環(huán)保服務(wù)市場化:趨勢、困境與路徑

【摘要】:生態(tài)服務(wù)市場建設(shè)既是充分發(fā)揮市場的資源配置決定性作用的要求,也是推進(jìn)現(xiàn)代國家生態(tài)治理體系和生態(tài)治理能力現(xiàn)代化的使命。工業(yè)化、城市化催生了資源環(huán)境問題的集中爆發(fā),而傳統(tǒng)的環(huán)保服務(wù)政府管制失靈與政府環(huán)保服務(wù)付費(fèi)低效使生態(tài)環(huán)境保護(hù)效能弱化。創(chuàng)設(shè)環(huán)保服務(wù)市場工具,建設(shè)開放性、激勵(lì)相容性的環(huán)保服務(wù)市場制度是我國環(huán)保服務(wù)發(fā)展的根本之道。但受制于環(huán)境資源產(chǎn)權(quán)模糊、環(huán)境資源受益或破壞主體不清晰、環(huán)境服務(wù)計(jì)量困難等客觀因素和環(huán)保服務(wù)主體利益博弈中的逆向選擇、環(huán)保服務(wù)市場交易制度及環(huán)保服務(wù)市場監(jiān)管制度、激勵(lì)制度缺失等影響,我國的環(huán)保服務(wù)市場化仍然面臨著重重約束。推進(jìn)環(huán)保服務(wù)市場化,需要營造環(huán)保服務(wù)市場氛圍、凝聚社會(huì)共識(shí),理順污染企業(yè)、環(huán)保服務(wù)商與監(jiān)管者的關(guān)系,健全產(chǎn)權(quán)制度與環(huán)保法律制度,創(chuàng)新環(huán)保服務(wù)市場工具,完善環(huán)保服務(wù)交易的投融資體制,以促使市場真正成為實(shí)現(xiàn)社會(huì)環(huán)境成本或效益內(nèi)部化最有效的手段。
[Abstract]:The construction of ecological service market is not only the requirement of giving full play to the decisive role of market resource allocation, but also the mission of promoting the modernization of modern national ecological governance system and ecological governance capacity. Urbanization gave birth to the centralized outbreak of resource and environment problems, and the failure of government regulation of traditional environmental protection services and the low efficiency of government payment for environmental protection services weakened the effectiveness of ecological environment protection, thus creating market tools for environmental protection services and building openness. The market system of encouraging compatible environmental protection service is the fundamental way for the development of environmental protection service in China, but subject to the ambiguity of property right of environmental resources, the benefit or destruction of environmental resources is not clear. The impact of objective factors, such as difficulty in measuring environmental services, adverse selection in the interest game of environmental protection service main body, the market transaction system of environmental protection service, the supervision system of environmental protection service market, the lack of incentive system, etc. The marketization of environmental protection services in China still faces many constraints. To promote the marketization of environmental protection services, it is necessary to create an atmosphere in the market for environmental protection services, to consolidate social consensus, and to straighten out the relationship between polluting enterprises, environmental protection service providers and regulators. Perfect property right system and environmental protection law system, innovate environmental protection service market tool, perfect investment and financing system of environmental protection service transaction, so as to make the market become the most effective means to realize the internalization of social environmental cost or benefit.
