【摘要】：行政機關追究政府生態(tài)責任具有高效優(yōu)勢,這取決于行政機關具有的權力直控性、自由裁量權、隊伍專業(yè)性和信息資源豐富性以及行為自律性。目前行政機關追責實踐正在遭遇同體追責引發(fā)的普遍困頓、追責職能定位和追責能力建設存在的特殊問題,而行政機關自身的不足、新型道德制度的缺場缺位以及追責職能復雜性艱巨性的客觀因素等是其主要緣由。要充分發(fā)揮行政機關追責高效優(yōu)勢以及緩解乃至避免其面臨的困頓和問題,就必須順應政府治理模式演變規(guī)律,構建切合中國國情的合作追責體系和追責方式。為此,就應在強化與推進必要的協(xié)作追責的同時,著力于合作追責主體的培育,實現(xiàn)合作追責制度的創(chuàng)新和合作追責技術的升級。
[Abstract]:It is highly effective for the administrative organs to investigate the ecological responsibility of the government, which depends on the power direct control, the discretion, the professionalism of the team, the abundance of information resources and the self-discipline of the behavior of the administrative organs. At present, the practice of pursuing the responsibility of the administrative organs is encountering the general difficulties caused by the same body pursuing the responsibility, the special problems existing in the orientation of the responsibility function and the building of the ability to pursue the responsibility, and the deficiencies of the administrative organs themselves. The absence of the new moral system and the objective factors of the complexity of the responsibility function are the main reasons. In order to give full play to the administrative organs' advantages of pursuing responsibility and efficiency and to alleviate or even avoid the difficulties and problems they face, it is necessary to conform to the law of the evolution of the government governance model and to build a cooperative liability system and a way of pursuing responsibility in line with the national conditions of China. Therefore, it is necessary to strengthen and promote the necessary cooperation and accountability, at the same time, we should focus on the cultivation of the cooperative liability subject, and realize the innovation of the cooperative liability system and the upgrading of the cooperative liability tracing technology.
