【摘要】：生態(tài)文明是當(dāng)代中國(guó)發(fā)展的必然要求。十八大以來(lái),中國(guó)共產(chǎn)黨站在人類文明演進(jìn)的宏闊視野,從實(shí)現(xiàn)中國(guó)夢(mèng)的歷史維度,回應(yīng)人民的環(huán)境需求,提出了一系列生態(tài)文明思想。本文通過(guò)系統(tǒng)深入研究十八大以來(lái)中國(guó)共產(chǎn)黨生態(tài)文明思想的新發(fā)展,進(jìn)而總結(jié)出一些經(jīng)驗(yàn),以期更好地推進(jìn)我國(guó)當(dāng)前及未來(lái)的生態(tài)文明建設(shè)。本文分為六個(gè)部分。第一部分從人類先進(jìn)生態(tài)思想、黨的歷屆領(lǐng)導(dǎo)人生態(tài)思想、國(guó)內(nèi)外生態(tài)環(huán)境現(xiàn)狀三個(gè)方面闡明了生態(tài)文明思想的理論與現(xiàn)實(shí)依據(jù)。第二部分從十八大以來(lái)描繪的美麗中國(guó)新前景,回應(yīng)人民需求的新本質(zhì),生命共同體的新思維,著眼國(guó)際的新維度四個(gè)方面著眼,揭示了生態(tài)文明思想的新境界。第三部分強(qiáng)調(diào)在新理念的指導(dǎo)下開(kāi)拓生態(tài)文明的新路徑。從“五位一體”總布局的全局角度和全面有重點(diǎn)的具體規(guī)劃這兩個(gè)層面進(jìn)行梳理和分析。第四部分突出了生態(tài)文明制度建設(shè)。通過(guò)健全政績(jī)考核、完善法律法規(guī)、劃定生態(tài)紅線、健全生態(tài)補(bǔ)償?shù)却胧┦股鷳B(tài)文明建設(shè)獲得最大程度的保障。第五部分在總結(jié)提煉的基礎(chǔ)上從理論的豐富、實(shí)踐的推進(jìn)、文明的引領(lǐng)三個(gè)角度揭示了生態(tài)文明思想的時(shí)代價(jià)值。第六部分為結(jié)論,是對(duì)全文研究成果的總結(jié)。由此,為生態(tài)文明建設(shè)提供有力的思想武器和行動(dòng)指南。
[Abstract]:Ecological civilization is the inevitable requirement of the development of contemporary China. Since the 18th National Congress of the Communist Party of China (CPC), standing in the broad vision of the evolution of human civilization, from the historical dimension of realizing Chinese Dream, responding to the environmental needs of the people, the Communist Party of China has put forward a series of thoughts of ecological civilization. This paper systematically and deeply studies the new development of the ecological civilization thought of the Communist Party of China since the 18th National Congress of China and sums up some experiences in order to better promote the construction of ecological civilization in our country at present and in the future. This paper is divided into six parts. The first part expounds the theoretical and practical basis of ecological civilization thought from three aspects: the advanced ecological thought of human beings, the ecological thought of previous leaders of the Party, and the present situation of ecological environment at home and abroad. The second part describes the new prospects of beautiful China since the 18th National Congress, responds to the new essence of the people's needs, the new thinking of the life community and the new dimension of the international community, and reveals the new realm of the thought of ecological civilization. The third part emphasizes the new path of ecological civilization under the guidance of new ideas. This paper analyzes the overall layout of "five in one" from the two aspects of overall layout and comprehensive and concrete planning. The fourth part highlights the construction of ecological civilization system. The construction of ecological civilization can be guaranteed to the greatest extent by perfecting the performance assessment, perfecting the laws and regulations, drawing the ecological red line and perfecting the ecological compensation. The fifth part reveals the epoch value of ecological civilization thought from three angles: the enrichment of theory, the promotion of practice and the guidance of civilization. The sixth part is the conclusion, is the summary of the full-text research results. From this, for the construction of ecological civilization to provide a powerful ideological weapons and guidelines for action.
