【摘要】：本文考察了環(huán)境污染對(duì)經(jīng)濟(jì)集聚的反向內(nèi)生性樣本選擇偏誤以及空間相關(guān)對(duì)經(jīng)濟(jì)集聚減排效應(yīng)的影響。基于2002年-2012年中國(guó)285個(gè)地級(jí)及以上城市的數(shù)據(jù),運(yùn)用空間聯(lián)立方程模型和廣義傾向匹配得分法考察經(jīng)濟(jì)集聚與環(huán)境污染間的內(nèi)生關(guān)聯(lián)及非線性關(guān)系。實(shí)證結(jié)果表明,經(jīng)濟(jì)集聚與環(huán)境污染呈倒"U"形關(guān)系,經(jīng)濟(jì)集聚超過(guò)一定的臨界水平后將呈現(xiàn)出減排效應(yīng)。環(huán)境污染對(duì)經(jīng)濟(jì)集聚存在反向內(nèi)生影響,環(huán)境污染充當(dāng)了經(jīng)濟(jì)集聚的分散力。經(jīng)濟(jì)集聚和環(huán)境污染均存在顯著的空間溢出效應(yīng)和地區(qū)交互影響,空間相關(guān)有利于降低經(jīng)濟(jì)集聚的減排臨界點(diǎn)。文章認(rèn)為可利用經(jīng)濟(jì)集聚的減排效應(yīng)來(lái)改善環(huán)境,大力發(fā)展城市群,促進(jìn)區(qū)域一體化、同城化,增強(qiáng)區(qū)域間的經(jīng)濟(jì)關(guān)聯(lián)均有利于減排。同時(shí),地區(qū)間的經(jīng)濟(jì)發(fā)展和污染治理均應(yīng)形成協(xié)同聯(lián)動(dòng),盡快構(gòu)建地區(qū)間污染源核算體系,建立地區(qū)間聯(lián)合污染治理責(zé)任分擔(dān)以及生態(tài)補(bǔ)償機(jī)制。
[Abstract]:This paper investigates the adverse endogenous sample selection bias of environmental pollution to economic agglomeration and the effect of spatial correlation on the emission reduction effect of economic agglomeration. Based on the data of 285 cities in China from 2002 to 2012, the relationship between economic agglomeration and environmental pollution was studied by using the spatial simultaneous equation model and the generalized tendency matching score method. The empirical results show that the relationship between economic agglomeration and environmental pollution is inverted "U", and when economic agglomeration exceeds a certain critical level, it will show a reduction effect. Environmental pollution has a reverse endogenous effect on economic agglomeration, and environmental pollution acts as the dispersion of economic agglomeration. There are significant spatial spillover effects and regional interaction between economic agglomeration and environmental pollution. Spatial correlation is helpful to reduce the critical point of economic agglomeration emission reduction. This paper holds that the emission reduction effect of economic agglomeration can be used to improve the environment, to develop urban agglomeration, to promote regional integration, to enhance the economic relationship between regions, and to enhance regional economic linkages. At the same time, the economic development and pollution control among regions should be coordinated, the accounting system of pollution sources among regions should be established as soon as possible, and the sharing of responsibility and ecological compensation mechanism for joint pollution control among regions should be established as soon as possible.
