【摘要】：京津冀區(qū)域環(huán)境協(xié)同治理是實(shí)現(xiàn)京津冀區(qū)域一體化的基礎(chǔ),是京津冀區(qū)域?qū)崿F(xiàn)可持續(xù)發(fā)展的前提,對(duì)推動(dòng)美麗中國(guó)的建設(shè)具有重要意義。而法律、法規(guī)作為一種強(qiáng)制手段可以有效地推動(dòng)區(qū)域環(huán)境與經(jīng)濟(jì)的發(fā)展,對(duì)于區(qū)域環(huán)境協(xié)同治理中產(chǎn)生的標(biāo)準(zhǔn)不統(tǒng)一、政策不穩(wěn)定、缺乏長(zhǎng)期性等問(wèn)題可給出有效的對(duì)策。在分析京津冀環(huán)境治理現(xiàn)狀以及立法現(xiàn)狀的基礎(chǔ)上,從完善立法原則、立法主體、構(gòu)建信息交流平臺(tái)以及公眾立法參與制度等方面提出建立區(qū)域立法機(jī)制,同時(shí)從制定統(tǒng)一立法、清理現(xiàn)有法規(guī)等方面提出完善京津冀區(qū)域法律法規(guī)的路徑。
[Abstract]:The coordinated management of the environment in the Beijing-Tianjin-Hebei region is the basis for realizing the regional integration of the Beijing-Tianjin-Hebei region and the prerequisite for the sustainable development of the Beijing-Tianjin-Hebei region. It is of great significance to promote the construction of a beautiful China. As a coercive means, laws and regulations can effectively promote the development of regional environment and economy. Based on the analysis of the current situation of environmental governance in Beijing, Tianjin and Hebei and the current situation of legislation, we can improve the principle of legislation, the main body of legislation, and so on. The establishment of regional legislative mechanism is put forward in the aspects of information exchange platform and public legislative participation system, and the way to perfect the laws and regulations of Beijing-Tianjin-Hebei region is put forward from the aspects of making unified legislation and clearing up the existing laws and regulations.
