【摘要】：今年本刊第1期曾就我國(guó)政區(qū)改革刊發(fā)了一組筆談,當(dāng)時(shí)主要是從歷史政區(qū)地理的角度展開(kāi)討論,學(xué)術(shù)界反映良好。應(yīng)該說(shuō)當(dāng)前人們對(duì)政區(qū)改革的熱情頗為高昂,但也應(yīng)指出,多數(shù)人把政區(qū)改革僅僅簡(jiǎn)單理解為分省和設(shè)立中央直轄市,而實(shí)際上政區(qū)改革是復(fù)雜的綜合改革。本期特邀劉君德等四位學(xué)者再次熱議這一話題,其中關(guān)于縣域治理和改革的觀點(diǎn)一向?yàn)閷W(xué)術(shù)界所忽略,而幾位學(xué)者對(duì)這一問(wèn)題的思考,可謂覃思精論,有令人耳目一新之感,特請(qǐng)讀者關(guān)注。同時(shí)編者也希望,這里能成為關(guān)注政區(qū)改革的學(xué)者的精神家園。
[Abstract]:In the first issue of this year's Journal, a group of written talks were published on the reform of administrative districts in China. At that time, the discussion was mainly conducted from the perspective of historical administrative districts and geography, and the academic circles reflected well. It should be said that the current enthusiasm for the reform of administrative districts is quite high, but it should also be pointed out that most people simply understand the reform of administrative areas as the division of provinces and the establishment of municipalities directly under the Central Government, but in fact the reform of administrative areas is a complex comprehensive reform. In this issue, Liu Junde and four other scholars were invited to discuss this topic again. Among them, the views on county governance and reform have always been ignored by the academic community. However, the thinking of several scholars on this issue can be described as Qin Sijing's theory, which is refreshing. Readers are invited to pay attention. At the same time, the editor also hopes to become the spiritual home of scholars concerned about district reform.
