【摘要】：隨著現(xiàn)代都市人口持續(xù)增長(zhǎng)與社會(huì)經(jīng)濟(jì)的增速發(fā)展,城市內(nèi)生活垃圾的數(shù)量逐年增加,國(guó)內(nèi)較多城市已經(jīng)陷入了“垃圾圍城”困境。黨的十七大明確提出建設(shè)“生態(tài)文明”,黨十八大報(bào)告中將生態(tài)文明建設(shè)納入社會(huì)主義現(xiàn)代化建設(shè)總體布局;“十八屆五中全會(huì)”要求加速對(duì)生態(tài)文明制度和監(jiān)督體系的建設(shè),提倡構(gòu)建“美麗中國(guó)”;2017年隨著互聯(lián)網(wǎng)企業(yè)積極布局智慧城市建設(shè),推動(dòng)了現(xiàn)代城市生活的便捷以及信息繁榮。以循環(huán)經(jīng)濟(jì)與生態(tài)城市為核心的固體廢棄物管理理念開(kāi)始獲得人們的關(guān)注。環(huán)境保護(hù)有著較強(qiáng)的外部效應(yīng),由于目前我國(guó)國(guó)內(nèi)的城市生活垃圾分類回收管理仍面臨著人員、技術(shù)與資金等多方面困難,通常在沒(méi)有嚴(yán)格的約束制度和有效的激勵(lì)手段的刺激下很難取得良好效果。本文將城市生活垃圾資源化與管理學(xué)中的機(jī)制結(jié)合起來(lái)進(jìn)行研究,是管理學(xué)與環(huán)境學(xué)的融合。首先,在循環(huán)經(jīng)濟(jì)理論和激勵(lì)理論指導(dǎo)下對(duì)城市生活垃圾進(jìn)行概念界定和類別劃分,提出對(duì)相關(guān)主體進(jìn)行經(jīng)濟(jì)激勵(lì)與非經(jīng)濟(jì)激勵(lì)的理論基礎(chǔ);其次,通過(guò)梳理和對(duì)比海外部分城市生活垃圾獎(jiǎng)懲機(jī)制,總結(jié)出現(xiàn)階段我國(guó)城市生活垃圾管理所存在的收費(fèi)難實(shí)行、市場(chǎng)化程度不高、企業(yè)參與度低等突出問(wèn)題;第三,通過(guò)確定回收企業(yè)的特征與屬性,分析垃圾資源化管理過(guò)程中的三方利益博弈模型,深入探討了回收企業(yè)應(yīng)當(dāng)如何決策從而實(shí)現(xiàn)利益均衡。第四,依據(jù)相關(guān)原則指導(dǎo),構(gòu)建城市生活垃圾的激勵(lì)機(jī)制,通過(guò)一系列舉措激勵(lì)和督促相關(guān)回收企業(yè)和再生資源企業(yè)主動(dòng)參與到生活垃圾資源化過(guò)程。最后本文通過(guò)引入桑德集團(tuán)案例進(jìn)一步分析在“智慧城市”和“生態(tài)文明建設(shè)”新形勢(shì)下,資源再生企業(yè)通過(guò)創(chuàng)新商業(yè)模式,拓寬回收渠道,形成獨(dú)特企業(yè)文化,搭建信息化平臺(tái),從而主動(dòng)參與廢棄物的回收與后續(xù)處理,能夠帶來(lái)經(jīng)濟(jì)與社會(huì)雙重效益。
[Abstract]:With the continuous growth of modern urban population and the development of social economy, the amount of municipal solid waste is increasing year by year. More cities in China have already been trapped in the dilemma of "garbage besieging". The 17th National Congress of the Communist Party of China explicitly proposed the construction of "ecological civilization", and put the construction of ecological civilization into the overall layout of socialist modernization construction in the report of the 18 National Congress of the Communist Party of China; The Fifth Plenary session "calls for the acceleration of the construction of the system of ecological civilization and the system of supervision," Advocate the construction of "beautiful China"; in 2017, with the Internet enterprises actively layout intelligent city construction, It promotes the convenience of modern city life and the information prosperity. The concept of solid waste management with circular economy and ecological city as the core begins to attract people's attention. Environmental protection has strong external effects. At present, China's domestic municipal solid waste separation and recycling management still faces difficulties in personnel, technology and capital, etc. Generally, it is difficult to get good results without the stimulation of strict restraint system and effective incentives. This paper combines the recycling of municipal solid waste with the mechanism of management, which is the fusion of management and environmental science. Under the guidance of circular economy theory and incentive theory, the concept and classification of municipal solid waste are defined, and the theoretical basis of economic incentive and non-economic incentive is put forward. By combing and comparing the reward and punishment mechanism of some overseas cities' domestic waste, the paper summarizes the problems of the difficulty of charging, the low degree of marketization and the low degree of enterprise participation in the management of municipal solid waste in China at the present stage. Third, By determining the characteristics and attributes of recycling enterprises and analyzing the three-party benefit game model in the process of garbage recycling management, this paper deeply discusses how the recycling enterprises should make decisions so as to achieve benefit balance. 4th, according to the relevant principles, To construct the incentive mechanism of municipal solid waste, Through a series of measures to encourage and urge relevant recycling enterprises and renewable resource enterprises to actively participate in the recycling process of domestic waste. Finally, this paper further analyzes the "Wisdom City" and "Ecology" by introducing the case of Sande Group. Under the new situation of civilization construction, By innovating business model, widening recovery channels, forming unique enterprise culture and building information platform, resource recycling enterprises can take part in the recovery and subsequent treatment of waste actively, which can bring economic and social benefits.
