【摘要】：研究地方政府在治理霧霾中的行為選擇邏輯對(duì)于有效治理霧霾具有重要的理論意義和現(xiàn)實(shí)意義。本文首先界定霧霾治理中的相關(guān)利益主體,論述中央政府、地方政府、社會(huì)公眾、工業(yè)企業(yè)面對(duì)霧霾治理問(wèn)題的不同利益訴求,然后分析不同主體的利益訴求對(duì)地方政府行為的制約和影響。通過(guò)理論分析和案例分析相結(jié)合的研究方法,形成并驗(yàn)證了分析地方政府霧霾治理行為選擇邏輯的基本理論框架模型。研究發(fā)現(xiàn),霧霾治理中的地方政府行為選擇受到來(lái)自國(guó)家因素、官僚因素、社會(huì)因素和市場(chǎng)因素的共同影響,是多元主體之間基于不同的價(jià)值標(biāo)準(zhǔn)和利益訴求而相互博弈和妥協(xié)的過(guò)程。結(jié)果表明,在合作博弈狀態(tài)下,霧霾才能得到有效治理。因此,中央政府需進(jìn)一步加強(qiáng)霧霾治理的政策引導(dǎo)與績(jī)效考核監(jiān)督,同時(shí)應(yīng)拓寬公眾參與霧霾治理政策制定過(guò)程的渠道。
[Abstract]:It is of great theoretical and practical significance to study the behavior choice logic of local government in governing haze. This paper first defines the relevant stakeholders in haze governance, and discusses the central government and local government. The social public and industrial enterprises face the different interest demands of the haze governance problem, and then analyze the restriction and influence of the different subjects' interest demands on the local government behavior. This paper forms and verifies the basic theoretical framework model for analyzing the logic of haze governance behavior choice of local government. The study finds that the choice of local government behavior in haze governance is influenced by state factors and bureaucratic factors. The mutual influence of social factors and market factors is the process of game and compromise among multiple agents based on different value criteria and interest demands. The result shows that only in cooperative game can haze be effectively managed. The central government should further strengthen the policy guidance and performance appraisal supervision of haze governance and at the same time broaden the channels of public participation in the process of haze governance policy making.
