【摘要】：2011年,蘇州下轄四個縣級市及所轄六各區(qū)全部成為生態(tài)文明試點,全市對資源保護利用、環(huán)境污染防治、人地關系和諧等方面有了更深的認識,也有了更高的要求和標準。生態(tài)文明建設需要依靠政府與公眾的共同努力,因而蘇州要建設成為真正的生態(tài)文明城市,必須強有力地提高公眾的生態(tài)文明意識和素養(yǎng)。本研究基于《蘇州市生態(tài)文明規(guī)劃》的要求,對蘇州公眾生態(tài)文明素養(yǎng)現狀作深度的調查和分析,進行了蘇州市首次生態(tài)文明素質調查研究。通過構建蘇州公眾生態(tài)文明素質評估體系,設計生態(tài)文明素質問卷并調查實施方法,得出樣本數據。根據生態(tài)文明素養(yǎng)的概念和內涵構建了生態(tài)文明素質的四個部分,即生態(tài)文明知識的認知、公眾生態(tài)文明價值觀、公眾生態(tài)文明態(tài)度和公眾生態(tài)文明行為。從這四個維度綜合評估蘇州公眾生態(tài)文明素質的現實情況和表現特點。從年齡、文化程度、職業(yè)、收入環(huán)保活動等方面分析了蘇州公民生態(tài)文明素質的現狀,剖析了公民素質培養(yǎng)環(huán)境建設的成就和不足,明確了蘇州公眾在知行等方面強烈反差、生態(tài)文明教育城鄉(xiāng)差異大、環(huán)境法治意識嚴重缺乏等存在的突出問題。探索總結出蘇州公眾在加強政府社會宣傳教育、加強不同層次學校的生態(tài)文明教育、通過平臺堅實積極推動在蘇民間環(huán)保組織的發(fā)展、逐步建立和完善生態(tài)文明公眾參與制度、加強公眾生態(tài)文明意識的研究等方面提升生態(tài)文明素質的有效途徑和策略。
[Abstract]:In 2011, four county-level cities under the jurisdiction of Suzhou and the six districts under its jurisdiction all became pilot projects of ecological civilization. The whole city had a deeper understanding of the protection and utilization of resources, the prevention of environmental pollution, the harmony of man-land relations, and so on. There are also higher requirements and standards. The construction of ecological civilization needs to rely on the joint efforts of the government and the public, so Suzhou to become a real ecological civilization city. Based on the requirements of Suzhou Ecological Civilization Planning, this study makes a deep investigation and analysis on the status quo of Suzhou public ecological civilization literacy. Through the construction of Suzhou public ecological civilization quality evaluation system, the ecological civilization quality questionnaire was designed and the implementation method was investigated. According to the concept and connotation of ecological civilization literacy, this paper constructs four parts of ecological civilization quality, namely, the cognition of ecological civilization knowledge and the values of public ecological civilization. Public ecological civilization attitude and public ecological civilization behavior. From these four dimensions comprehensive evaluation of Suzhou public ecological civilization quality of the reality and performance characteristics. From age, education, occupation. This paper analyzes the status quo of the ecological civilization quality of Suzhou citizens in terms of income and environmental protection activities, analyzes the achievements and shortcomings of the environmental construction of citizen quality training, and clarifies the strong contrast between the knowledge and practice of Suzhou public. Ecological civilization education between urban and rural areas, serious lack of environmental awareness of the outstanding problems. Explore and summarize the Suzhou public in strengthening government social education, strengthen the ecological civilization of schools at different levels of education. Through the platform to actively promote the development of non-governmental environmental protection organizations in the Soviet Union, gradually establish and improve the ecological civilization of public participation system. The effective ways and strategies to enhance the quality of ecological civilization from the aspects of strengthening the public's consciousness of ecological civilization.
