【摘要】：論文通過對流域生態(tài)環(huán)境產(chǎn)權的明確界定,科學厘清生態(tài)保護投入補償和污染補償,綜合考慮流域生態(tài)環(huán)境服務的水量分攤和水質(zhì)補償,并將其統(tǒng)一納入到流域生態(tài)補償標準測算中,針對性地提出了流域上下游之間的生態(tài)補償標準,然后以皖浙兩省新安江流域生態(tài)補償為例進行了實證分析。研究結果表明:1)基于流域生態(tài)環(huán)境產(chǎn)權界定,可以從理論上厘清流域生態(tài)補償?shù)膶ο蠛蛢?nèi)容,將水質(zhì)和水量因素整合納入到流域生態(tài)補償標準測算中;2)根據(jù)生態(tài)環(huán)境產(chǎn)權的界定,不同利益主體面對的補償標準和補償內(nèi)容不同,但是上下游共享流域生態(tài)環(huán)境權益的產(chǎn)權安排相對更為公平合理,并且能夠兼顧各方權益;3)上下游共享流域生態(tài)環(huán)境權益情況下,綜合水質(zhì)和水量因素的流域生態(tài)補償標準其生態(tài)環(huán)境保護目標明確,補償內(nèi)容全面完整,易被各方所接受。
[Abstract]:By defining the property right of ecological environment of watershed, the paper scientifically clarifies the compensation of ecological protection input and pollution, and synthetically considers the allocation of water quantity and the compensation of water quality. The paper puts forward the ecological compensation standard between the upper and lower reaches of the river basin, and then takes the ecological compensation of Xin'anjiang river basin in Anhui and Zhejiang provinces as an example to make an empirical analysis. The research results show that based on the definition of watershed ecological environment property right, the object and content of watershed ecological compensation can be clarified theoretically. According to the definition of the property right of ecological environment, different stakeholders face different compensation standards and compensation contents. However, the arrangement of property rights and interests of upstream and downstream shared watershed ecological environment rights and interests is relatively more equitable and reasonable, and can take into account the rights and interests of all parties.) in the case of upstream and downstream shared watershed ecological environment rights and interests, The ecological compensation standard based on the factors of water quality and quantity of water is easy to be accepted by all parties because its ecological environmental protection objective is clear and the compensation content is comprehensive and complete.
