【摘要】：隨著海洋資源開發(fā)力能力的不斷提升和沿海地區(qū)城市化進程的推進,我國海洋生態(tài)安全問題日益凸顯。在我國推進國家治理體系和治理能力現(xiàn)代化的大背景下,通過對我國海洋生態(tài)安全治理現(xiàn)代化理論依據(jù)、路徑選擇和我國海洋生態(tài)安全面臨困境的分析,主張通過變革海洋治理體制機制、健全海洋法律法規(guī)體系、構(gòu)建多元主體參與機制、創(chuàng)立海洋治理重大制度、創(chuàng)設(shè)國際海洋治理話語平臺等路徑實現(xiàn)中國海洋生態(tài)安全治理現(xiàn)代化。
[Abstract]:With the development of marine resources and the development of urbanization in coastal areas, the problem of marine ecological security is becoming more and more important in China. Under the background of promoting the modernization of national governance system and governance ability in China, this paper analyzes the theoretical basis, path selection and the predicament of marine ecological security in China. We should reform the system of ocean governance, perfect the system of marine laws and regulations, construct the mechanism of multiple subjects' participation, and create a major system of ocean governance. The establishment of international ocean governance discourse platform and other ways to realize the modernization of China's marine ecological security governance.
