協(xié)同視角下京津冀城市空氣污染影響因素與治理對(duì)策研究

【摘要】:隨著經(jīng)濟(jì)的快速發(fā)展,城市規(guī)模不斷擴(kuò)大、人口數(shù)量急劇增長(zhǎng),帶動(dòng)能源消耗不斷增加,使得空氣污染問(wèn)題日益凸顯,日漸嚴(yán)重,給人類(lèi)社會(huì)帶來(lái)了極大的經(jīng)濟(jì)損失,居民健康帶來(lái)很大損害。京津冀城市群作為我國(guó)三大經(jīng)濟(jì)增長(zhǎng)極之一,其協(xié)同發(fā)展上升為國(guó)家戰(zhàn)略,京津冀地區(qū)近年來(lái)持續(xù)遭受霧霾問(wèn)題困擾,空氣污染問(wèn)題給京津冀協(xié)同發(fā)展帶來(lái)了很大的負(fù)面影響。本文基于城市復(fù)雜系統(tǒng)的管理理論,以協(xié)同理論為基礎(chǔ),以空間自相關(guān)理論、突變理論的為延伸,根據(jù)協(xié)同理論引入的序參量概念,試圖探索京津冀13個(gè)城市中對(duì)京津冀地區(qū)空氣污染現(xiàn)象有著重要影響的關(guān)鍵城市,并分析出這些關(guān)鍵城市各自改善空氣污染問(wèn)題的決定性因素。本文首先運(yùn)用空間自相關(guān)理論對(duì)京津冀13個(gè)城市的空氣污染在空間上的協(xié)同效應(yīng)進(jìn)行了分析,通過(guò)全局自相關(guān)指數(shù)Moran’I和局部指標(biāo)的散點(diǎn)圖以及集聚圖進(jìn)一步分析,結(jié)論表明石家莊、衡水、邢臺(tái)、保定4個(gè)城市空氣污染現(xiàn)象嚴(yán)重,且對(duì)京津冀地區(qū)整體有著顯著的影響,這幾個(gè)城市的重點(diǎn)改善會(huì)協(xié)同地帶動(dòng)京津冀地區(qū)整體空氣污染問(wèn)題的改善。隨后本文基于突變理論建立了城市空氣污染改善因素多層次模型,運(yùn)用突變級(jí)數(shù)法對(duì)石家莊、衡水、邢臺(tái)、保定4個(gè)城市以及北京天津共6個(gè)城市的32項(xiàng)指標(biāo)因素進(jìn)行量化分析,探索出各城市應(yīng)分別在經(jīng)濟(jì)環(huán)境、科技進(jìn)步水平、地區(qū)環(huán)保政策等方面進(jìn)行重點(diǎn)改善。本文最后通過(guò)根據(jù)分析結(jié)果,對(duì)協(xié)同發(fā)展下區(qū)域空氣污染治理提出了合理化建議。
[Abstract]:With the rapid development of economy, the scale of the city is expanding, the population is increasing rapidly, the energy consumption is increasing, and the air pollution problem is becoming more and more serious, which brings great economic losses to the human society. The health of the inhabitants is very harmful. As one of the three economic growth poles in China, the coordinated development of Beijing-Tianjin-Hebei urban agglomeration has become a national strategy. In recent years, the Beijing-Tianjin-Hebei region has been plagued by haze problems, and the air pollution problem has brought great negative effects to the coordinated development of Beijing-Tianjin-Hebei. This paper is based on the management theory of urban complex system, based on the synergy theory, the spatial autocorrelation theory and the catastrophe theory as the extension, according to the concept of order parameter introduced by the coordination theory. This paper attempts to explore the key cities in 13 cities of Beijing, Tianjin and Hebei that have an important influence on air pollution in Beijing, Tianjin and Hebei, and analyze the decisive factors of improving air pollution in each of these key cities. In this paper, the spatial synergetic effect of air pollution in 13 cities of Beijing-Tianjin-Hebei is analyzed by using spatial autocorrelation theory, and the global autocorrelation index (Moran'I) and the scattered plot of local index and agglomeration map are further analyzed. The results show that air pollution is serious in Shijiazhuang, Hengshui, Xingtai and Baoding cities, and has a significant influence on the whole area of Beijing-Tianjin-Hebei region. The key improvement of these cities will lead to the improvement of the overall air pollution problem in Beijing, Tianjin and Hebei. Then, based on the catastrophe theory, a multi-level model of urban air pollution improvement factors is established, and the catastrophe series method is applied to Shijiazhuang, Hengshui, Xingtai, Xingtai, Shijiazhuang, Hengshui and Xingtai. Through quantitative analysis of 32 index factors in 4 cities of Baoding and 6 cities of Beijing and Tianjin, it is found that each city should focus on improving the economic environment, the level of scientific and technological progress and the regional environmental protection policy. Finally, according to the analysis results, the paper puts forward some reasonable suggestions for regional air pollution control under coordinated development.
