【摘要】：中國(guó)對(duì)國(guó)家重點(diǎn)生態(tài)功能區(qū)實(shí)施生態(tài)補(bǔ)償財(cái)政轉(zhuǎn)移支付制度已近十年。通過(guò)對(duì)國(guó)家重點(diǎn)生態(tài)功能區(qū)生態(tài)保護(hù)成本與效益的定量分析,結(jié)合國(guó)家重點(diǎn)生態(tài)功能區(qū)生態(tài)補(bǔ)償財(cái)政轉(zhuǎn)移支付額度的考察,以生態(tài)補(bǔ)償標(biāo)準(zhǔn)的理論分析為基礎(chǔ),揭示了國(guó)家重點(diǎn)生態(tài)功能區(qū)生態(tài)補(bǔ)償標(biāo)準(zhǔn)的合理區(qū)間,并提出其選擇依據(jù),為國(guó)家重點(diǎn)生態(tài)功能區(qū)生態(tài)補(bǔ)償?shù)呢?cái)政轉(zhuǎn)移支付制度改革和完善中國(guó)生態(tài)補(bǔ)償機(jī)制提供理論支持。
[Abstract]:China has been implementing the fiscal transfer payment system for ecological compensation in key ecological functional areas for nearly 10 years. Through the quantitative analysis of the cost and benefit of ecological protection in the national key ecological function areas, combined with the investigation of the amount of the fiscal transfer payment for ecological compensation in the national key ecological functional areas, the theoretical analysis of the ecological compensation standard is taken as the basis. This paper reveals the reasonable range of the ecological compensation standard in the national key ecological functional areas, and puts forward the basis of its selection, which provides theoretical support for the reform of the fiscal transfer payment system of the ecological compensation in the national key ecological functional areas and the improvement of the ecological compensation mechanism in China.
