【摘要】：P市位于膠東半島西部,有著“青島后花園”之稱,從上世紀(jì)開始,其經(jīng)濟(jì)快速發(fā)展,同時(shí),由于政府及企業(yè)過多的追求經(jīng)濟(jì)效益,導(dǎo)致有害工業(yè)排放物大量增加,P市惡劣天氣頻出,大氣污染加劇。加上P市工業(yè)的高速發(fā)展,城市承載能力的不斷擴(kuò)大,私家車的使用數(shù)量也是逐年增加,市民的環(huán)保意識薄弱等一系列因素的影響,使得P市大氣污染程度加劇,這不僅直接影響著民眾的生存質(zhì)量,危害著民眾的身心健康,特別是導(dǎo)致各種呼吸疾病的出現(xiàn),同時(shí)也在一定程度上制約著P市的整體發(fā)展。為了改變P市大氣污染給人們帶來的危害,本文以網(wǎng)絡(luò)化治理理論為基礎(chǔ)對P市的大氣污染情況進(jìn)行研究,通過對P市大氣的情況進(jìn)行分析總結(jié),并且形成措施,從而對P市大氣污染的治理起到理論上的借鑒意義。全文總共分為五個(gè)部分:第一部分是緒論,主要介紹了P市大氣污染治理的研究背景,國內(nèi)外綜述,研究方法、目的等;第二部分是相關(guān)概念及理論基礎(chǔ),主要介紹了關(guān)于大氣污染的概念以及網(wǎng)絡(luò)化治理的基本內(nèi)涵;第三部分是P市大氣污染的現(xiàn)狀以及問題,包括大氣污染防治措施不完善、大氣污染治理主體責(zé)任不明確、公眾參與度較低、政府重視度不夠等問題;第四部分是P市大氣污染產(chǎn)生的原因,從網(wǎng)絡(luò)化治理的四個(gè)方面分別進(jìn)行分析;第五部分是解決P市大氣污染問題的對策。
[Abstract]:P City is located in the western part of Jiaodong Peninsula, known as "Qingdao back Garden". Since 0th century, its economy has developed rapidly. At the same time, the government and enterprises have been pursuing economic benefits too much. This has led to a large increase in harmful industrial emissions and frequent bad weather and aggravated air pollution. With the rapid development of industry in P City and the continuous expansion of urban carrying capacity, the number of private cars used has also increased year by year. The influence of a series of factors, such as weak awareness of environmental protection among citizens, has aggravated the degree of air pollution in P City, which not only directly affects the quality of life of the people, but also endangers the physical and mental health of the people, especially the emergence of various respiratory diseases. At the same time, to some extent, it restricts the overall development of P City. In order to change the harm caused by air pollution in P City, this paper studies the situation of air pollution in P City on the basis of the theory of network governance. Through analyzing and summarizing the situation of atmosphere in P city, and forming measures, the paper can be used for reference in theory for the control of air pollution in P city. The paper is divided into five parts altogether: the first part is the introduction, This paper mainly introduces the research background, domestic and international summary, research methods, purpose and so on of air pollution control in P City. The second part is related concepts and theoretical basis, mainly introduces the concept of air pollution and the basic connotation of network control. The third part is the status quo and problems of air pollution in P city, including the air pollution prevention and control measures are not perfect, the main responsibility of air pollution control is not clear, the public participation is low, and the government is not paying enough attention to it. The 4th part is the cause of air pollution in P city, which is analyzed from four aspects of network treatment, and the 5th part is the countermeasure to solve the problem of air pollution in P city.
