【摘要】：近年來,環(huán)境生態(tài)建設(shè)成為我們強(qiáng)調(diào)的重點,經(jīng)濟(jì)、社會的發(fā)展離不開我們生存的環(huán)境。各省政府通過對環(huán)保服務(wù)投入,加強(qiáng)對環(huán)境質(zhì)量的改善。通常來說,環(huán)保公共服務(wù)指政府為所在行政區(qū)域的社會公眾提供日常生活中必不可少的環(huán)保服務(wù)和環(huán)保物品。文章對31個省的環(huán)保公共服務(wù)效率進(jìn)行研究。研究過程中,先構(gòu)建了環(huán)保公共服務(wù)指標(biāo)體系,包括投入、中間產(chǎn)出和最終產(chǎn)出三個指標(biāo)子體系。接著對2014年31個省的環(huán)保公共服務(wù)采用文獻(xiàn)梳理法、描述統(tǒng)計法、聚類等方法,進(jìn)行了兩個階段的數(shù)據(jù)包絡(luò)分析(Data Envelopment Analysis,簡稱DEA)。第一階段DEA分析了中間產(chǎn)出相對于投入的效率,即環(huán)保投入轉(zhuǎn)化為環(huán)�；顒訑�(shù)量和能力形成的效率;第二階段DEA分析了最終產(chǎn)出相對于中間產(chǎn)出的效率,即環(huán)�；顒訑�(shù)量和能力轉(zhuǎn)化為環(huán)境效益的效率。通過兩個階段效率分析,發(fā)現(xiàn)環(huán)保公共服務(wù)效率改進(jìn)的環(huán)節(jié),提出改進(jìn)建議:各省政府要進(jìn)行環(huán)保公共服務(wù)的創(chuàng)新,提高技術(shù)效率水平;適度調(diào)整環(huán)保公共服務(wù)投入的規(guī)模,更好的發(fā)揮服務(wù)的作用;調(diào)整環(huán)保公共服務(wù)運行模式,完善服務(wù)機(jī)制;加強(qiáng)政府對環(huán)境服務(wù)的宣教力度,完善環(huán)保督政體系。
[Abstract]:In recent years, environmental ecological construction has become the focus of our emphasis, economic and social development can not be separated from our living environment. The provincial governments through the investment in environmental protection services, strengthen the improvement of environmental quality. Generally speaking. The environmental protection public service refers to the government provides the essential environmental protection service and the environmental protection goods in the daily life for the public in the administrative district. The article carries on the research to the 31 provinces environmental protection public service efficiency. In the research process. Firstly, this paper constructs the index system of environmental protection public service, including input, intermediate output and final output, and then uses literature combing method to describe the statistical method of environmental protection public service in 31 provinces in 2014. The data Envelopment Analysis is analyzed in two stages by clustering method. In the first stage, DEA analyzes the efficiency of intermediate output relative to input, that is, the efficiency of transforming environmental protection input into the quantity and ability of environmental protection activities. In the second stage, DEA analyzes the efficiency of the final output relative to the intermediate output, that is, the quantity and ability of environmental protection activities are converted into environmental benefits. Find out the link of improving the efficiency of environmental protection public service, put forward the improvement suggestion: the provincial government should carry on the innovation of the environmental protection public service, raise the technical efficiency level; Adjust the scale of environmental protection public service investment, better play the role of service; Adjust the operation mode of environmental protection public service and perfect the service mechanism; Strengthen the government's education on environmental services, improve the system of environmental supervision.
