【摘要】：城市交通體系的建設(shè)是發(fā)展低碳交通實(shí)現(xiàn)交通領(lǐng)域可持續(xù)發(fā)展的重要一環(huán)。城鎮(zhèn)化進(jìn)程的加快,使得越來(lái)越多的資本、人力涌入城市,這一切在帶來(lái)經(jīng)濟(jì)快速發(fā)展,文化高度融合使得城市面貌煥然一新的同時(shí),也使得城市原本的生活環(huán)境遭受了嚴(yán)重的破壞。鄭州市低碳交通建設(shè)受城市規(guī)劃的影響較大。鄭州市作為河南省的省會(huì)城市擁有著大量的長(zhǎng)居人口,其低碳交通建設(shè)對(duì)于河南省其它城市而言有著重要的借鑒意義(1)。十七大會(huì)議之后,確定了武漢城市圈和長(zhǎng)株潭城市群被確定為創(chuàng)建“兩型社會(huì)”的試驗(yàn)區(qū),以此推廣“資源節(jié)約型,環(huán)境友好型”的生態(tài)型城市建設(shè);2012年中共十八大通過(guò)的《中國(guó)共產(chǎn)黨章程(修正案)》,將科學(xué)發(fā)展觀(guān)確立為黨的行動(dòng)指南;十八大報(bào)告提出的經(jīng)濟(jì)建設(shè)、政治建設(shè)、文化建設(shè)、社會(huì)建設(shè)、生態(tài)文明建設(shè)五位一體,作為實(shí)現(xiàn)社會(huì)主義現(xiàn)代化和中華民族偉大復(fù)興的總布局;2015年召開(kāi)的中國(guó)共產(chǎn)黨第十八屆中央委員會(huì)第五次全體會(huì)議更是明確指出發(fā)展創(chuàng)新、協(xié)調(diào)、綠色、開(kāi)放、共享五大理念。城市發(fā)展將低碳交通建設(shè)擺在了國(guó)家生態(tài)文明建設(shè)的核心位置。以此為指導(dǎo),鄭州市交通低碳化將成為鄭州市交通建設(shè)的核心和城市交通體系發(fā)展的關(guān)鍵。本文主要通過(guò)文獻(xiàn)分析的方法界定低碳交通的概念,從兩型社會(huì)理論、科學(xué)發(fā)展觀(guān)、五位一體理論和五大發(fā)展理念出發(fā)、構(gòu)建低碳交通的理論依據(jù);通過(guò)調(diào)查分析和資料收集的方法研究鄭州市低碳交通硬件措施和軟件措施兩個(gè)方面的現(xiàn)狀及存在的問(wèn)題,強(qiáng)調(diào)鄭州市發(fā)展低碳交通的必要性;通過(guò)調(diào)查分析和文獻(xiàn)閱讀的方法闡述鄭州市的交通現(xiàn)狀,分析了鄭州市交通所面臨的問(wèn)題及其成因;通過(guò)實(shí)例分析和縱橫比較的方法針對(duì)鄭州市低碳交通建設(shè)進(jìn)行實(shí)例分析,結(jié)合國(guó)內(nèi)外發(fā)展低碳交通的成功經(jīng)驗(yàn),提出發(fā)展鄭州市低碳交通建設(shè)的合理建議,為鄭州市低碳交通建設(shè)存在的問(wèn)題提出了可行的解決途徑,具有為鄭州市低碳交通建設(shè)提供理論與方法上借鑒的理論意義和改善鄭州市居民出行環(huán)境的現(xiàn)實(shí)意義。
[Abstract]:The construction of city transportation system is the development of low carbon traffic to realize the sustainable development of the traffic field. An important part of urbanization, more and more human capital, into the city, all in the rapid economic development, culture makes city outlook a new living environment at the same time, also makes the original city has suffered serious damage. Low carbon transportation construction in Zhengzhou is influenced by city planning. As the capital city of Henan province Zhengzhou city has a large number of long population, the low carbon transportation construction for other city in Henan province has an important reference (1). The meeting, identified in Wuhan city circle and Changsha Zhuzhou Xiangtan city group was identified as the pilot area to create a "two type society", in order to promote resource conservation, ecological construction of city environment friendly "; in 2012 eighteen The "constitution of the Communist Party of China (Amendment)", Scientific Outlook on Development will be established as the action guide of the party; eighteen report of the economic construction, political construction, cultural construction, social construction, in the construction of ecological civilization, as the realization of socialist modernization and the overall layout of the great rejuvenation of the Chinese nation; the 2015 meeting of the eighteenth session of the Communist Party of Chinese the Central Committee of the fifth plenary meeting, it is clear that the development of innovation, harmony, green, open, sharing the five concepts. The city development will be low carbon transportation construction as the core position of national ecological civilization construction. As a guide, Zhengzhou city traffic will become the key to the development of low-carbon core and transportation construction in Zhengzhou city traffic system. This paper mainly uses literature analysis method to define the concept of low carbon traffic, Scientific Outlook on Development from the two types of social theory, and theory, one of the five Of the five major development, theoretical basis for the construction of low carbon traffic; through the two aspects of the status quo investigation and analysis of research methods and data collection in Zhengzhou city low carbon transportation hardware and software measures and existing problems, the necessity for the development of Zhengzhou low carbon traffic; through the method of investigation and literature review on traffic the analysis of the present situation of Zhengzhou City, Zhengzhou city traffic problems and its causes; method through case analysis and comparison of the case analysis for low carbon transportation construction in Zhengzhou City, combined with the successful experience of the development of low carbon transportation at home and abroad, put forward reasonable suggestions on the development of low carbon transportation construction in Zhengzhou City, for low carbon transport the construction of Zhengzhou put forward a feasible solution, has theoretical significance and methods to provide theoretical reference for low carbon transportation construction in Zhengzhou city and improve the residents of the city of Zhengzhou The practical significance of the travel environment.
