【摘要】：中國改革開放以來,經(jīng)濟建設(shè)和社會進步都取得了舉世矚目的成就,不過隨之而來的資源消耗和環(huán)境污染也同樣到了令人震驚的地步,水資源污染、耕地荒漠化、空氣污染、礦產(chǎn)資源消耗等現(xiàn)狀都在表明,我國為實現(xiàn)經(jīng)濟的發(fā)展所付出的環(huán)境資源的代價是巨大的。如果我國繼續(xù)為了經(jīng)濟增長而無節(jié)制地破壞環(huán)境,必然會喪失賴以生存的自然基礎(chǔ),致使經(jīng)濟發(fā)展最終失去意義。黨和政府及時意識到了這一嚴重問題,從黨的十五大到十八大,都以不同論述方式突出強調(diào)生態(tài)文明建設(shè)的重要意義。然而,由于具體實施層面仍然存在思維方式、價值觀念、體制機制等方面的負面制約,生態(tài)文明建設(shè)任重道遠。當前,我國經(jīng)濟發(fā)展進入增長速度減速換檔、結(jié)構(gòu)調(diào)整升級優(yōu)化、增長動力轉(zhuǎn)化提升的“新常態(tài)”,在此背景下,加快推進生態(tài)文明建設(shè)是轉(zhuǎn)變經(jīng)濟發(fā)展方式的必然要求,同時經(jīng)濟新常態(tài)也為生態(tài)文明建設(shè)提供了良好基礎(chǔ)和新的契機。本文試圖從經(jīng)濟新常態(tài)這一背景出發(fā),探討我國生態(tài)文明建設(shè)的路徑選擇。在文章結(jié)構(gòu)上,本文共分為四章:第一章為緒論部分,主要介紹本論文的研究背景、研究意義,論文的主要內(nèi)容及結(jié)構(gòu)安排,以及論文寫作過程中采用的主要研究方法;第二章相關(guān)概念與理論基礎(chǔ),介紹生態(tài)文明建設(shè)的一些相關(guān)理論,以及國內(nèi)外關(guān)于生態(tài)文明建設(shè)的一些相關(guān)理論研究綜述;第三章為經(jīng)濟新常態(tài)下生態(tài)文明建設(shè)的機遇和挑戰(zhàn),首先對我國經(jīng)濟新常態(tài)下加強生態(tài)文明建設(shè)的原因進行概括,接著對我國生態(tài)問題出現(xiàn)的原因作以分析,最后探討經(jīng)濟新常態(tài)背景對生態(tài)文明建設(shè)提出的新要求和新契機,為生態(tài)文明建設(shè)路徑選擇提供現(xiàn)實依據(jù)。第四章為生態(tài)文明建設(shè)路徑分析。從政治、經(jīng)濟、文化、社會等方面提出當前經(jīng)濟新常態(tài)背景下我國加強生態(tài)文明建設(shè)的路徑選擇。具體來說,政治上建立健全機制體制、加強法制建設(shè);經(jīng)濟上充分發(fā)揮市場在生態(tài)文明建設(shè)中的作用,推動經(jīng)濟增長方式向生態(tài)化發(fā)展,并促進生態(tài)優(yōu)勢成為新的經(jīng)濟增長點;文化上倡導生態(tài)文明理念,培養(yǎng)生態(tài)文明道德意識,發(fā)展生態(tài)文化產(chǎn)業(yè);社會上倡導公眾生態(tài)行為,加大環(huán)保宣傳力度,推廣綠色生活方式。最后為結(jié)論,主要概括和歸納通過本文的研究所得出的一些重要觀點,并提出本文分析中存在的不足之處,有待于進一步研究。
[Abstract]:Since China's reform and opening up, economic construction and social progress have made remarkable achievements, but the resulting resource consumption and environmental pollution are equally shocking, water pollution. The status quo of cultivated land desertification, air pollution, mineral resources consumption, etc. The cost of environmental resources paid by our country for the realization of economic development is enormous. If our country continues to destroy the environment without restraint for economic growth, it will inevitably lose its natural basis for survival. The Party and the government realized this serious problem in time, from the 15th National Congress of the Party to the 18 National Congress of the Communist Party of China, they all emphasized the importance of the construction of ecological civilization in different ways. Because of the negative restriction of thinking mode, value concept, system mechanism and so on, the construction of ecological civilization has a long way to go. At present, the economic development of our country has entered into the deceleration of growth rate and shift gears. Under this background, accelerating the construction of ecological civilization is the inevitable requirement of changing the mode of economic development. At the same time, the new normal state of economy also provides a good foundation and new opportunity for the construction of ecological civilization. This paper tries to explore the path choice of the construction of ecological civilization in our country from the background of the new normal state of economy. This paper is divided into four chapters: the first chapter is the introduction, mainly introduces the research background, research significance, the main content and structure of the paper, as well as the main research methods used in the writing process; The second chapter introduces the related concepts and theoretical basis, introduces some related theories of the construction of ecological civilization, and summarizes some related theories of ecological civilization construction at home and abroad. The third chapter is the opportunity and challenge of the construction of ecological civilization under the new normal state of economy. Firstly, the reasons for strengthening the construction of ecological civilization under the new normal state of economy in China are summarized, and then the reasons for the emergence of ecological problems in China are analyzed. Finally, it discusses the new requirements and opportunities for the construction of ecological civilization from the background of the new normal economy, and provides the realistic basis for the path choice of ecological civilization construction. Chapter 4th is the analysis of the path of the construction of ecological civilization from the perspective of politics and economy. Cultural and social aspects put forward the choice of ways to strengthen the construction of ecological civilization under the background of the new normal state of economy in our country. Specifically, we should establish and perfect the system of mechanism and strengthen the construction of legal system politically. Give full play to the role of the market in the construction of ecological civilization in the economy, promote the economic growth mode to ecological development, and promote ecological advantages become a new economic growth point; Advocate the idea of ecological civilization in culture, cultivate moral consciousness of ecological civilization and develop ecological culture industry; The society advocates the public ecological behavior, strengthens the environmental protection propaganda dynamics, popularizes the green life style. Finally, for the conclusion, mainly summarizes and summarizes through this article the research obtains some important viewpoints. At the same time, the shortcomings of this paper are put forward, which need to be further studied.
