【摘要】：隨著中國環(huán)境問題的日益嚴峻,如何從理論層面拓展跨學科解決環(huán)境問題的公共政策體系框架是公共政策研究的前沿。論文從公共科技政策對體現(xiàn)環(huán)境保護具有系統(tǒng)重要性的視角切入,提出"科技政策體系這樣一個非環(huán)境類的公共政策體現(xiàn)環(huán)境保護的宏觀演變格局"的研究問題。通過對1949—2015年中國科技政策全時段、全樣本量的政策文本的數(shù)據(jù)分析,得到科技政策體系體現(xiàn)環(huán)境保護的總趨勢、歷史分期、演變特征等研究結果:環(huán)境保護在科技政策體系中的內容越來越多、層級越來越高,尤其是對政策方向的導向作用越來越強。論文力圖在理論層面深化對公共科技政策體系更好體現(xiàn)環(huán)境保護的理解,并在實踐層面積累了全時段、全樣本量的數(shù)據(jù)資源,包括首次估算出2001—2013年三大主體科技計劃對環(huán)境保護領域的經費投入情況等,以期為未來優(yōu)化環(huán)境保護在科技政策體系中的體現(xiàn)有所啟示。
[Abstract]:With the increasing severity of environmental problems in China, how to expand the framework of public policy system to solve environmental problems from the theoretical level is the frontier of public policy research. From the perspective of the systematic importance of public science and technology policy to environmental protection, this paper puts forward the research problem of "the system of science and technology policy such as a non-environmental public policy reflects the macro evolution pattern of environmental protection". Based on the data analysis of the policy texts of Chinese science and technology policy from 1949 to 2015, the general trend of environmental protection and the historical stages of science and technology policy system are obtained. The results show that environmental protection has more and more contents and higher levels in the scientific and technological policy system, especially the guiding role of the policy direction is becoming stronger and stronger. The paper tries to deepen the understanding of the public science and technology policy system better reflect the environmental protection in the theoretical level, and accumulates the data resources of the whole period and the total sample quantity in the practical level. Including the first estimate of the three major scientific and technological plans in 2001-2013 in the field of environmental protection, and so on, in order to optimize the environmental protection in the future reflected in the system of science and technology policy.
