【摘要】：面對(duì)日趨嚴(yán)峻的環(huán)境問(wèn)題,以信息技術(shù)發(fā)展為契機(jī),積極探索運(yùn)用網(wǎng)絡(luò)技術(shù)、通訊技術(shù)等,持續(xù)推進(jìn)環(huán)境信息化建設(shè)與應(yīng)用已成為現(xiàn)階段環(huán)境保護(hù)工作的必然要求。借助信息理論與技術(shù),環(huán)保部門(mén)不斷地推進(jìn)環(huán)境信息化建設(shè)工作,以期改變傳統(tǒng)的監(jiān)管方式,進(jìn)一步提高環(huán)境監(jiān)管水平。本文正是從基層環(huán)保部門(mén)實(shí)際監(jiān)管工作中存在的巨大壓力出發(fā),探討環(huán)境信息化建設(shè)對(duì)基層環(huán)保部門(mén)工作開(kāi)展的益處。論文以安溪縣環(huán)境信息化建設(shè)為研究對(duì)象,對(duì)安溪縣環(huán)境信息化建設(shè)情況進(jìn)行全面調(diào)查,客觀分析以縣環(huán)保局為主體的環(huán)境信息化建設(shè)取得的成效,并運(yùn)用電子政務(wù)、數(shù)字治理和環(huán)境信息系統(tǒng)等理論,分析得出安溪縣環(huán)境信息化建設(shè)存在的管理體制和方式落后、部門(mén)信息不共享、基礎(chǔ)設(shè)施建設(shè)不完善、信息安全保障措施滯后等問(wèn)題,探討存在問(wèn)題的深層次原因是缺乏有效的監(jiān)督考核、職能部門(mén)條塊分割、資金投入不足、缺乏信息安全意識(shí)等,并借鑒發(fā)達(dá)國(guó)家的先進(jìn)經(jīng)驗(yàn)及國(guó)內(nèi)發(fā)達(dá)地區(qū)的創(chuàng)新經(jīng)驗(yàn),提出進(jìn)一步健全完善安溪縣環(huán)境信息化建設(shè)的對(duì)策建議,著重強(qiáng)調(diào)應(yīng)采取完善環(huán)境信息化建設(shè)制度、構(gòu)建信息資源共享機(jī)制、加大資金投入及人才建設(shè)、構(gòu)建多重信息安全保障措施等方式推進(jìn)安溪縣環(huán)境信息化建設(shè)工作。
[Abstract]:In the face of increasingly severe environmental problems, taking the development of information technology as a turning point, actively exploring the use of network technology and communication technology, and continuously promoting the construction and application of environmental information, it has become an inevitable requirement of environmental protection work at this stage. With the help of information theory and technology, environmental protection departments continue to promote the construction of environmental information, in order to change the traditional mode of supervision and further improve the level of environmental supervision. This paper discusses the benefits of the construction of environmental information to the work of environmental protection departments at the grass-roots level, starting from the enormous pressure existing in the actual supervision work of the environmental protection departments at the grass-roots level. This paper takes Anxi county environmental information construction as the research object, carries on the comprehensive investigation to the Anxi county environment information construction situation, objectively analyzes the effect of the environmental information construction with the county environmental protection bureau as the main body, and uses the electronic government affairs. Based on the theory of digital governance and environmental information system, it is concluded that the management system and mode of environmental information construction in Anxi County are backward, the information of departments is not shared, the construction of infrastructure is not perfect, and the information security measures are lagging behind. The deep reasons for the problems are the lack of effective supervision and examination, the division of functional departments, the insufficient investment of funds, the lack of awareness of information security, and the reference to the advanced experience of developed countries and the innovative experience of developed regions in China. The paper puts forward the countermeasures and suggestions to perfect the construction of environmental information in Anxi county, and emphasizes that the system of environmental information construction should be improved, the information resource sharing mechanism should be constructed, and the investment of funds and the construction of talents should be increased. Construction of multiple information security measures and other ways to promote the construction of environmental information in Anxi County.
