【摘要】：濕地作為重要的生態(tài)系統(tǒng),對于調(diào)節(jié)氣候、補給地下水、凈化水質(zhì)、清除和轉(zhuǎn)化毒物和雜質(zhì)有重要作用。濕地的社會效益隨著人們的物質(zhì)生活水平的提高逐漸增加,濕地生態(tài)資源的整合對經(jīng)濟發(fā)展起著重要的作用。黨的十八大將生態(tài)文明建設(shè)寫入黨章,十八屆五中全會的召開生態(tài)文明建設(shè)首次被列入國家五年規(guī)劃發(fā)展綱要。濕地生態(tài)建設(shè)問題也逐步受到重視,2016年全國林業(yè)局長會議強調(diào)濕地生態(tài)保護工作將是以后工作中的重點。大慶市濕地生態(tài)建設(shè)是其經(jīng)濟發(fā)展的一部分,為大慶市經(jīng)濟轉(zhuǎn)型、打造生態(tài)文明城市提供資源優(yōu)勢。論文通過對政府治理中濕地生態(tài)建設(shè)的作用,指出大慶市政府濕地生態(tài)建設(shè)中的問題和不足,解決政府治理中存在的問題。同時,大慶市不僅存在大量的濕地也有著豐富的石油資源,而濕地油田是大慶市濕地生態(tài)建設(shè)的特殊性,除大慶濕地外,全國分布著大量的油田濕地,能為其他政府治理濕地生態(tài)建設(shè)問題提供參考意見。對于濕地生態(tài)建設(shè)問題的研究問題多從生物學角度及法律角度出發(fā),研究政府治理對濕地生態(tài)建設(shè)的作用則較少,論文主要分析政府治理在大慶市政府濕地生態(tài)建設(shè)中的治理作用,通過對大慶市現(xiàn)存濕地進行具體分析,研究了影響大慶市政府濕地生態(tài)建設(shè)的重要影響因素。包括濕地流域管理權(quán)屬不明確;政府濕地生態(tài)建設(shè)經(jīng)濟職能薄弱;石油開采使?jié)竦厣鷳B(tài)承載力下降;缺少相應(yīng)科研力量等。并在具體分析問題的基礎(chǔ)上,借鑒了國內(nèi)外政府相關(guān)濕地生態(tài)建設(shè)治理經(jīng)驗,提出了相對的措施建議。主要包括建立健全濕地生態(tài)建設(shè)法律政策體系;強化政府治理濕地生態(tài)職能建設(shè)意識;嚴格控制資源開發(fā);加大科研力量投入等措施。論文通過對國內(nèi)濕地生態(tài)建設(shè)治理措施進行借鑒,為大慶市政府濕地生態(tài)建設(shè)提供參考,并使?jié)竦厣鷳B(tài)資源能夠在生態(tài)價值和經(jīng)濟價值上得到優(yōu)化配置,促進區(qū)域經(jīng)濟和生態(tài)系統(tǒng)協(xié)調(diào)發(fā)展。
[Abstract]:Wetland, as an important ecosystem, plays an important role in regulating climate, recharging groundwater, purifying water quality, removing and transforming poison and impurities. The social benefit of wetland increases with the improvement of people's material living standard. The integration of wetland ecological resources plays an important role in economic development. The 18th National Congress of the Party has written the construction of ecological civilization into the Constitution of the Party, and the convening of the Fifth Plenary session of the 18th CPC Central Committee has for the first time been included in the outline of the five-year plan and development of the state. Wetland ecological construction has been paid more and more attention. In 2016, the National Conference of Forestry Directors stressed that wetland ecological protection will be the focus of future work. The ecological construction of Daqing wetland is a part of its economic development, which provides a resource advantage for the economic transformation of Daqing city and the construction of ecological civilization city. The paper points out the problems and shortcomings of wetland ecological construction in Daqing municipal government and solves the problems existing in government management through the function of wetland ecological construction in government governance. At the same time, Daqing has not only a large number of wetlands but also abundant oil resources, and wetland oil field is the particularity of wetland ecological construction in Daqing city. In addition to Daqing wetland, a large number of oilfields are distributed in the whole country. It can provide reference for other government to control wetland ecological construction. The research on wetland ecological construction is mostly from the angle of biology and law, but the role of government governance on wetland ecological construction is less. This paper mainly analyzes the governance role of government governance in the wetland ecological construction of Daqing municipal government. Through the concrete analysis of the existing wetland in Daqing city, the paper studies the important influencing factors that affect the wetland ecological construction of Daqing municipal government. These include unclear ownership of wetland watershed management, weak economic function of government wetland ecological construction, decline of wetland ecological carrying capacity due to oil exploitation, lack of corresponding scientific research force, etc. On the basis of the concrete analysis of the problems, the author draws lessons from the experience of the domestic and foreign governments in wetland ecological construction and puts forward some relative measures. It mainly includes establishing and perfecting the legal policy system of wetland ecological construction, strengthening the consciousness of government ecological function construction of wetland, strictly controlling the exploitation of resources, increasing the input of scientific research and so on. The paper provides reference for the wetland ecological construction of Daqing municipal government, and makes the wetland ecological resources can be optimized in ecological value and economic value through the reference to the domestic wetland ecological construction and control measures, in order to provide the reference for Daqing municipal government wetland ecological construction, and to optimize the allocation of wetland ecological resources. Promoting the coordinated development of regional economy and ecosystem.
