【摘要】：農(nóng)村環(huán)境整治是改善農(nóng)村居民居住環(huán)境的重要舉措,是社會(huì)主義新農(nóng)村建設(shè)的重要組成部分,同時(shí)也是新農(nóng)村建設(shè)的外在體現(xiàn)。隨著農(nóng)村居民收入水平的提高和生活質(zhì)量要求的提高,對(duì)生態(tài)環(huán)境、人文環(huán)境和基礎(chǔ)設(shè)施建設(shè)的要求越來(lái)越強(qiáng)烈。自2003年,浙江省實(shí)施“八八戰(zhàn)略”以來(lái),開(kāi)展“千村示范、萬(wàn)村整治”活動(dòng),從農(nóng)村居民最關(guān)心的村莊環(huán)境臟、亂、差問(wèn)題入手,揭開(kāi)了浙江省農(nóng)村環(huán)境整治的序幕。2010年,寧波市被環(huán)保部列為全國(guó)農(nóng)村環(huán)境綜合整治目標(biāo)責(zé)任制考核試點(diǎn)城市,并于2011年底滿分通過(guò)環(huán)保部考核驗(yàn)收,2012年以來(lái)實(shí)施農(nóng)村環(huán)境整治提升工程。2015年,寧�？h提出“強(qiáng)農(nóng)業(yè)、富農(nóng)民、美農(nóng)村”目標(biāo),以“清水治污”為主線,全面展開(kāi)農(nóng)村環(huán)境整治提升工程。農(nóng)村環(huán)境整治提升工作實(shí)施成效如何?還存在什么問(wèn)題?應(yīng)如何更好地實(shí)施?圍繞上述問(wèn)題,本文在充分掌握寧�？h農(nóng)村環(huán)境整治提升工程開(kāi)展情況的基礎(chǔ)上,對(duì)茶院鄉(xiāng)農(nóng)村環(huán)境整治提升工程進(jìn)行深入剖析,對(duì)農(nóng)村環(huán)境污染原因以及解決對(duì)策進(jìn)行科學(xué)的分析。基于文獻(xiàn)閱讀、實(shí)地考察等多來(lái)源數(shù)據(jù),研究農(nóng)村環(huán)境整治中的工作難點(diǎn)并提出相應(yīng)的對(duì)策和建議,對(duì)提升農(nóng)村整體環(huán)境、保障農(nóng)民生活健康水平、提高農(nóng)民收入,尤其有利于社會(huì)主義新農(nóng)村的建設(shè)的研究具有重要的現(xiàn)實(shí)意義。通過(guò)探討寧�？h農(nóng)村環(huán)境整治提升工程存在以下問(wèn)題:工程實(shí)施不到位,工作進(jìn)度不一;工程的宣傳力度不夠,村民思想認(rèn)識(shí)不到位;工程的措施辦法不夠有效;工程所需資金不足;工程的技術(shù)條件較落后。針對(duì)存在的問(wèn)題提出相應(yīng)的對(duì)策:建立監(jiān)督機(jī)制,加強(qiáng)對(duì)相關(guān)部門(mén)人員的培訓(xùn);強(qiáng)化農(nóng)村環(huán)境整治提升工程的宣傳力度,提高相關(guān)部門(mén)和村民的思想意識(shí);建立責(zé)任機(jī)制,加強(qiáng)組織領(lǐng)導(dǎo);建立健全的農(nóng)村環(huán)境整治長(zhǎng)效機(jī)制;加大對(duì)提升工程資金和技術(shù)設(shè)備的投入,促進(jìn)提升工程的有效實(shí)施。
[Abstract]:The improvement of rural environment is an important measure to improve the living environment of rural residents, an important part of the construction of new socialist countryside, and an external embodiment of the construction of new countryside. With the improvement of rural residents' income level and the improvement of quality of life, the demands on ecological environment, humanistic environment and infrastructure construction are becoming stronger and stronger. Since the implementation of the "8 August Strategy" in Zhejiang Province in 2003, the activities of "thousands of villages demonstration, ten thousand village renovation" have been carried out, starting with the dirty, chaotic and poor rural environment that the rural residents are most concerned about, thus opening up the prelude to the rural environmental improvement in Zhejiang Province in 2010. Ningbo has been listed by the Ministry of Environmental Protection as a pilot city for the assessment of the responsibility system for comprehensive environmental improvement in rural areas nationwide, and passed the Ministry of Environmental Protection assessment and acceptance at the end of 2011. The project has been implemented since 2012. In 2015, Ninghai County put forward "strong agriculture," Rich farmers, American rural "goal," with "clean water pollution" as the main line, the overall development of rural environmental improvement and upgrading project. How effective are the rural environmental improvement and upgrading work? What's the problem? How can it be better implemented? On the basis of fully mastering the situation of rural environmental improvement and upgrading project in Ninghai County, this paper makes a thorough analysis of the rural environmental improvement and upgrading project in Tea Yuan Township. The causes of rural environmental pollution and countermeasures are analyzed scientifically. Based on the multi-source data such as literature reading and field investigation, this paper studies the difficulties of rural environmental improvement and puts forward corresponding countermeasures and suggestions, which can improve the overall rural environment, ensure the farmers' living and health level, and raise the peasants' income. Especially in favor of the construction of new socialist countryside research has important practical significance. This paper discusses the following problems in the rural environmental improvement and upgrading project in Ninghai County: the implementation of the project is not in place and the work progress is different; the propaganda of the project is not enough, the villagers' ideological understanding is not in place, the measures and measures of the project are not effective enough; The project needs insufficient funds; the technical conditions of the project are relatively backward. In view of the existing problems, the corresponding countermeasures are put forward: establishing supervision mechanism, strengthening the training of personnel of relevant departments; strengthening the propaganda of rural environmental improvement and upgrading projects, raising the ideological awareness of relevant departments and villagers; establishing responsibility mechanism, Strengthen the organization and leadership; establish a sound long-term mechanism for rural environmental improvement; increase investment in project funds and technical equipment to promote the effective implementation of upgrading projects.
