【摘要】：隨著西安市城市規(guī)劃修編和市行政中心戰(zhàn)略北遷,將西安建設(shè)為國(guó)際化大都市上升為國(guó)家戰(zhàn)略。未央?yún)^(qū)被定位為西安市主城區(qū)和新的行政中心區(qū),成為西安市未來城市發(fā)展的核心區(qū)。然而,西安市未央?yún)^(qū)不僅成為城市建設(shè)和發(fā)展的核心區(qū),也成為環(huán)境權(quán)益糾紛矛盾的集中爆發(fā)區(qū)。群眾生活環(huán)境的多元化,以及不斷提升的環(huán)保意識(shí)和理念,使環(huán)境信訪日益成為維護(hù)環(huán)境權(quán)益的重要途徑和渠道,環(huán)境信訪的受理、查處寄托了人們維護(hù)貼身環(huán)境權(quán)益的更多期望。在此形勢(shì)下,有必要以西安市未央?yún)^(qū)環(huán)境信訪工作的現(xiàn)狀作為研究模板,以點(diǎn)帶面、拋磚引玉的對(duì)目前我國(guó)環(huán)境信訪工作所面臨的問題和挑戰(zhàn)進(jìn)行分析和研究,交流解決辦法及對(duì)策。本文通過對(duì)環(huán)境信訪工作的基本概念進(jìn)行論述,以西安市未央?yún)^(qū)環(huán)境信訪工作的現(xiàn)狀為研究對(duì)象,結(jié)合環(huán)境信訪工作查處受理過程中有代表性的典型案例對(duì)其特征進(jìn)行理論分析,找出環(huán)境信訪工作現(xiàn)階段的主要制度缺陷和問題,進(jìn)而提出對(duì)策和解決辦法,最后對(duì)未央?yún)^(qū)環(huán)境信訪工作提出幾點(diǎn)建議,以供和有志將環(huán)境信訪工作做得更好、更能讓群眾滿意的同行相互借鑒、學(xué)習(xí)和交流。
[Abstract]:With the revision of Xi'an city planning and the northward relocation of the city administrative center, the construction of Xi'an as an international metropolis has become a national strategy.Weiyang District is located as the main urban area and the new administrative center of Xi'an, and becomes the core area of Xi'an 's future urban development.However, Weiyang District of Xi'an City is not only the core area of urban construction and development, but also the concentrated outbreak area of environmental rights and interests disputes.The diversity of the living environment of the masses, as well as the increasing awareness and concept of environmental protection, make environmental petitions and visits increasingly an important way and channel for safeguarding environmental rights and interests, and the acceptance of environmental petitions and visits.Investigation and punishment of people on behalf of the close environmental rights and interests of more expectations.Under this situation, it is necessary to take the current situation of environmental petition work in Weiyang District of Xi'an City as the research template, and to analyze and study the problems and challenges of environmental petition work in our country.Exchange solutions and countermeasures.In this paper, the basic concept of environmental petition work is discussed, and the current situation of environmental petition work in Weiyang District of Xi'an City is taken as the research object.Combining with the typical typical cases in the process of investigating and accepting environmental letters and visits, this paper theoretically analyzes its characteristics, finds out the main system defects and problems of the environmental petition work at the present stage, and then puts forward the countermeasures and solutions.Finally, some suggestions are put forward for the environmental petition work in Weiyang District, so as to make the environmental petition work better and make the masses satisfied to learn from each other, learn from and communicate with each other.
