經(jīng)濟(jì)帶”在2014年《政府工作報(bào)告》中明確指出,標(biāo)志著建設(shè)長江經(jīng)濟(jì)帶上升為國家戰(zhàn)略。十八屆五中全會(huì)中,“創(chuàng)新、協(xié)調(diào)、綠色、開放、共享”五大發(fā)展理念的提出,明確指出了長江經(jīng)濟(jì)帶發(fā)展方向。然而,日益嚴(yán)重的霧霾污染對(duì)這一區(qū)域的生態(tài)安全、公共健康、國際形象等方面形成重要挑戰(zhàn),隨著長江經(jīng)濟(jì)帶霧霾污染態(tài)勢(shì)日益嚴(yán)峻,如何突破霧霾污染所形成的發(fā)展瓶頸,成為全社會(huì)高度關(guān)注和普遍憂慮的問題。霧霾污染問題的出現(xiàn)也絕非是個(gè)別區(qū)域造成,而是出于成片集中的聚集效應(yīng),這也說明了霧霾污染問題具有很強(qiáng)的空間依賴性。那么,這種空間依賴性多大程度影響著霧霾污染?是否存在著某個(gè)經(jīng)濟(jì)拐點(diǎn),當(dāng)跨越了該點(diǎn)之后霧霾污染呈現(xiàn)出顯著性突變?為此,著力研究長江經(jīng)濟(jì)帶霧霾污染的省域異質(zhì)性與空間溢出效應(yīng),在霧霾污染治理目標(biāo)下研究長江經(jīng)濟(jì)帶綠色經(jīng)濟(jì)增長的路徑和對(duì)策,這對(duì)緩解和治理長江經(jīng)濟(jì)帶霧霾污染,優(yōu)化產(chǎn)業(yè)結(jié)構(gòu)和空間布局具有決策參考價(jià)值,對(duì)長江經(jīng)濟(jì)帶踐行創(chuàng)新、協(xié)調(diào)、綠色、開放、共享的發(fā)展理念具有示范意義。本文以長江經(jīng)濟(jì)帶霧霾污染的異質(zhì)性和空間溢出效應(yīng)為研究目標(biāo),結(jié)合2000-2012年長江經(jīng)濟(jì)帶省際面板數(shù)據(jù),一方面從空間相關(guān)性出發(fā),結(jié)合經(jīng)濟(jì)對(duì)環(huán)境的“倒U型”假說理論,建立空間杜賓模型,探討經(jīng)濟(jì)增長對(duì)長江經(jīng)濟(jì)帶霧霾污染的空間溢出效應(yīng),驗(yàn)證倒U型假說的是否成立;另一方面從異質(zhì)性角度出發(fā),建立面板門檻回歸模型,討論在不同門檻變量影響下,經(jīng)濟(jì)增長與霧霾污染之間的非線性關(guān)系,分析研究長江經(jīng)濟(jì)帶不同省市霧霾污染的經(jīng)濟(jì)拐點(diǎn)。研究結(jié)果表明,一方面長江經(jīng)濟(jì)帶霧霾污染省域間存在顯著的空間溢出效應(yīng),經(jīng)濟(jì)增長對(duì)霧霾污染亦存在顯著的空間溢出效應(yīng);另一方面在不同影響因素的作用下,人均GDP對(duì)長江經(jīng)濟(jì)帶霧霾的污染均具有顯著的單門檻特征,且當(dāng)人均GDP和工業(yè)增加值作為門檻變量時(shí),經(jīng)濟(jì)增長在門檻變量跨越門檻值后對(duì)環(huán)境負(fù)效應(yīng)有所放緩,當(dāng)在不同人口聚集和對(duì)外開放程度下,經(jīng)濟(jì)增長對(duì)霧霾污染程度出現(xiàn)明顯的加劇。最后,立足于長江經(jīng)濟(jì)帶發(fā)展的現(xiàn)實(shí)條件,提出長江經(jīng)濟(jì)帶霧霾治理與綠色經(jīng)濟(jì)增長的方向和出路,從而為政府決策提供參考。
[Abstract]:"relying on the golden waterway, building the Yangtze River Economic Belt" clearly pointed out in the 2014 "Government work report", marked the construction of the Yangtze River Economic Belt as a national strategy. In the Fifth Plenary session of the 18th CPC Central Committee, the five development concepts of "innovation, coordination, green, opening and sharing" were put forward, and the development direction of the Yangtze economic belt was clearly pointed out. However, the increasingly serious haze pollution poses an important challenge to the ecological security, public health and international image of the region. With the increasingly serious situation of haze pollution in the Yangtze River Economic Zone, how to break through the development bottleneck caused by haze pollution. It has become a problem of great concern and general concern for the whole society. The problem of haze pollution is not caused by individual regions, but by the concentrated aggregation effect, which indicates that the haze pollution problem has a strong spatial dependence. So to what extent does this spatial dependency affect haze pollution? Is there an economic inflection point across which haze pollution mutates significantly? Therefore, this paper studies the provincial heterogeneity and spatial spillover effect of haze pollution in the Yangtze Economic Belt, and studies the path and countermeasures of green economic growth in the Yangtze Economic Belt under the goal of haze pollution control, which can alleviate and control the haze pollution in the Yangtze Economic Belt. The optimization of industrial structure and spatial layout is of reference value for decision making, which is of great significance to the practice of innovation, coordination, green, openness and sharing in the Yangtze economic belt. This paper aims at the heterogeneity and spatial spillover effect of haze pollution in the Yangtze economic belt, combining with the inter-provincial panel data of the Yangtze economic belt from 2000 to 2012, on the one hand, starting from the spatial correlation, combining with the theory of "inverted U-shaped" hypothesis of economy to the environment. The spatial Doberman model is established to explore the spatial spillover effect of economic growth on haze pollution in the Yangtze economic belt, and to verify the validity of the inverted U type hypothesis. On the other hand, from the perspective of heterogeneity, a panel threshold regression model is established. The nonlinear relationship between economic growth and haze pollution under the influence of different threshold variables is discussed. The economic inflection points of haze pollution in different provinces and cities of the Yangtze River economic belt are analyzed and studied. The results show that, on the one hand, there are significant spatial spillover effects among haze pollution provinces in the Yangtze economic belt, and there are also significant spatial spillover effects on haze pollution caused by economic growth; on the other hand, under the influence of different factors, Per capita GDP has significant single threshold characteristics for haze pollution in the Yangtze economic belt, and when per capita GDP and industrial added value are taken as threshold variables, the negative effects of economic growth on the environment after threshold variables cross the threshold are slowed down. Under the condition of different population concentration and opening to the outside world, the degree of haze pollution caused by economic growth increased obviously. Finally, based on the realistic conditions of the development of the Yangtze River Economic Belt, this paper puts forward the direction and the way out of the haze governance and the green economic growth in the Yangtze Economic Belt, thus providing a reference for the government to make decisions.
