【摘要】：本文選取全國、河北省和高陽縣環(huán)境承載力水平作為研究對照組,采用相對指數(shù)法對雄安新區(qū)大氣、水和綜合生態(tài)環(huán)境承載力進行綜合評價。研究發(fā)現(xiàn),雄安新區(qū)的生態(tài)環(huán)境承載力綜合指數(shù)低于全國和河北省平均水平,高于高陽縣水平;水環(huán)境承載力分項指標顯示,雄安新區(qū)指數(shù)低于全國平均水平,但高于河北省平均水平和高陽縣水平,說明雄安新區(qū)的水環(huán)境承載力具有相對優(yōu)勢;大氣環(huán)境承載力分項指標顯示,雄安新區(qū)指數(shù)與高陽縣水平相當,但明顯低于全國和河北省平均水平。提高雄安新區(qū)綜合環(huán)境承載力需要以"減氣增水"為目標,將產(chǎn)業(yè)升級、治理區(qū)域協(xié)同和治理方式的市場化作為施政重點,多管齊下、綜合整治。
[Abstract]:In this paper, the environmental carrying capacity level of the whole country, Hebei Province and Gaoyang County was selected as the control group, and the relative index method was used to evaluate the air, water and comprehensive ecological environment carrying capacity of Xiong'an New area.The study found that the comprehensive index of ecological environmental carrying capacity of Xiong'an New area is lower than the average level of the whole country and Hebei Province, and is higher than the level of Gaoyang County, and the sub-index of water environmental carrying capacity shows that the index of Xiong'an New area is lower than the national average level.However, it is higher than the average level of Hebei Province and the level of Gaoyang County, which indicates that the water environmental carrying capacity of Xiong'an New area has relative advantages, and the sub-index of atmospheric environmental carrying capacity shows that the index of Xiong'an New area is equivalent to the level of Gaoyang County.But obviously lower than the national and Hebei Province average level.In order to improve the comprehensive environmental carrying capacity of Xiong'an New area, we should take "reducing gas and increasing water" as the target, take industrial upgrading, regional coordination of governance and the marketization of governance mode as the key points of administration.
