【摘要】:維持與保護(hù)生態(tài)系統(tǒng)服務(wù)功能是實(shí)現(xiàn)可持續(xù)發(fā)展的基礎(chǔ),定量評(píng)價(jià)生態(tài)系統(tǒng)服務(wù)功能的經(jīng)濟(jì)價(jià)值已成為當(dāng)前生態(tài)學(xué)領(lǐng)域研究的前沿課題。濕地作為地球上最重要的自然生境和最具生產(chǎn)力的生態(tài)系統(tǒng)之一,能提供重要的生態(tài)功能和服務(wù),與人類的生存、繁衍和發(fā)展息息相關(guān)。定量分析其經(jīng)濟(jì)價(jià)值,有助于自然資本開(kāi)發(fā)和利用的合理決策,有利于人類進(jìn)步。由于濕地生態(tài)系統(tǒng)服務(wù)具有多面性,其經(jīng)濟(jì)評(píng)價(jià)具有多價(jià)值性,從而導(dǎo)致個(gè)人偏好的多樣性。因此,把握公眾的生態(tài)偏好和支付意愿是十分必要的,有助于了解對(duì)于濕地保護(hù)責(zé)任分配的社會(huì)觀點(diǎn),改善福利衡量,體現(xiàn)社會(huì)公平和生態(tài)可持續(xù)性,使社會(huì)決策機(jī)制在各種競(jìng)爭(zhēng)需求之間進(jìn)行科學(xué)合理的分配。當(dāng)前對(duì)濕地生態(tài)系統(tǒng)服務(wù)價(jià)值的研究大多僅局限于評(píng)價(jià)某一給定場(chǎng)所的經(jīng)濟(jì)價(jià)值,而未能揭示公眾對(duì)其偏好的異質(zhì)性。本文應(yīng)用選擇實(shí)驗(yàn)這一假想市場(chǎng)評(píng)估方法,以三江平原濕地為研究對(duì)象,結(jié)合千年生態(tài)系統(tǒng)評(píng)估中劃分的支持服務(wù)、調(diào)節(jié)服務(wù)、供給服務(wù)和文化服務(wù)四大濕地生態(tài)系統(tǒng)服務(wù)功能組,選取反映生態(tài)系統(tǒng)服務(wù)中供給服務(wù)功能的濕地面積指標(biāo);反映調(diào)節(jié)服務(wù)功能的水源涵養(yǎng)指標(biāo);反映支持服務(wù)功能的生物多樣性指標(biāo);以及主要反映為文化服務(wù)功能的自然景觀指標(biāo)等4項(xiàng)濕地生態(tài)系統(tǒng)服務(wù)功能,運(yùn)用隨機(jī)參數(shù)Logit模型對(duì)其進(jìn)行貨幣化評(píng)價(jià),定量評(píng)估濕地生態(tài)保護(hù)中不同生態(tài)系統(tǒng)服務(wù)的支付意愿,以及維持和改善濕地生態(tài)系統(tǒng)服務(wù)的補(bǔ)償剩余價(jià)值,并結(jié)合潛在分類模型證實(shí)并解釋公眾對(duì)濕地生態(tài)系統(tǒng)服務(wù)的偏好異質(zhì)性。研究結(jié)果表明,三江平原濕地生態(tài)系統(tǒng)服務(wù)的價(jià)值從高到低依次為:水源涵養(yǎng)、濕地面積、自然景觀、生物多樣性。對(duì)于維持當(dāng)前濕地生態(tài)系統(tǒng)服務(wù)的總價(jià)值為14.61億元/年,改善價(jià)值為98.58億元/年。此外,公眾對(duì)三江平原濕地的生態(tài)系統(tǒng)服務(wù)具有顯著的偏好異質(zhì)性。潛在分類模型中受訪者可分為資源偏好型、景觀偏好型和價(jià)格敏感型等3個(gè)潛在類別,不同類型的群體對(duì)濕地生態(tài)系統(tǒng)服務(wù)存在不同偏好。其中,資源偏好型的受訪者所占比例最大(68.88%),顯著高于景觀偏好型(15.70%)和價(jià)格敏感型(15.42%)的受訪者。分析各潛在類別可知,公眾的社會(huì)經(jīng)濟(jì)特征和態(tài)度屬性對(duì)其偏好異質(zhì)性具有顯著影響。女性和更高學(xué)歷的受訪者更偏好于資源保護(hù),高收入和到景區(qū)旅游次數(shù)多的受訪者更偏好于景觀保護(hù),而教育水平及收入水平越低的受訪者更傾向于選擇價(jià)格較低的濕地管理方案。研究有助于濕地可持續(xù)管理政策的優(yōu)化設(shè)計(jì),為相關(guān)環(huán)境政策的制定提供理論依據(jù)。
[Abstract]:Maintenance and protection of ecosystem service function is the basis of sustainable development. Quantitative evaluation of the economic value of ecosystem service function has become a frontier topic in the field of ecology. Wetland, as the most important natural habitat and one of the most productive ecosystems on the earth, can provide important ecological functions and services, which is closely related to the survival, reproduction and development of human beings. The quantitative analysis of its economic value is helpful to the rational decision of the exploitation and utilization of natural capital and to the progress of mankind. Because wetland ecosystem service is multi-faceted, its economic evaluation has multi-value, which leads to the diversity of individual preference. Therefore, it is essential to grasp the ecological preference and willingness of the public to pay, to understand the social perspective on the distribution of responsibilities for wetland protection, to improve the measurement of welfare, and to reflect social equity and ecological sustainability. Make the social decision-making mechanism scientific and reasonable distribution among all kinds of competition demand. At present, most of the researches on the service value of wetland ecosystem are limited to evaluating the economic value of a given site, but fail to reveal the heterogeneity of public preference. In this paper, a hypothetical market assessment method, selection experiment, is used to study the wetland in Sanjiang Plain, combining with the support services divided in the Millennium ecosystem Assessment to regulate the services. Four wetland ecosystem service function groups of supply service and culture service were selected to select the wetland area index which reflected the supply and service function of ecosystem service, the water conservation index to reflect the regulation service function. The biodiversity index of supporting service function and the natural landscape index which mainly reflected the function of cultural service were used to evaluate the wetland ecosystem service function by using logit model of random parameter. To assess quantitatively the willingness to pay for different ecosystem services in wetland ecological protection and to maintain and improve the compensatory residual value of wetland ecosystem services, The heterogeneity of public preference for wetland ecosystem services is confirmed and explained by the potential classification model. The results showed that the value of wetland ecosystem service in Sanjiang Plain was: water conservation, wetland area, natural landscape and biodiversity. The total value of current wetland ecosystem services is 1.461 billion yuan per year and the value of improvement is 9.858 billion yuan per year. In addition, the public has significant preference for ecosystem services in Sanjiang Plain wetland. In the potential classification model, the interviewees can be divided into three potential categories: resource preference type, landscape preference type and price-sensitive type. Different types of population have different preferences for wetland ecosystem services. The proportion of respondents with resource preference type was 68.88, significantly higher than that of landscape preference type 15.70) and price sensitive type 15.42%. By analyzing the potential categories, we can see that the social and economic characteristics and attitude attributes of the public have significant influence on their preference heterogeneity. Women and those with higher education preferred conservation of resources, while those with high incomes and more frequent trips to scenic spots preferred landscape conservation. The lower the education level and the lower the income level, the lower the price of wetland management. The study is helpful to the optimal design of wetland sustainable management policies and provides theoretical basis for the formulation of relevant environmental policies.
