【摘要】：隨著“水十條”的頒布以及近些年海綿城市概念的提出,流域水環(huán)境治理已經(jīng)逐步受到各方的重視。PPP(公私合營)模式的涵義是由公共部門和私營部門共同合作,為公眾提供產(chǎn)品或服務(wù)的一種方式;由于我國流域治理任務(wù)重、資金需求量高,政府部門財政資金不足,難以滿足治理要求,而PPP模式既可以提高水環(huán)境治理效率,有效引入社會資本,又能降低政府治理的風(fēng)險,近年來已有越來越多的流域治理項目采用了PPP模式。政府各部門也陸續(xù)出臺了一些政策文件,推進(jìn)PPP模式的應(yīng)用。然而,有關(guān)PPP模式在實際項目應(yīng)用中的評價問題,尤其是對于流域水環(huán)境治理PPP項目的績效評價,目前學(xué)者的研究較少,但是項目實施過程中存在的問題已經(jīng)凸顯。因此,有必要基于我國PPP項目的應(yīng)用現(xiàn)狀,對其進(jìn)行績效評價研究,提高PPP項目的質(zhì)量。本文首先對國內(nèi)外有關(guān)流域治理效益與PPP項目評價的研究文獻(xiàn)進(jìn)行回顧,并界定了研究范疇。然后,對PPP項目的內(nèi)涵與特征進(jìn)行介紹,指出PPP模式引入流域水環(huán)境治理中的必要性與可行性,同時將應(yīng)用流程和模式進(jìn)行分析,構(gòu)建了流域水環(huán)境治理PPP項目的理論體系,并指出PPP模式在我國流域水環(huán)境治理中的應(yīng)用現(xiàn)狀與問題。接下來,結(jié)合績效評價的相關(guān)理論,進(jìn)行評價指標(biāo)與模型的構(gòu)建。在指標(biāo)體系的構(gòu)建上,本文主要通過文獻(xiàn)研究,圍繞時間和費用、社會經(jīng)濟(jì)、生態(tài)環(huán)境、項目質(zhì)量、合同管理和可持續(xù)發(fā)展六個方面進(jìn)行指標(biāo)初選;隨后,通過調(diào)查問卷來確定最終的評價指標(biāo)。在評價方法上,由于流域水環(huán)境治理PPP項目具有層次性系統(tǒng)性的特點,評價指標(biāo)同時包含定性與定量指標(biāo);構(gòu)建的層次-模糊模型與之具有較好的契合度,通過該模型能夠較準(zhǔn)確的對流域治理PPP項目進(jìn)行績效評價。在實證分析方面,本文選取廣西省南寧市那考河流域治理項目進(jìn)行分析,驗證了建立的績效評價體系的適用性和模型的可操作性。最后對項目的績效改善提出建議,為今后的流域水環(huán)境治理PPP項目提供經(jīng)驗和借鑒。
[Abstract]:With the promulgation of "Ten articles of Water" and the introduction of the concept of "sponge city" in recent years, the concept of watershed water environment management has gradually attracted the attention of all parties. The meaning of PPP (public-private partnership) model is that the public and private sectors work together. A way of providing products or services to the public; because of the heavy task of watershed management in China, the high demand for funds, the insufficient financial funds of government departments, and the difficulty of meeting the requirements of governance, the PPP model can not only improve the efficiency of water environment management, but also improve the efficiency of water environment management. The effective introduction of social capital can also reduce the risk of government governance. In recent years, more and more watershed governance projects have adopted PPP model. Government departments have also issued a number of policy documents to promote the application of the PPP model. However, there are few researches on the evaluation of PPP model in the application of practical projects, especially on the performance evaluation of the PPP project of watershed water environment treatment, but the problems in the implementation of the project have been highlighted. Therefore, it is necessary to study the performance evaluation of PPP projects based on the current situation of their application, and improve the quality of PPP projects. In this paper, the domestic and foreign literatures on watershed management benefit and PPP project evaluation are reviewed, and the scope of the research is defined. Then, the connotation and characteristics of PPP project are introduced, and the necessity and feasibility of introducing PPP model into watershed water environment treatment are pointed out. At the same time, the application process and model are analyzed, and the theoretical system of PPP project for watershed water environment treatment is constructed. The application status and problems of PPP model in watershed water environment control in China are also pointed out. Then, combined with the theory of performance evaluation, the evaluation index and model are constructed. In the index system construction, this paper mainly through the literature research, around the time and the expense, the social economy, the ecological environment, the project quality, the contract management and the sustainable development six aspects carries on the index primary election. Through the questionnaire to determine the final evaluation indicators. In terms of evaluation methods, because PPP project of watershed water environment treatment has the characteristic of hierarchy and systematicness, the evaluation index includes both qualitative and quantitative indexes, and the hierarchical fuzzy model has good agreement with it. The model can accurately evaluate the performance of watershed management PPP project. In the aspect of empirical analysis, this paper selects Nanning City of Guangxi Province to analyze the project of Nacao River basin management, and verifies the applicability of the established performance evaluation system and the maneuverability of the model. Finally, some suggestions are put forward to improve the performance of the project, which will provide experience and reference for the future PPP project of watershed water environment control.
