【摘要】：工業(yè)化和城市化的發(fā)展消耗了大量的能源資源,也造成了嚴(yán)重的環(huán)境污染。尤其是京津冀地區(qū),能源的消耗和機(jī)動(dòng)車保有量的逐漸增加使得近幾年的空氣質(zhì)量不斷下降,霧霾天氣的頻發(fā),讓越來越多的研究者開始深入探究形成霧霾天氣的主要原因和節(jié)能減排的策略。隨著大氣環(huán)境方面各項(xiàng)政策法規(guī)的提出,京津冀區(qū)域大氣環(huán)境問題已成為各級(jí)政府關(guān)注的熱點(diǎn)議題。本文基于3EDSS(能源-經(jīng)濟(jì)-環(huán)境可持續(xù)發(fā)展研究決策支持系統(tǒng))平臺(tái),以北京市支持中央在京高校共建項(xiàng)目《京津冀資源經(jīng)濟(jì)生態(tài)環(huán)境可持續(xù)發(fā)展系統(tǒng)規(guī)劃模型及決策支持研究》為依托,對京津冀區(qū)域霧霾形成機(jī)理及節(jié)能減排評(píng)價(jià)進(jìn)行研究,主要完成以下內(nèi)容：(1)研究京津冀區(qū)域的地理位置和經(jīng)濟(jì)社會(huì)發(fā)展?fàn)顟B(tài),搜集京津冀地區(qū)與大氣環(huán)境相關(guān)的數(shù)據(jù),對京津冀區(qū)域的污染物濃度排放趨勢和主要城市的AQI(空氣污染指數(shù))情況進(jìn)行對比分析。(2)構(gòu)建京津冀區(qū)域霧霾形成機(jī)理模型,通過搜集與霧霾形成機(jī)理相關(guān)的指標(biāo)數(shù)據(jù),研究各個(gè)指標(biāo)與空氣質(zhì)量達(dá)標(biāo)天數(shù)之間的相關(guān)性,進(jìn)而研究與霧霾天氣之間的關(guān)系,并對具有顯著相關(guān)的指標(biāo)建立多元線性回歸方程。(3)構(gòu)建區(qū)域霧霾天氣預(yù)測模型,采用灰色預(yù)測方法,對京津冀地區(qū)的AQI變化情況和污染物排放濃度進(jìn)行預(yù)測。(4)選取京津冀區(qū)域某一典型燃煤電廠,采用改進(jìn)的節(jié)能減排目標(biāo)下的層次分析法,對該電廠的節(jié)能減排現(xiàn)狀進(jìn)行綜合評(píng)價(jià),并提出改善環(huán)境,完善節(jié)能減排工作的決策建議。(5)將課題中涉及到的指標(biāo)和模型與現(xiàn)有的3EDSS平臺(tái)集成,并實(shí)現(xiàn)了京津冀區(qū)域霧霾形成機(jī)理及節(jié)能減排決策支持系統(tǒng)的主要功能,通過與3EDSS平臺(tái)的資源共享,充分發(fā)揮平臺(tái)的信息展示能力和決策支持功能,為輔助決策提供依據(jù)。
[Abstract]:The development of industrialization and urbanization has consumed a lot of energy resources and caused serious environmental pollution, especially in the Beijing-Tianjin-Hebei region. The consumption of energy and the increasing number of motor vehicles make the air quality decline in recent years and the frequent occurrence of haze weather. More and more researchers began to explore the main reasons for the formation of haze weather and the strategy of energy saving and emission reduction. With the atmospheric environment policies and regulations proposed. The atmospheric environment problem in Beijing-Tianjin-Hebei region has become a hot topic for governments at all levels. This paper is based on 3EDSS (Energy, Economic and Environmental Sustainable Development Research decision support system) platform. On the basis of Beijing's support for the Central University Co-construction Project of Beijing, Tianjin and Hebei Resources, economy, Ecology, Environment, Sustainable Development system Planning Model and decision support. This paper studies the formation mechanism of haze and the evaluation of energy saving and emission reduction in Beijing-Tianjin-Hebei region. The main content is as follows: 1) to study the geographical location and economic and social development of Beijing-Tianjin-Hebei region. Collect data related to atmospheric environment in Beijing-Tianjin-Hebei region. The emission trend of pollutants in Beijing-Tianjin-Hebei region and AQI (air pollution index) in major cities were compared and analyzed. 2) the formation mechanism model of haze in Beijing-Tianjin-Hebei region was constructed. By collecting the index data related to the formation mechanism of haze, the correlation between each index and the days of air quality reaching the standard was studied, and the relationship between each index and the weather of haze was studied. The regional haze weather forecasting model was established by establishing multiple linear regression equation. (3) the grey forecasting method was used to predict the regional haze weather. The change of AQI and pollutant emission concentration in Beijing-Tianjin-Hebei area are predicted. 4) A typical coal-fired power plant in Beijing-Tianjin-Hebei region is selected and the analytic hierarchy process (AHP) is adopted under the improved energy saving and emission reduction target. Comprehensive evaluation of the status of energy conservation and emission reduction in the power plant, and proposed to improve the environment, improve energy saving and emission reduction decision-making recommendations. 5) the project involved in the indicators and models with the existing 3EDSS platform integration. And realized the formation mechanism of haze in Beijing-Tianjin-Hebei region and the main function of energy saving and emission reduction decision support system. Through sharing the resources with 3EDSS platform, we can give full play to the information display ability and decision support function of the platform. To provide the basis for the auxiliary decision.
