【摘要】：生態(tài)文明建設(shè)能夠有效緩解經(jīng)濟(jì)發(fā)展對(duì)資源、環(huán)境、生態(tài)產(chǎn)生的巨大壓力,同時(shí)協(xié)調(diào)人類和自然兩者之間的關(guān)系,促進(jìn)我國(guó)經(jīng)濟(jì)社會(huì)的可持續(xù)發(fā)展。太原市是我國(guó)重要的能源、工業(yè)基地,在我國(guó)經(jīng)濟(jì)發(fā)展中占有重要地位。但長(zhǎng)期以資源產(chǎn)業(yè)為主的經(jīng)濟(jì)結(jié)構(gòu),嚴(yán)重破壞了太原市生態(tài)環(huán)境,對(duì)太原市經(jīng)濟(jì)社會(huì)的發(fā)展起到了阻礙作用。因此,太原市目前的首要任務(wù)就是在生態(tài)文明建設(shè)的指導(dǎo)下加快環(huán)境保護(hù)的步伐。從生態(tài)文明建設(shè)的角度來說,目前關(guān)于太原市環(huán)境保護(hù)的研究還不是很多,筆者試圖從生態(tài)文明建設(shè)的角度構(gòu)建一套有關(guān)太原市環(huán)境保護(hù)的評(píng)價(jià)指標(biāo)體系,并在分析環(huán)境保護(hù)現(xiàn)狀的基礎(chǔ)上,利用此評(píng)價(jià)指標(biāo)體系,找出環(huán)境保護(hù)實(shí)施過程中仍然存在的問題,提出相應(yīng)解決措施。這對(duì)于太原市的環(huán)境保護(hù)來說具有非常重大的意義。本文主體可分為三部分:第一部分基于生態(tài)文明建設(shè)和環(huán)境保護(hù)的相關(guān)理論研究,分析太原市生態(tài)環(huán)境影響因素;第二部分通過建立評(píng)價(jià)指標(biāo)體系對(duì)生態(tài)文明建設(shè)視角下太原市環(huán)境保護(hù)進(jìn)展情況進(jìn)行綜合評(píng)價(jià);第三部分針對(duì)評(píng)價(jià)結(jié)果分析找出太原市環(huán)境保護(hù)的實(shí)施過程中存在的具體問題,提出相應(yīng)的對(duì)策和建議。本文以太原市環(huán)境、經(jīng)濟(jì)、社會(huì)發(fā)展的現(xiàn)狀條件為基礎(chǔ),在生態(tài)文明建設(shè)指導(dǎo)下,以《國(guó)家生態(tài)園林城市標(biāo)準(zhǔn)》和《生態(tài)縣、生態(tài)市、生態(tài)省建設(shè)指標(biāo)(修訂稿)》為評(píng)價(jià)標(biāo)準(zhǔn),建立評(píng)價(jià)指標(biāo)后,利用熵值法確定指標(biāo)權(quán)重,運(yùn)用主成分分析法對(duì)太原市環(huán)境保護(hù)進(jìn)展情況進(jìn)行評(píng)價(jià)。由評(píng)價(jià)結(jié)果分析可知,太原市環(huán)境保護(hù)進(jìn)展較為順利,但在環(huán)境保護(hù)實(shí)施過程中仍存在一系列問題,還有極大的改進(jìn)空間。最后結(jié)合太原市的具體情況,提出相應(yīng)的對(duì)策建議,如加強(qiáng)制度建設(shè)、確保規(guī)劃實(shí)施、鼓勵(lì)技術(shù)創(chuàng)新、加強(qiáng)生態(tài)環(huán)境治理、積極推進(jìn)綠色發(fā)展和推廣環(huán)境保護(hù)宣傳教育等,以期為生態(tài)文明建設(shè)視角下太原市環(huán)境保護(hù)的實(shí)施提供一些參考。
[Abstract]:The construction of ecological civilization can effectively alleviate the enormous pressure of economic development on resources, environment and ecology, and coordinate the relationship between human beings and nature at the same time. Taiyuan is an important energy and industrial base in China, which plays an important role in the economic development of our country. However, it is a long-term economic structure dominated by resource industry. Serious damage to the ecological environment of Taiyuan City, the economic and social development of Taiyuan City has played an obstacle role. The primary task of Taiyuan is to accelerate the pace of environmental protection under the guidance of ecological civilization construction. From the point of view of ecological civilization construction, there are not many studies on environmental protection in Taiyuan. The author tries to construct a set of evaluation index system about Taiyuan environmental protection from the angle of ecological civilization construction, and on the basis of analyzing the present situation of environmental protection, using this evaluation index system. Find out the problems that still exist in the implementation of environmental protection. This paper can be divided into three parts: the first part is based on the construction of ecological civilization and environmental protection related theoretical research. The influencing factors of ecological environment in Taiyuan are analyzed. The second part comprehensively evaluates the progress of environmental protection in Taiyuan under the perspective of ecological civilization construction through the establishment of evaluation index system. The third part analyzes the evaluation results to find out the specific problems in the implementation of environmental protection in Taiyuan, put forward the corresponding countermeasures and suggestions. Based on the present conditions of social development, under the guidance of ecological civilization construction, the evaluation criteria are "National Ecological Garden City Standard" and "Ecological County, Ecological City, Ecological Province Construction Index" (revised draft). After the establishment of the evaluation index, the entropy method is used to determine the index weight, and the principal component analysis method is used to evaluate the progress of the environmental protection in Taiyuan. From the analysis of the evaluation results, the progress of the environmental protection in Taiyuan is relatively smooth. However, there are still a series of problems in the implementation of environmental protection, and there is great room for improvement. Finally, combined with the specific situation of Taiyuan City, the corresponding countermeasures and suggestions are put forward, such as strengthening the construction of the system to ensure the implementation of the planning. To encourage technological innovation, strengthen ecological environment management, actively promote green development and promote environmental protection publicity and education, in order to provide some references for the implementation of environmental protection in Taiyuan under the perspective of ecological civilization construction.
