【摘要】：流域合作治理是世界性難題。目前,我國流域合作治理實(shí)踐中存在著三重困境——問題困境、體制困境和進(jìn)程困境,即跨行政區(qū)域所帶來的外部性和集體行動(dòng)難題、流域政府集體行動(dòng)的體制性障礙以及以權(quán)威為依托的等級(jí)制縱向協(xié)同模式。社會(huì)資本能夠幫助克服集體行動(dòng)的困境,促進(jìn)合作的產(chǎn)生。應(yīng)從重建地方政府間的信用關(guān)系、形成制度化的合作關(guān)系,以及提高政府間網(wǎng)絡(luò)聯(lián)系的密度和關(guān)系強(qiáng)度等方面著手,切實(shí)促進(jìn)流域合作治理。
[Abstract]:Watershed cooperative management is a worldwide problem. At present, there are three kinds of predicaments in the practice of watershed cooperative management in China: the problem dilemma, the system dilemma and the process dilemma, that is, the externality and collective action problem brought by the cross-administrative region. The institutional obstacle of collective action of watershed government and the hierarchical vertical coordination model based on authority. Social capital can help overcome the dilemma of collective action and promote cooperation. It is necessary to rebuild the credit relationship between local governments, to form an institutionalized cooperative relationship, and to improve the density and intensity of the inter-governmental network connection, so as to effectively promote watershed cooperative management.
