【摘要】：隨著我國(guó)城鎮(zhèn)化建設(shè)進(jìn)程的加快,對(duì)污水處理類(lèi)基礎(chǔ)設(shè)施的需求也急劇增加,利用PPP模式進(jìn)行污水處理項(xiàng)目建設(shè),以緩解政府財(cái)政壓力,逐漸受到政府部門(mén)和社會(huì)各界的重視。在此模式下,價(jià)格機(jī)制作為能夠集中反映企業(yè)、政府和消費(fèi)者行為的信號(hào)燈,同時(shí)也是市場(chǎng)機(jī)制的核心,其重要程度顯而易見(jiàn)。但目前國(guó)內(nèi)在此領(lǐng)域研究尚且不夠成熟,缺乏統(tǒng)一規(guī)范的科學(xué)定價(jià)機(jī)制。鑒于此種狀況,重點(diǎn)對(duì)PPP模式下污水處理定價(jià)問(wèn)題進(jìn)行研究,旨在構(gòu)建一個(gè)科學(xué)合理的定價(jià)模型,來(lái)彌補(bǔ)我國(guó)該領(lǐng)域PPP模式定價(jià)機(jī)制理論的不足,促進(jìn)我國(guó)污水處理事業(yè)的現(xiàn)代化發(fā)展。在對(duì)PPP模式的定義及內(nèi)涵、PPP項(xiàng)目運(yùn)作方式、PPP項(xiàng)目定價(jià)機(jī)制與傳統(tǒng)模式區(qū)別等相關(guān)理論進(jìn)行分析的基礎(chǔ)上。首先從PPP模式下污水處理定價(jià)機(jī)制中的利益相關(guān)者角度出發(fā),分別遴選出有代表性的、對(duì)其定價(jià)產(chǎn)生直接影響的幾個(gè)重要因素進(jìn)行分析。然后,在對(duì)完全成本、邊際成本法、二部定價(jià)法分析比較的基礎(chǔ)上,取長(zhǎng)補(bǔ)短,考慮項(xiàng)目全生命周期成本,構(gòu)建PPP模式下污水處理項(xiàng)目定價(jià)模型。結(jié)合影響因素分析,對(duì)定價(jià)基礎(chǔ)模型進(jìn)行價(jià)格調(diào)整,使得價(jià)格的制定更加科學(xué)和合理,保障PPP模式下污水處理定價(jià)機(jī)制的穩(wěn)定運(yùn)作。之后通過(guò)實(shí)證研究進(jìn)行定價(jià)模型的驗(yàn)證,從而印證了定價(jià)模型的合理性和準(zhǔn)確性,也為我國(guó)其他PPP模式基礎(chǔ)設(shè)施類(lèi)項(xiàng)目定價(jià)提供一定的借鑒作用。最后,構(gòu)建項(xiàng)目定價(jià)保障機(jī)制,來(lái)為其順利實(shí)施保駕護(hù)航,保障實(shí)現(xiàn)社會(huì)效益的最大化。
[Abstract]:With the acceleration of urbanization construction in China, the demand for sewage treatment infrastructure has increased sharply. The PPP model is used to build sewage treatment projects to ease the financial pressure of the government, and gradually attracted the attention of government departments and all sectors of society. In this mode, the price mechanism is the signal light which can reflect the behavior of enterprises, government and consumers, and it is the core of market mechanism, and its importance is obvious. However, the domestic research in this field is still not mature, lack of unified and standardized scientific pricing mechanism. In view of this situation, this paper focuses on the study of sewage treatment pricing in PPP mode, in order to construct a scientific and reasonable pricing model to make up for the deficiency of the pricing mechanism theory of PPP mode in this field of our country. To promote the modernization of sewage treatment in China. On the basis of analyzing the definition and connotation of PPP model and the difference between the pricing mechanism and the traditional model, the paper analyzes the operation mode of PPP project. Firstly, from the point of view of the stakeholders in the sewage treatment pricing mechanism in PPP mode, several important factors which have a direct impact on the pricing of sewage treatment are selected and analyzed respectively. Then, on the basis of the analysis and comparison of complete cost, marginal cost method and two-part pricing method, taking into account the whole life cycle cost of the project, the pricing model of sewage treatment project under PPP mode is constructed. Based on the analysis of the influencing factors, the pricing base model is adjusted to make the pricing more scientific and reasonable, so as to ensure the stable operation of the sewage treatment pricing mechanism under the PPP mode. Then through the empirical research to verify the pricing model, which confirms the rationality and accuracy of the pricing model, and also provides some reference for other PPP infrastructure projects pricing in China. Finally, the project pricing guarantee mechanism is constructed to guarantee the smooth implementation of the escort, to ensure the maximization of social benefits.
