【摘要】：2017年6月7日,中國佛教協(xié)會(huì)第九屆理事會(huì)權(quán)益保護(hù)委員會(huì)會(huì)議在湖南省湘潭市舉行,研究討論了當(dāng)前我國佛教界維護(hù)合法權(quán)益所面臨的問題及因應(yīng)措施。近年來,隨著經(jīng)濟(jì)社會(huì)的發(fā)展,我國佛教各項(xiàng)事業(yè)取得了長(zhǎng)足發(fā)展,但同時(shí)也面臨諸多新的問題和挑戰(zhàn),侵犯佛教合法權(quán)益的現(xiàn)象可謂層出不窮,影響惡劣,甚至有呈上升之趨勢(shì),嚴(yán)重傷害了佛教信眾的感情,制造社會(huì)群體的對(duì)立,不利于佛教的健康發(fā)展。面對(duì)日益嚴(yán)峻的佛教權(quán)益保護(hù)情勢(shì),進(jìn)行深刻反省,因應(yīng)時(shí)代變化,有效應(yīng)對(duì)挑戰(zhàn),是當(dāng)前佛教界必須且迫切需要做的份內(nèi)事。推動(dòng)國家建立完善宗教法規(guī)體系,依法理性保護(hù)佛教權(quán)益,培養(yǎng)尊重信仰的社會(huì)共識(shí),不僅是佛教界維護(hù)自身權(quán)益的迫切愿望,也是國家法治建設(shè)的內(nèi)在要求,以及現(xiàn)代文明社會(huì)的重要體現(xiàn)。習(xí)近平總書記在2016年全國宗教工作會(huì)議上就曾明確指出,要提高宗教工作法治化水平,維護(hù)信教群眾合法權(quán)益。《民法總則》《治安管理處罰法》、新修訂《宗教事務(wù)條例》等攸關(guān)佛教切身利益的法律法規(guī)也將于今年相繼發(fā)布實(shí)施。在此背景之下,本次會(huì)議的召開,具有特殊的意義。中國佛教協(xié)會(huì)對(duì)此次會(huì)議高度重視,精心籌備,專門向各地佛教團(tuán)體下發(fā)通知,征集權(quán)益保護(hù)有關(guān)經(jīng)驗(yàn)和做法,還特別邀請(qǐng)黑龍江、湖南、湖北、江蘇、重慶、福建等省佛教協(xié)會(huì)代表參會(huì)作權(quán)益保護(hù)經(jīng)驗(yàn)交流報(bào)告,豐富了會(huì)議內(nèi)容。為更好更全面地展現(xiàn)會(huì)議成果,特將六省佛協(xié)報(bào)告精華摘編如下,以饗讀者。
[Abstract]:On June 7, 2017, the 9th meeting of the Committee on the Protection of the Rights and interests of the Chinese Buddhist Association was held in Xiangtan City, Hunan Province. The problems and countermeasures faced by the Buddhist community in safeguarding their legitimate rights and interests in China were studied and discussed. In recent years, with the development of economy and society, every cause of Buddhism in our country has made great progress, but at the same time, it also faces many new problems and challenges. There is even a rising trend, seriously hurting the feelings of Buddhist believers, creating social groups of opposition, is not conducive to the healthy development of Buddhism. In the face of the increasingly severe situation of protecting the rights and interests of Buddhism, it is necessary and urgent for the Buddhist community to reflect deeply, cope with the changes of the times and effectively meet the challenges. It is not only the urgent desire of the Buddhist community to safeguard their own rights and interests, but also the inherent requirement of the construction of the country's rule of law to push the country to establish and perfect a system of religious laws and regulations, to protect the rights and interests of Buddhism, to protect the rights and interests of Buddhism according to law, and to cultivate a social consensus that respects faith. And the important embodiment of modern civilized society. At the 2016 National Conference on religious work, General Secretary Xi Jinping clearly pointed out that it is necessary to raise the level of legalization of religious work and safeguard the legitimate rights and interests of religious believers. The General principles of the Civil Law, the Law on the punishment of Public Security Administration, The newly revised religious Affairs regulations and other laws and regulations concerning the vital interests of Buddhism will be promulgated and implemented one after another this year. In this context, the convening of this meeting has special significance. The Buddhist Association of China attached great importance to the conference and carefully prepared to issue notices to various Buddhist organizations to solicit relevant experience and practices in the protection of their rights and interests. In addition, they invited Heilongjiang, Hunan, Hubei, Jiangsu, and Chongqing in particular. Fujian and other provincial Buddhist association representatives to participate in the rights and interests of the exchange of experience report, enriched the content of the meeting.
