新電改環(huán)境下節(jié)能減排協(xié)同規(guī)制研究

【摘要】:電力產(chǎn)業(yè)是我國推進節(jié)能減排工作的重點行業(yè)。近年來我國陸續(xù)出臺了一系列政策以促進燃煤火電節(jié)能減排、可再生能源發(fā)展和激勵用戶側(cè)節(jié)能。碳交易交易市場經(jīng)過三年試點,全國市場計劃明年啟動。這一系列政策措施取得了顯著的成效,但是也存在不少問題。2015年新一輪電力體制改革開始,售電側(cè)開放,引入競爭機制。隨著電力市場化改革的推進,節(jié)能減排政策運行環(huán)境復(fù)雜性、不確定性加劇?稍偕茉窗l(fā)電、碳減排政策及能效激勵政策與電力市場之間存在著怎樣的相互作用?如何加強不同節(jié)能減排政策間的協(xié)同,避免政策間的沖突,通過政策協(xié)同達到1+12的效果成為迫切需要解決的問題。本文在對國內(nèi)外政策協(xié)同研究現(xiàn)狀進行梳理與總結(jié)的基礎(chǔ)上,研究了電力產(chǎn)業(yè)節(jié)能減排政策協(xié)同問題。首先,本文對典型的節(jié)能減排政策進行了概述,分析了政策的特點及影響因素。分析了我國電力產(chǎn)業(yè)節(jié)能減排政策現(xiàn)狀和存在的問題,進而提出運用政策協(xié)同來促進節(jié)能減排。然后,構(gòu)建了一個微觀經(jīng)濟模型,分析節(jié)能減排政策組合間的相互作用及其對政策目標的影響。研究發(fā)現(xiàn),碳減排、可再生能源和能源效率三大類激勵政策間存在著一定的交互作用。政策工具間的相互作用對某些政策目標的作用效果方向相同,起到共同促進的作用;但對某些政策目標的作用方向相反,可能會發(fā)生互相消解的情況。根據(jù)分析結(jié)果,本文給出了節(jié)能減排政策協(xié)同與政策沖突的定義。接著,構(gòu)建了一個節(jié)能減排政策協(xié)同評價模型,對不同的節(jié)能減排政策組合進行了評價,選擇出最優(yōu)的節(jié)能減排政策組合。最后,將現(xiàn)實政策組合與節(jié)能減排政策協(xié)同評價的研究結(jié)果做了對比分析,對我國節(jié)能減排政策提出了相關(guān)的建議,并提出了節(jié)能減排政策協(xié)同未來進一步的研究方向。
[Abstract]:Power industry is the key industry to promote energy saving and emission reduction in China. In recent years, China has introduced a series of policies to promote energy saving and emission reduction of coal-fired thermal power, the development of renewable energy and the stimulation of energy saving on the user side. Carbon trading market after three years of pilot, the national market plans to start next year. This series of policies and measures have achieved remarkable results, but there are still many problems. In 2015, the new round of electric power system reform began, the power sale side opened up, and the competition mechanism was introduced. With the development of electric power market reform, the environment of energy saving and emission reduction policy is complicated and the uncertainty intensifies. What is the interaction between renewable energy generation, carbon emission reduction policies and energy efficiency incentives and the electricity market? How to strengthen the synergy between different policies of energy conservation and emission reduction, avoid the conflict between policies, and achieve the effect of policy synergy to 1 12 becomes an urgent problem to be solved. On the basis of combing and summarizing the current situation of domestic and foreign policy coordination, this paper studies the policy coordination of energy saving and emission reduction in electric power industry. Firstly, this paper summarizes the typical policies of energy saving and emission reduction, and analyzes the characteristics and influencing factors of the policies. This paper analyzes the present situation and existing problems of energy saving and emission reduction policies in China's electric power industry, and then puts forward the application of policy coordination to promote energy saving and emission reduction. Then, a microeconomic model is constructed to analyze the interaction between energy conservation and emission reduction policy portfolio and its impact on policy objectives. It is found that there is some interaction among the three types of incentive policies: carbon emission reduction, renewable energy and energy efficiency. The interaction between policy instruments has the same effect on some policy objectives and plays a common role in promoting them, but in the opposite direction to some policy objectives, it may result in mutual deconstruction. According to the analysis results, this paper gives the definition of policy coordination and policy conflict. Then, a cooperative evaluation model of energy saving and emission reduction policies is constructed, and the optimal combination of energy saving and emission reduction policies is selected. Finally, the research results of the combination of practical policies and the evaluation of energy-saving and emission reduction policies are compared and analyzed, and the relevant suggestions on energy-saving and emission reduction policies in China are put forward, and the further research direction of energy-saving and emission reduction policies coordination in the future is put forward.
