【摘要】：改革開(kāi)放以來(lái)我國(guó)實(shí)現(xiàn)了工業(yè)化和城鎮(zhèn)化的快速發(fā)展,但是也隨之帶來(lái)了廢氣、廢水、固體廢棄物等污染廢棄物的排放,給環(huán)境帶來(lái)了較大的污染,阻礙了資源環(huán)境與社會(huì)經(jīng)濟(jì)之間的協(xié)調(diào)發(fā)展,而京津冀地區(qū)是我國(guó)環(huán)境問(wèn)題突出的區(qū)域,加之京津冀一體化協(xié)同發(fā)展和設(shè)立雄安新區(qū)這兩個(gè)國(guó)家戰(zhàn)略的實(shí)施,為京津冀地區(qū)的發(fā)展帶來(lái)了良好的機(jī)遇。但是,京津冀地區(qū)目前也面臨著環(huán)境污染和工業(yè)發(fā)展亟需轉(zhuǎn)型等問(wèn)題,因此,有必要對(duì)京津冀地區(qū)的工業(yè)用地效率進(jìn)行研究,以期為解決現(xiàn)實(shí)問(wèn)題提供一定的理論依據(jù)。本文首先通過(guò)運(yùn)用方向性環(huán)境距離函數(shù)對(duì)京津冀地區(qū)2004年到2013年的工業(yè)用地環(huán)境技術(shù)效率值進(jìn)行了測(cè)算,并且借助于ArcGIS制圖軟件,從時(shí)間和空間上對(duì)京津冀地區(qū)13個(gè)城市的工業(yè)用地效率進(jìn)行了分析。最后,運(yùn)用Tobit計(jì)量模型,對(duì)京津冀地區(qū)的工業(yè)用地效率影響因素進(jìn)行了計(jì)量分析。本文通過(guò)研究分析得出以下結(jié)論:(1)從京津冀地區(qū)整體工業(yè)用地效率均值來(lái)看,京津冀工業(yè)用地效率呈現(xiàn)“上升—下降—上升”的變化趨勢(shì);(2)從京津冀工業(yè)用地效率時(shí)間差異上來(lái)看,2004—2013年北京市和天津市工業(yè)用地效率值均為1,歷年年份都處于環(huán)境產(chǎn)出前沿,而河北省的11個(gè)城市中只有少數(shù)幾個(gè)城市在少數(shù)年份處于環(huán)境產(chǎn)出前沿;(3)從京津冀工業(yè)用地效率空間差異上來(lái)看,2004-2013年北京和天津工業(yè)用地效率均處于高效區(qū),而河北省只有少數(shù)幾個(gè)城市在不同的年份處于工業(yè)用地效率高效區(qū);(4)京津冀地區(qū)工業(yè)用地生產(chǎn)率增長(zhǎng)的主要?jiǎng)恿κ羌夹g(shù)進(jìn)步,而技術(shù)效率對(duì)生產(chǎn)率增長(zhǎng)的促進(jìn)作用微乎其微,甚至?xí)萍s生產(chǎn)率的提高;(5)通過(guò)運(yùn)用Tobit模型對(duì)京津冀工業(yè)用地效率的影響因素進(jìn)行分析后發(fā)現(xiàn),工業(yè)用地利用強(qiáng)度、企業(yè)規(guī)模、工業(yè)行業(yè)對(duì)外開(kāi)放程度和土地市場(chǎng)化水平對(duì)工業(yè)用地效率的變化有顯著性的影響。
[Abstract]:Since the reform and opening up, China has realized the rapid development of industrialization and urbanization, but it has also brought with it the discharge of polluting wastes such as waste gas, waste water, solid waste and so on, which has brought great pollution to the environment. It hinders the coordinated development of resources, environment and social economy, and the Beijing-Tianjin-Hebei region is a region with outstanding environmental problems in our country. In addition, the Beijing-Tianjin-Hebei integration and coordinated development and the establishment of the Xiong'an New area are two national strategies. It has brought good opportunities for the development of Beijing, Tianjin and Hebei. However, the Beijing-Tianjin-Hebei region is also facing some problems such as environmental pollution and the urgent need of industrial development. Therefore, it is necessary to study the efficiency of industrial land in Beijing-Tianjin-Hebei region, in order to provide some theoretical basis for solving the practical problems. In this paper, the environmental technical efficiency of industrial land in Beijing-Tianjin-Hebei region from 2004 to 2013 is calculated by using directional environmental distance function, and the mapping software ArcGIS is used. The efficiency of industrial land use in 13 cities in Beijing, Tianjin and Hebei was analyzed in terms of time and space. Finally, Tobit econometric model is used to analyze the influencing factors of industrial land use efficiency in Beijing-Tianjin-Hebei area. The conclusions are as follows: (1) according to the average efficiency of industrial land in Beijing-Tianjin-Hebei region, The efficiency of industrial land use in Beijing-Tianjin-Hebei shows a trend of "rising, falling and rising". (2) from the time difference of industrial land use efficiency between Beijing, Tianjin and Tianjin, the efficiency of industrial land use in Beijing, Tianjin and Tianjin is 1 in 2004-2013. At the forefront of environmental output, However, only a few of the 11 cities in Hebei Province are in the leading edge of environmental output in a few years. (3) from the spatial differences of industrial land use efficiency between Beijing, Tianjin and Beijing, the efficiency of industrial land use in Beijing and Tianjin is in the high efficiency area from 2004 to 2013. However, only a few cities in Hebei Province are in the efficient zone of industrial land use in different years. (4) the main motive force of industrial land productivity growth in Beijing-Tianjin-Hebei region is technological progress, but the promotion effect of technical efficiency on productivity growth is very little. (5) by using Tobit model to analyze the influencing factors of industrial land use efficiency in Beijing, Tianjin and Hebei, it is found that the intensity of industrial land use, the scale of enterprises, and so on. The degree of industrial opening to the outside world and the level of land marketization have a significant effect on the change of industrial land efficiency.
