【摘要】：改革開放以來,我國在取得舉世矚目成就的同時,也付出了沉重的資源環(huán)境代價。面對資源環(huán)境的嚴峻約束,黨的十八大報告提出:"要大力推進生態(tài)文明建設,把生態(tài)文明建設放在突出地位,融入經(jīng)濟建設、政治建設、文化建設、社會建設各方面和全過程。"黨的十八屆三中全會又指出:"加快生態(tài)文明制度建設,推動形成人與自然和諧發(fā)展現(xiàn)代化建設新格局。"習近平總書記也指出:"只有實行最嚴格的制度、最嚴密的法制,才能為生態(tài)文明建設提供可靠保障。"生態(tài)文明建設是一項復雜的系統(tǒng)工程,需要用系統(tǒng)工程思維方式來抓落實。必須建立系統(tǒng)完整的生態(tài)文明制度體系,采取多種方式綜合治理,形成一整套完整的長效機制,才能使生態(tài)文明建設取得實效。本文采用文獻研究法、多學科分析法、理論聯(lián)系實際的方法,首先探討了生態(tài)文明建設長效機制的概念及依據(jù),回答了"為什么"的問題。生態(tài)文明建設長效機制,是生態(tài)文明制度體系內(nèi)部各部分之間的有機結合及運行體系。中國傳統(tǒng)文化中的生態(tài)制度思想、馬克思恩格斯"兩個和解"思想、中國共產(chǎn)黨關于生態(tài)制度建設思想,是生態(tài)文明建設長效機制的理論依據(jù)。我國頻發(fā)的生態(tài)事故為生態(tài)文明制度建設提供了現(xiàn)實依據(jù)。其次,闡明了生態(tài)文明建設長效機制的內(nèi)容,回答了"是什么"的問題。生態(tài)文明建設長效機制,包括約束機制、監(jiān)督機制、激勵機制、市場機制。其中,生態(tài)文明建設約束機制包括生態(tài)法規(guī)約束、生態(tài)問責、企事業(yè)單位自律;生態(tài)文明建設激勵機制包括精神激勵和物質(zhì)激勵;生態(tài)文明建設市場機制包括資源有償使用、生態(tài)保護補償、排污排碳和水權交易;生態(tài)文明建設監(jiān)督機制包括政府監(jiān)督、媒體監(jiān)督、公眾監(jiān)督。最后,探討了生態(tài)文明建設長效機制的保障條件,回答了"怎么辦"的問題。將生態(tài)文明建設的四大機制有機地統(tǒng)一起來,在生態(tài)文明建設中充分的發(fā)揮好黨的領導核心作用、環(huán)保部門的牽頭作用、人民群眾主力軍作用,運用系統(tǒng)工程的科學方法,使生態(tài)文明建設的"四大"機制發(fā)揮長效作用。
[Abstract]:Since the reform and opening up, China has made remarkable achievements, at the same time, also paid a heavy cost of resource and environment. In the face of the severe constraints of resources and environment, the eighteen Party Congress report pointed out: "we should vigorously promote the construction of ecological civilization, the ecological civilization construction in a prominent position, into economic construction, political construction, cultural construction, the the social construction and the whole process. The party" in the third Plenary Session of the 18th CPC Central Committee also said: "speed up the construction of ecological civilization system, promote the formation of a new pattern of harmonious development of man and nature of modernization." General Secretary Xi Jinping pointed out: "only the implementation of the most stringent system, the strict legal system, in order to provide a reliable guarantee for the construction of Ecological Civilization Ecology." civilization is a complicated system engineering, need to use the thinking mode of system engineering to implement. The system of ecological civilization must establish a complete system, take a variety of ways of comprehensive Governance, a long-term mechanism for the formation of a complete, in order to make the construction of ecological civilization is effective. This article uses the literature research method, interdisciplinary analysis method, the method of theory and practice, first discusses the concept and basis of the long-term mechanism of ecological civilization construction, to answer the "why" of the problem. The long-term mechanism of ecological civilization construction. Between each part of system of ecological civilization and the internal combination and operation system of ecological system. Chinese thought in the traditional culture, Marx Engels's "two reconciliation" thought of the Communist Party of China ecological system construction thought is the theoretical basis of the long-term mechanism of ecological civilization construction. The ecological accidents in China has provided a realistic basis for the system of ecological civilization construction. Secondly, expounds the long-term mechanism of ecological civilization construction, "answered the question of" what is. The long-term mechanism of ecological civilization construction, including the binding machine System, supervision mechanism, incentive mechanism and market mechanism. The constraint mechanism of ecological civilization construction, including ecological regulation, ecological accountability, enterprise self-discipline; incentive mechanism of the construction of ecological civilization including the spiritual and material incentives; the market mechanism of ecological civilization construction, including compensation for the use of resources, ecological compensation, carbon and water pollution transaction; supervision mechanism of ecological civilization construction, including government supervision, media supervision, public supervision. Finally, discusses the security mechanism of the construction of ecological civilization, to answer the question of "how to do". The four major mechanisms of ecological civilization construction organically, in the construction of ecological civilization fully play the core role. The party's leading role in the environmental protection department of the people's role as the main force, the use of scientific methods of system engineering, the construction of ecological civilization of the "big four" mechanisms play a long-lasting effect.
