【摘要】：我國(guó)是一個(gè)海洋大國(guó),海域遼闊,海岸線漫長(zhǎng),海洋環(huán)境多樣,但由于長(zhǎng)期無(wú)序的海洋開發(fā)利用,海洋環(huán)境污染問(wèn)題也越來(lái)越嚴(yán)重。為加強(qiáng)海洋環(huán)境的保護(hù)力度,我國(guó)先后建立了多個(gè)海洋自然保護(hù)區(qū),對(duì)改善海洋環(huán)境,提高公眾的海洋保護(hù)意識(shí)起到了很好的推動(dòng)作用。但面對(duì)著我國(guó)經(jīng)濟(jì)高速發(fā)展帶來(lái)的日益嚴(yán)重的海洋環(huán)境壓力,傳統(tǒng)的海洋自然保護(hù)區(qū)的管理手段和方法已不能滿足開展海洋環(huán)境保護(hù)工作的需要�！皵�(shù)字地球”和“數(shù)字海洋’概念的提出和演化,以及我國(guó)信息技術(shù)和互聯(lián)網(wǎng)技術(shù)的蓬勃發(fā)展,為我國(guó)海洋自然保護(hù)區(qū)的建設(shè)和管理提供新的工作思路和技術(shù)支撐。建立數(shù)字化海洋自然保護(hù)區(qū)已成為解決我國(guó)海洋自然保護(hù)區(qū)管理人員不足,管理效能低下的一個(gè)重要途徑。鑒于此,本文通過(guò)文獻(xiàn)法、案例分析法、SWOT分析法等方式,論述我國(guó)海洋自然保護(hù)區(qū)的發(fā)展背景和現(xiàn)狀,以及“數(shù)字海洋”的發(fā)展背景和演化;介紹數(shù)字化技術(shù)在在國(guó)內(nèi)外海洋自然保護(hù)區(qū)的運(yùn)用現(xiàn)狀,闡述現(xiàn)階段數(shù)字化技術(shù)在我國(guó)海洋自然保護(hù)區(qū)運(yùn)用和發(fā)展中的優(yōu)勢(shì)和不足,并提出相應(yīng)對(duì)策及闡明發(fā)展前景,以求提高我國(guó)海洋自然保護(hù)區(qū)管理機(jī)構(gòu)對(duì)海洋數(shù)字化技術(shù)認(rèn)識(shí)和理解,也希望能為我國(guó)海洋自然保護(hù)區(qū)的建設(shè)和管理實(shí)踐提供有益的借鑒。
[Abstract]:China is a large marine country with a vast sea area, a long coastline and diverse marine environment. However, due to the long-term disorderly exploitation and utilization of the ocean, the pollution problem of the marine environment is becoming more and more serious. In order to strengthen the protection of the marine environment, A number of marine nature reserves have been established in China, which have played a good role in improving the marine environment and raising the public's awareness of marine protection. But in the face of the increasing pressure of marine environment brought by the rapid economic development of our country, The traditional means and methods of management of marine nature reserves are no longer sufficient to meet the needs of marine environmental protection... the introduction and evolution of the concepts of "digital Earth" and "digital ocean", And the vigorous development of information technology and Internet technology in China, To provide new ideas and technical support for the construction and management of marine nature reserves in China. The establishment of digital marine nature reserves has become a solution to the shortage of managers of marine nature reserves in China. In view of this, this paper discusses the development background and present situation of marine nature reserves in China, and the development background and evolution of "digital ocean" by means of literature method, case analysis method and SWOT analysis method. This paper introduces the present situation of the application of digital technology in marine nature reserves at home and abroad, expounds the advantages and disadvantages of digital technology in the application and development of marine nature reserves in China at present, and puts forward corresponding countermeasures and expounds the development prospects. In order to improve the knowledge and understanding of marine digital technology in marine nature reserve management institutions in China, it is also hoped that it can provide useful reference for the construction and management practice of marine nature reserves in China.
