宋仁宗朝軍情傳遞研究

【摘要】：軍情傳遞是保證朝廷與前線戰(zhàn)時(shí)交流的重要渠道,朝廷一方面通過軍情文書的傳遞掌控整個(gè)戰(zhàn)爭的局勢,另一方面通過這一渠道制約武將在前線的指揮權(quán)。宋仁宗朝,宋廷一直積極地參與到前線的軍事決策中。這種參與性,需以前線的奏報(bào)為依托,奏報(bào)的傳遞則是通過軍情傳遞機(jī)構(gòu)及相關(guān)人員來完成。宋仁宗朝為擴(kuò)大朝廷對(duì)前線軍事信息的掌控,不僅完善了軍情傳遞制度,還發(fā)展了軍情傳遞系統(tǒng)。軍情文書在傳遞過程中,前線地理位置距離朝廷近,軍情文書傳遞的周期就短,朝廷便能做出及時(shí)的部署。前線地理位置距離遙遠(yuǎn),即使傳遞過程沒有遲滯,前線的奏報(bào)傳至朝廷已成“舊聞”,宋廷依此做出的決策往往不能和前線同步。宋仁宗朝雖然在制度上保障了軍情傳遞,但前線傳送至朝廷的奏報(bào)仍然與前線瞬息萬變的戰(zhàn)局存在時(shí)間差。朝廷與前線之間地理空間的距離是出現(xiàn)這種現(xiàn)象的主要原因。這種朝廷迫切想掌控前線的愿望,因?yàn)榍熬�地理位置的遙遠(yuǎn),宋廷也非常無奈。宋仁宗朝的戰(zhàn)爭主要集中的沿邊、內(nèi)地、廣南地區(qū),軍情傳遞作為朝廷掌控前線的方式之一,在不同區(qū)域?qū)嵺`的效果也不同。軍情傳遞的效果不僅和朝廷與前線的距離有關(guān),還受統(tǒng)治者對(duì)待內(nèi)外局勢態(tài)度的影響。
[Abstract]:Military intelligence transmission is an important channel to guarantee the exchange between the court and the front line in wartime. On the one hand, the court controls the whole war situation through the transmission of military intelligence documents, on the other hand, it restricts the command power of the armed forces in the front line through this channel. Song Renzong Dynasty, Song Dynasty has been actively involved in the military decisions on the front line. This kind of participation depends on the front-line newspaper, which is transmitted by the military information delivery organization and related personnel. Song Renzong not only improved the military information transmission system, but also developed the military intelligence transmission system in order to expand the court's control of military information on the front line. In the transmission process of military intelligence documents, the front line is close to the court, and the period of military intelligence document transmission is short, and the court can make timely arrangements. The geographical location of the front line is far away. Even if the transmission process is not delayed, it has become an "old news" that the play of the front line has spread to the court, and the decisions made by the Song court often cannot keep pace with the front line. Although Song Renzong ensured the transmission of military intelligence in the system, there was still a time lag between the front-line transmission to the court and the rapidly changing war situation of the front-line. The distance between the court and the front line is the main reason for this phenomenon. The court was eager to control the front because of its distant geographical position. The war of Song Renzong mainly concentrated along the border, the inland, the southern area, the military intelligence transmission as one of the ways that the court controlled the front line, and the effect of the practice in different regions was also different. The effect of military intelligence transmission is not only related to the distance between the court and the front line, but also influenced by the attitude of the rulers to the internal and external situation.
